WIBO’s Mission, Goals and Objectives
WIBO is a private non-profit organization whose mission is to empower minority small business owners and entrepreneurs located in underserved communities to be able to start, operate and build successful businesses (WIBO, n.da). Moreover, by creating successful businesses these small business owners and entrepreneurs will develop economic power and provide jobs in their underserved communities (WIBO, n.da). WIBO’s goal is to increase the financial success of small businesses in underserved communities WIBO annually serves 1,500 entrepreneurs per year and is managed by four staff member who manage workshops, volunteers and support functions (Workshop, n.db). WIBO’s consultants are able to help small businesses execute/improve their business plan, develop their management strategy, fully utilize marketing resources, increase sales, and help them define their goals (Workshop, n.dc). After the free consultation, participants can purchase a five session consulting package (Workshop, n.dc).
Evaluability Assessment and Articulating WIBO’s Program Theory
Since WIBO does not have an articulated program theory of change nor articulated objectives we will conduct an evaliuability assessment before conducting the evaluation. An evaluabiltiy assessment will determine whether WIBO can be evaluated, whether WIBO stakeholders will have an interest in the findings and whether an evaluation will improve WIBO’s performance (Rossi, 2004, p. 136). Our goal will be to make WIBO’s program theory explicit (Rossi, 2004, p. 146). Furthermore, we will assist WIBO in creating SMART objectives.

There comes a time in a business owner’s career where they will be faced with the decision of whether to expand or to focus on other goals. Goals that focus on creating a healthy work environment, providing great customer service, and giving back to the community. There are a number of small business owners that have decided not to expand and have ultimately created small sustainable companies that are thriving in today’s market. Bo Burlingham discusses the principles of a “Small Giant” and the “mojo” that these small businesses posses in his book Small Giants. All of the businesses that Burlingham describes in the book are privately owned, and their primary goal is not the growth of the company but being the best at what they do for their customers.
