1. Connect all villages with ICTs and establish community access point

Information communication technology it is a powerful tool that attaches people to have access. Villages need to access ICTs connection simply because they need to educate themselves and understand how the system of ICTs works. They must have access to internet and Wi-Fi. “internet provides access to a number of communication serves including the World Wide Web and carries email, news, entertainment and data files” Partnership (2010). Having ICTs connection in the villages will enable people to be more informed about news nor current affairs, including available post for jobs advertised online.

Health Centre’s and hospitals have to ensure that they are connected with ICTs. The access to internet for all public and private hospitals need to improve. Considering that ICTs applications in health area include use of electronic health records, telemedicine, networked medical equipment and internet as a source of information about health.

5. Ensure that all the world’s population has access to television and radio

Television and radio are important source of information, they are also important source of entertainment and relaxation. “Television and radio are older ICTs connection”. They are vital on giving nor providing people with information around the world both developed and developing countries. Television and radio provide information and educational utilities to assist both student and learners about their education.

6. connect all scientific and research centres with ICTs

It is very important to connect scientific and research centres with ICT. 9. Connect all central government departments and establish websites

The government need to connect with ICTs simply because the e-government system is accountable and responsible for the public administration and the needs of citizens of this country as well as businesses. The importance of ICTs connection to government is that will empower government to manage people, economy, legislations, institutional units within the area, and the state is responsible for goods and services of the community or individual household including taxation and other incomes.
