Has one ever thought about why licenses are needed in the world? Well, humans require licenses for many things, to drive, to pursue certain careers, or to rent houses. If one thinks about it, the main reason behind these licenses is to make the world a peaceful and safe place to live in. However, should there not also be a license to protect helpless kids from child abuse and neglect? In 2014, there were an estimated 702 000 victims of child maltreatment. Child maltreatment includes abuse and neglect, which is the failure of a parent to provide for a child’s basic needs. What is the reason for these shocking statistics? Humans can see the result of unlicensed parenting, as a violent crime occurred every 25.3 seconds and a property crime occurred every 3.5 seconds in the U.S in 2010. Drugs, medical problems, and family conditions are in the top 10 reasons of crime. These reasons of crime, are all results of unlicensed parenting. For example, substance abuse can make a child become very aware of drugs at a young age. Or a violent or inappropriate environment in the household, would make a child adapt to that lifestyle. Also, without a parenting license, kids would go through depression and other mental health issues from abuse and neglect. All these possibilities, will result in crimes and social problems in the future. Why not put one simple license into effect which will protect society in the future from the chance of horrid crimes? All types of abuse and neglect have terrible impacts on children which they will carry on in their lives. As studies form J Board showed before, the chain of the way kids are being raised will continue and it will get worse. This generation will soon be the heads of the world who will shape our future. Merely, the income of families is causing neglect, as kids’ basic needs are not provided to them. A real world example, children and youth living in the Northwest Territories and Nunavut are most at risk of child maltreatment, with rates at least double those recorded in the provinces (Statistics Canada). Also, according to the same source, in 2015, the Northwest Territories had an extremely low GDP Per Capita of 4828 and Nunavut with 2447. These numbers are due to lack of income received by an average worker. Due to this lack of money, it is impossible to provide the basic needs of children which makes a child also feel neglected. A parent must also have intellectual and emotional skills to ensure that a child does not become neglected. It is not a piece of cake to raise children and licensed parenting will guarantee that a child is raised appropriately without having to face abuse and neglect. When children are hurt physically, emotionally, or sexually it is known to be child abuse. Children are known to be neglected when they are not getting the proper attention needed for children. When children are neglected or abused in any way it is the responsibility of others to report such acts to the authorities as to what they have witnessed first-hand or signs of abuse or neglect seen after the fact, these people who reports such acts are known as third parties. The proper authorities to report child abuse or neglect is called Child Protected Services also known as Child Welfare. After the abuse or neglect is reported the proper authorities will then investigate to see if the abuse or neglect is legit or fraudulent (Sedlak, 2001).

Poverty among Aboriginals entails poor living conditions on reserves, health and well-being struggles, and financially unstable families; relatively speaking to the majority of Aboriginals who are living in impoverished communities, these hardships usually commence in some way, shape, or form. The Canadian Feed the Children Charity (2017) notes that “Indigenous children in Canada are over two and a half times more likely to live in poverty than non-Indigenous children.” This number is quite high and is extremely unfortunate for children to have a potentially traumatic and unpleasant upbringing resulting in challenges throughout adolescent and adulthood years. Furthermore, statistics from a study conducted years before, in 2013 with the Canadian Centre for Policy Alternatives state the rate at which Aboriginals in Canada are living in poverty. It was determined that 50 percent of status First Nations children in the Canadian context live in poverty based on the Low Income Measure (Canadian Centre for Policy Alternatives, 2013). Child Maltreatment is generally defined as any acts brought upon by a parent or caregiver of a child that results in harm or potential for harm. Child Maltreatment includes physical, sexual and emotional abuse, and neglect. When a child exhibits signs of any form of abuse it typically becomes the responsibility of Child Protective Services to remove the child from their home and place them in foster care. However there is a controversy on whether removing the child from their home or if family preservations are best for the child than taking them out and placing them in foster care.

In my experience working in a mandated Aboriginal child protection agency, there were many instances of child neglect that were associated with poverty. As reported by Swift (2011), Aboriginal children disproportionately make up the child welfare system in proportion to their percentage of population. Accordingly, most of the cases that I saw were child neglect cases and directly related to poverty. There are many systemic factors that contributed to oppression and poverty in the community I worked, including the lasting impacts of residential school. Moreover, housing on reserve was limited and overcrowded and to move off reserve was expensive, in addition to the impact of being further away from one’s community and support system. Child

Few people fail to report because they want children to suffer abuse and neglect. Likewise, few people make deliberately false reports. Most involve an honest desire to protect children coupled with confusion about what conditions are reportable. Educational efforts should emphasize the conditions that do not justify a report, as well as those that do.
