Programs like Welfare to Work and California Work Opportunity and Responsibility to Kids (CalWORKs) require participation to quality for welfare. This program is for anyone who does not work, go to school, or volunteer. The programs gives practice interviews, tips, and assistance with finding a job. They also offer vouches for work clothes, and assist with daycare and transportation. Also, if the person qualities, Welfare to Work may continue to offer some of these services even after a job has been found.

However, welfare has become a program that promotes dependence on the government. Welfare has a lot of benefits to help families who are in need. Yet, people use it to their benefit to avoid working. Welfare is a program that is supposed to help families as they go out and find work. However, families choose to use the benefits from welfare and avoid working. As the Heritage foundation points out, our welfare should encourage work and not simply offer no-strings-attached benefits. Why go to work and help others who choose not to work?

When you go out looking for a job, you would assume that working would make you more financially stable than welfare. However, in Rhode Island, this isn't the case. The Cato Institute released a new study that showed the value of benefits for a typical recipient family ranged anywhere from $49,175 in Hawaii, to $16,984 in Mississippi. Rhode Island ranked #6th in the nation for offering the most generous welfare benefits. A mother of two in Rhode Island who qualified for 7 different welfare programs could receive a package of benefits worth $38,632. Something to remember is that welfare programs are not taxed. Therefore, the mother with two children in Rhode Island would need to earn $20.83 per hour to make as much as she would with welfare.
