There seems to be an increase in poverty in the United States and there are so many theories behind why this might be a problem. It seems as if Society as a whole wants to blame this social “condition” on Society itself. I believe that the problem of poverty lies within the actual individuals that are experiencing poverty. There are a few reasons why people experience poverty. They are as follows: One, the liberal welfare programs that were started in the 1960’s, two, individuals lack the characteristic of power and individuality, three, anti-social behavior and the idea that poverty passes from one generation to the next. The liberal welfare programs were started in the 1960s to help individuals obtain better job skills by allowing them to collect welfare benefits while being trained to be skillful in more successful positions. These programs were originally designed to be a temporary thing because so many jobs were lost due to mechanization, jobs moving from the city to the suburbs even outsourcing. The government failed to realize that these individuals were to be trained. Because they were spending so much money supporting these individuals they weren’t able to finance the ability to train these persons. These individuals never took upon their selves to get the training that was needed to better him/her. They were okay with taking a hand out and not working for their selves. There have been numerous debates within the last decade over what needs to be done about welfare and what is the best welfare reform plan. In the mid-1990s the TANF, Temporary Assistance for Needy Families, Act was proposed under the Clinton administration. This plan was not received well since it had put a five year lifetime limit on receiving welfare and did not supply the necessary accommodations to help people in poverty follow this guideline. Under the impression that people could easily have found a job and worked their way out of poverty in five years, the plan was passed in 1996 and people in poverty were immediately forced to start looking for jobs. When the TANF Act was up for renewal earlier this year, the Bush administration carefully looked at what the TANF Act had done for the poverty stricken. Bush realized that, in his opinion, the plan had been successful and should stay in effect with some minor tweaking. Bush proposed a similar plan which kept the five year welfare restriction in place but did raise the budgeted amount of money to be placed towards childcare and food stamps. Both the TANF Act and Bush's revised bill have caused a huge controversy between liberal and conservative activists. The liberals feel that it is cruel to put people in a situation where they can no longer receive help from the government since so many people can not simply go out and get a job and work their way out of poverty. They feel if finding a job was that easy, most people would have already worked their way out of poverty. Although poverty has minimized, it is still significant poverty which is characterized by a numerous amount of things. There are two types of poverty case and insular. “Case poverty is the farm family with the junk-filled yard and the dirty children playing in the bare dirt” (Galbraith 236)Case poverty is not irretraceable and usually caused if someone in the household experiences “ mental deficiency, bad health, inability to adapt to the discipline of industrial life, uncontrollable procreation, alcohol, some educational handicap unrelated to community shortcomings” (Galbraith 236).Case poverty is often blamed on the people for their shortcomings but on some levels can be to pinpoint one person's shortcomings that caused this poverty. Most modern poverty is insular and is caused by things people in this community cannot control. “The most important characteristic of insular poverty is forces, common to all members of the community, that restrain or prevent participation in economic life and increase rates of return.
The United States is often referred to as a ‘reluctant welfare state.’ There are various reasons for this description. One of the primary reasons for this is the differences and diversity of the political parties which are the motivating forces that control government. The Liberal Party, for instance supports government safety nets and social service programs for those in need. “Liberals believe in government action to achieve equal opportunity and equality for all.” ("Studentnews," 2006) They believe it is the responsibility of government to ensure that the needs of all citizens are met, and to intervene to solve problems. The responsibility of government is to alleviate social ills, to protect civil liberties and sustain individual and human rights. Liberals support most social and human service programs; such as TANF, including long-term welfare, housing programs, government regulated health care, Medicare, Medicaid, social security, and educational funding. Their goal is to create programs that promote equal opportunity regardless of gender, age, race, orientation, nationality or religion, along with many others. Liberals believe that government participation is essential and a means to bring about fairness and justice to the American way of life.
