On the above date and time I was conducting an area check of the Walmart parking lot.
While conducting the area check, I observed a White male in a maroon, 4 door Buick. The subject's head was resting against the vehicle's steering wheel.
I then conducted a registration check on the vehicle's tag (FL4709XK). The tag was showing expired as of 11-21-2017. However, the yellow decal on the back of the tag was showing an expiration of 08-18. Upon further examination, the decal had FL tag (795TMD) listed on it. The decal belonged to a 2009, blue Kia utility.
I exited my vehicle and made contact with the male sitting in the driver's seat. The subject, later identified as Thomas Eugene Frost Jr, advised that he and his girlfriend were sleeping in the Walmart parking lot due to being homeless

Creaser confirmed Frost's statement that they were homeless and had nowhere to go. I then notified dispatch to have a Walmart manager respond to the scene.
Dispatch conducted a wants and warrants check on both subjects with negative results. Both subjects had suspended Florida driver's licenses (notified via court order). Both licenses were later seized.
I then inquired into the decal on the back of the tag that didn't match the vehicle. Neither subject admitted taking a decal of any other vehicle. I then pulled off the decal and observed another decal with an expiration of 01-18. The decal belonged to FL tag (4012JD). The vehicle was a 2007, 4 door black Toyota.
Dispatch conducted an FCIC/NCIC check on the decals with negative results. Neither decal was reported as stolen.
While removing the 01-18 decal, I also removed a pile of other decals under the 01-18 decal before reaching the one that belonged to the vehicle (11-17). I was unable to inspect the other decals due to them being stuck together. The decals were later entered into evidence at the Port Richey Police
A records check of Lopez revealed she was the owner of a 2015 Toyota CA 7UIS767. I canvassed the area for Lopez’ vehicle and I did not locate her vehicle. An Automated licensed Plate Reader (ALPR) search also revealed negative results for Lopez’ vehicle.
