There are many ways personal information is collected. The companies who receive this information buy/sell personal information for marketing and advertising purposes but cyber-crimes can occur when personal information is transmitted through cyberspace. Communication professionals utilize technology a great deal in their work and they want to know their work and personal information is protected by Federal Law, Common-Law and Statutes.
It is alarming to think of a person or company buying and selling one’s personal information. Big Brother Gets A Makeover: Behavioral Targeting And The Third-Party Doctrine (Brotherton, 2012, p. 555), points out “What few Internet users realize is that, during the time they surf the Web, they are subjected to constant surveillance by potentially hundreds of different private companies.” In today’s online environment and new technology, it is clear this type of activity happens all the time.
Third-party data brokers are companies that buy and sell personal information obtained from mobile phones, financial institutions and social media sites. The information these companies obtain is used to sell to other companies for advertising and other business related purposes. These are not small companies but huge corporations making a lot of money from people’s personnel information. The Federal Trade Commission (FTC) recommends that Congress create consumer targeting legislation to provide better transparency over the practices of data brokers. The FTC noted the lack of transparency regarding the practices of data brokers, who often buy and share large amounts of personal information about consumers. The emergence of new and innovative technology can be used in many deceitful or secretive ways by law enforcement agencies to convict a suspect. The Fourth Amendment of the Bill of Rights has had a large influence in regulating the ways that law enforcement agencies may use technology against the everyday citizen. Technology can be used to obtain information on an individual without the individual being aware of the invasion of their privacy: e-mail accounts can be hacked, IP addresses can be traced, phones can be tapped and tracked, cars can be bugged.

Communication surveillance has been a controversial issue in the US since the 1920's, when the Supreme Court deemed unwarranted wiretaps legitimate in the case of Olmstead v United States. Since telephone wires ran over public grounds, and the property of Olmstead was not physically violated, the wiretap was upheld as lawful. However, the Supreme Court overturned this ruling in 1967 in the landmark case of Katz v United States. On the basis of the fourth amendment, the court established that individuals have the right to privacy of communication, and that wiretapping is unconstitutional unless it is authorized by a search warrant. [Bowyer, 142-143] Since then, the right to communication privacy has become accepted as an integral facet of the American deontological code of ethics. The FBI has made an at least perfunctory effort to respect the public's demand for Internet privacy with its new Internet surveillance system, Carnivore. However, the current implementation of Carnivore unnecessarily jeopardizes the privacy of innocent individuals.
In the Engineering and Technology Journal, two engineers, Gareth Mitchell and Guy Clapperton, gave their thoughts on both sides of the privacy issue. Is gathering information violating personal privacy? They made their arguments using currency as a metaphor for personal information and online services a product. Mitchell argues the case that giving out personal information is “too high a price to pay” (Mitchell, 2013, p. 26). The personal connection Americans have with their phones, tablets, and computers; and the rising popularity of online shopping and social websites due to the massive influence the social media has on Americans, it is clear why this generation is called the Information Age, also known as Digital Age. Abstract: This paper examines the use of Internet technologies (specifically SafeWeb.com) to counteract invasions of personal privacy and censorship. The paper begins by exploring the methods by which governments, corporations, and commercial agents invade personal privacy. It also discusses Internet censorship on the corporate and governmental levels. It then proceeds to discuss SafeWeb.com, a technology that allows Internet users to surf the Web privately and view censored content. The paper finishes by exploring some of the ethical issues raised by Internet privacy and censorship in specific relation to SafeWeb, concluding that the application of SafeWeb in circumventing the authority of governments and corporations is inherently unethical.
The evolution of the Internet started from the department of defense's project, and rapidly distributed to world wide. With the rise of the Internet age comes with the benefits and the concerns. Because of the easeness to communicate information and displaying data, the first amendment needs to be applied to this communication channel. How are we using and communicating information without offending and harm others? Since the evolution of the Internet, there has been acts from Congress to regulate the use the Internet such as the Communications Decency Act in 1996 and the Child Online Protection Act in 1998. These acts aim to forbid Internet users from displaying offensive speech to users or exposing children of indecent materials. The Internet raises other issues that people might have. The biggest and most debatable topic is the privacy issue. Is the Internet a safe place to protect personal information such as financial information, medical data, etc…? Some people who are computer literate or at least with some experience in software and technology would not trust to release the information on the web or at random sites . As a matter of fact, any unknown or small vendor on the web would have difficulty getting many customers to do business online. Big vendors such as Amazon would want to secure their network infrastructure to protect the users information, so that their server would not be hacked. However, even this style of protecting personal information is not enough. The users demand further protection such as ensuring their information is not being sold to other vendors for misuse, or spam the users mailbox with soliticing.

Internet privacy and security has become the concern of many individuals throughout recent years. There are a very limited amount of laws that have been enacted to combat computer or cyber related crimes. This has become an issue because as the internet grows increasingly popular so does the criminal and immoral behavior that abounds on it. With these crimes gaining in impact, effectiveness, and frequency, there needs to be more repercussions for these crimes. The United States government needs to increase restrictions on the amount and type of data on individuals from the internet, to prevent the government from invading privacy of citizens and to prevent companies from storing browser histories of individuals, to then sell that information to ad agencies and other companies.
