On February 6th, I visited the infant room at Day Nursery Ruth A. Lilly Center and completed the ITERS observation one. Being my first experience doing the ITERS evaluation, I thought that it was going to be a little difficult to us. However, I was surprised to find out how it was very strait forward and the notes for clarification left no room for misunderstanding. While I was doing the ITERS evaluation at the Day Nursery, I noticed things I like about the program, things I did not like, and felt like the scores where accurate.
The Child Development Center of College of San Mateo provides early care and educational programs for children between the ages of 3 to 5 years old. Children are divided into classrooms with a “master” teacher, a “regular” teacher, and two or three “associate” teachers. Klara attended Classroom, “A,” a stimulating and well-resourced classroom. Klara was observed for two hours on Monday from 9 am to 11 am and for two hours on Wednesday from 9 am to 11 am. During these two hours, classroom activities consisted of “free time,” “story time,” and an outside “play time.” A “master” teacher, a “regular” teacher, and two “associate” teachers were present during observations. Additionally, a total of eighteen children were in attendance during the observed days.
There is a problem in Texas impacting children’s futures; many childcare centers and homes are not providing children with quality care. In an article about cost and quality in Texas childcare, child development experts Susan Eitel and Joyce Nuner quote a study stating “that [nationally] only 10% of infants and toddlers are in high quality [childcare] programs” (34). The term ratio describes the number of children one caregiver is watching. This number is one of the major factors in the quality of a childcare program. Organizations such as the National Association for the Education of Young Children know as NAEYC release recommendations regarding ratios and accredit programs based on their compliance. Childcare centers and homes must comply with certain minimum standards enforced by Texas regarding ratios; however, these standards often set the bar lower than recommendations made by these early childhood experts. The current standards in Texas do not ensure that all young children receive quality care; for this reason, the Texas Department of Family Protective Services should strengthen the minimum standards regarding ratios to better regulate the quality of care children receive.
The childcare industry has variables including childcare by a family member, a traditional caregiver or a day care center. It depends on a family’s situation as to which one benefits them most. The two types of childcare to be discussed are the traditional caregiver and a day care center. Parents must decide whether they want a one-on-one or a group setting for the care of their children.
A few accreditation programs include NAEYC, The National Association for the Education of Young Children, NECPA, National Early Childhood Program Accreditation (Douglass 89-94); and specific to Pennsylvania, Keystone Stars. If a daycare receives NAYEC accreditation then they are the crème de la crème of early childhood programs. Parents recognize NAEYC accreditation as a mark of high quality and are more inclined to send their child to that daycare center. Centers that are NAEYC accredited have stronger team of teachers, administrators, and families working together to improve quality for children (Why NAEYC Accreditation). NECPA accreditation in child care center also attracts families to enroll their center there because they know their child will receive quality care. This accreditation program asses the quality of the adult and child interaction, staff framing, health and safety; physical environment, administration, and the parent and community relationships (Encouraging Quality, Recognizing Excellence). Keystone Stars is a continuous quality improvement program. It has four star levels, one meaning just beginning and four meaning the highest quality. Keystone Stars sets requirements for early childhood education program to promote the best learning environment and safest setting possible for each child. A Keystone Stars program provides children with individual attention, daily learning activities, a safe, friendly, and respectful environment; self-esteem, a well educated staff, and parent and community involvement (A Parent’s Guide to Choosing Quality Child Care). It is important to analyze many factors and to ask plenty of questions. It is necessary to visit different facilities and determine which facility fits your needs. Cost and location are also factors that can be analyzed to find the right fit. It will be adviced to start looking early, make calls and ask family and friends about facilities, Overall, there are many factors to consider when faced with the task of finding quality childcare for a six month old. The safety, security of the facility are at the top of any checklist. The qualifications and professionalism of the staff are also at the top of the list and how safe and secure the building is.
This observation was mostly conducted behind a one way glass. I watched the children but they did not know I was there. The ages of the children served in that program were in the range of 18-36 months. Curriculum used in that program is considered Creative. Qualifications for staff must hold to work in this program is a Child Development Associate’s degree (CDA) or Bachelors in Early Childhood Education.

The history of child care is a universal practice that has been around for centuries that was only at first usually practiced among relatives. However, over the past decades with the increase in women employment, single parent homes, and the economy mothers and families have begun enrolling their children in child care centers regularly. Consequently, childcares became the norm in society and by the 1990’s 6 million infant and toddlers were in regular non parental child care (Phillips & Adams, 2001). Now that a high demand for child care was needed parents were faced with the issue of seeking suitable care facilities that conformed to certain standards, their budget, values, and other factors that were preferred and fit their needs. Since there are so many different child care types, principles, programs, and etc. that parents can choose from it can be difficult to know what to look for and decide what the best fit is for your child. This paper will briefly go over the cost, variety of child care arrangements, childcare regulations, and personnel qualifications among other factors to consider when choosing proper care for your children and their development.

I observed at St. Eve’s Learning Center location in their preschool room. The center has a naturalistic feel to the environment and all of the staff is friendly and welcoming. The classroom displayed best practices, modern theories and research, and followed expected standards set by their accreditations.
My Child Your Child Academy will be concentrating on two different target customer segments. The first is full-time working couples. This group is forecasted to account for 80% of My Child Your Child Academy business. This group is growing at a rate of 20% and there are over 25 potential customers in a 10 mile radius. The second group of customers are drop in, customers who use My Child Your Child Academy sporadically, whenever the need arises. This group is growing at 20% and there are 30 potential families.
I recently took the PECT exam. While studying for this exam, I took several online practice tests created by Pearson. Upon completion, I was able to review my answers as well as the rationale provided by the company who developed the practice test. For each of the early childhood questions, the test stressed the importance of family-centered services and collaboration between parents, teachers, and students to support children in their “natural environment.” They further explained that a child’s “natural environment” could be their home, their school, or their community.