In today’s America, there are many people who would either be disgusted at the very mention of Welfare or be highly grateful for its existence. I believe that in order for welfare to be more effective in America, there must be reform. From the time of its inceptions in 1935, welfare has lent a helping hand to many in crisis (Constitution Rights Foundation). However, at present many programs within the system are being abused and the people who are in real need are being cheated out of assistance. One of the main causes of poverty is a lack of money. There are some families that do have at least one person employed in the household but the money earned is not enough to provide for the family. Tough decisions such as paying rent buying groceries become a daily challenge for struggling households. Those living in households headed by people with no high school degree are the most likely to enter poverty. Limited options in the job market make it hard for those without degrees the ability to find jobs that will pay above minimum wage. Many Americans earn less than the nation’s median income which hinders most Americans from living a life free of hunger. Children who grow up in poverty suffer more persistent, frequent, and severe health problems than do children who grow up under better financial circumstances. Poverty is a complex and growing problem in the United States. As of right now there is no solution. There are proposals and acts, such as Obama Care, that were enacted in an attempt to help people in poverty, and there are so many organizations, such as Habitat for Humanity and The Hunger Project, that try to aid people when they start to lack the necessities, like food and shelter. College students are graduating college with a large amount of student loans and no way of paying them off, people are being evicted from their homes, and employees are being laid off. The unemployment rate in the United States in 2015 was five percent, that’s about fifteen million people. It’s becoming difficult for people to find jobs, therefore making it hard for people to get back on their feet and start living a comfortable lifestyle. Poverty in the
Welfare can be defined as health, happiness, and good fortune; well-being; Prosperity; and Financial or other aid provided, especially by the government, to people in need (Merriam-Webster, 2014). It can be very beneficial to people in need of it. Tim Prenzler stated that, “Welfare systems are often seen as providing a ‘safety net’ that prevents citizens falling below a minimum standard of living (2012, p2). Everyone is able to use is if they are in need of it. People have successfully used welfare to get out of their slum, and started to support themselves. Others have decided to not try to get out of that slum, and live off that welfare. They decided that they didn’t have to try, and let the government support them. Welfare is a good tool for people to get back on their feet, but shouldn’t be that persons steady income.
Poverty is a potential outcome for everyone. It’s sneaky and many people fall victim to it every year. No one believes that they have the potential to fall into debt, but it can happen through a string of bad luck, time running short, and other possibilities that can’t be controlled. People who are struggling with difficulty believe that there is no way out because no one will help them. However, there are ways for us, as a society, to help those who are short on income receive the help that they need. Many of the impoverished are thought to be slackers, addicts, or self-destructive to their lives. Society can help each other by dismembering the stereotypes given to people who are underneath the “Poverty Line” that they used as wedges between the classes. Labels given to those who’re poor have nothing to do with who they are as humans.
Welfare has been a safety net for many Americans, when the alternative for them is going without food and shelter. Over the years, the government has provided income for the unemployed, food assistance for the hungry, and health care for the poor. The federal government in the nineteenth century started to provide minimal benefits for the poor. During the twentieth century the United States federal government established a more substantial welfare system to help Americans when they most needed it. In 1996, welfare reform occurred under President Bill Clinton and it significantly changed the structure of welfare. Social Security has gone through significant change from FDR’s signing of the program into law to President George W. Bush’s proposal of privatized accounts.
Being raised in a single-parent lower class home, I realize first-hand the need for welfare and government assistance programs. I also realize that the system is very complex and can become a crutch to people who become dependent and complacent. As a liberal American I do believe that the government should provide services to the less fortunate and resources to find work. However, as able-bodied citizens we should not become complacent with collecting benefits and it is the government’s job to identify people who take advantage of the system and strip benefits from people who are not making efforts to support themselves independently. I will identify errors that exist within the welfare system and several policy recommendations to implement a change that will counteract the negative conditions that currently exist.
The history of welfare has been a short story. This is a short summary of welfare history from Micheal Katz’s article The American Welfare State. AFDC (Aid to Families with Dependent Children) was around the 1970’s, and it was the first modern welfare division but after a reform in the 1990’s TANF (Temporary Assistance for Needy Families) rose out of the remains of AFDC. After the reform the people on welfare went down, momentarily, but the poverty rate stayed steady. Since then there have not been many changes (Katz).
