Having only recently permeated the public and political lexicon, there are few debates that evoke such passion as that of the underclass. Karl Marx tabled the idea of the lumpen proletariat, yet in the modern era, the concept did not take hold in Britain until 1989. Today, the debate focuses on whether frictional forces create a continuum of inequality, or whether a defined underclass does exist. The question asks if 'poor people' belong in a separate underclass, which is a vague definition. There will always be 'poor people', but whether or not this automatically qualifies them as a separate underclass is tenuous at best. Even the most radical proponents for the existence of the underclass stop short of declaring all those below the poverty line as 'the underclass'. This essay will analyse the arguments from either side of the debate, looking at definitional issues, the undeserving and deserving poor and structure versus agency. Overall, it will be argued that Murray’s classification does not hold for the majority and that frictional forces mean the poor are part of a continuum of inequality.
A key thinker, Charles Murray argues for the existence of a separate underclass on the basis of three social phenomena; extra marital births, crime and unemployment. The more prevalent these phenomena are, the larger the underclass. He argues that these individuals are of a separate class, having different social norms and what he classes as deviant behaviours (Murray, 1999). Murray’s key point is that the underclass find themselves in their position through their own choices, that those comprising the underclass are demarcated as such through their behaviour. ...or belong to a continuum of inequality, as it is both empirically based and objective. Additionally, it accepts that structural constraints have a significant affect on individual’s social position, and recognises that social mobility can happen, with extreme poverty highly frictional.

Preventing poverty and improving the school system can help prevent class reproduction, but Macleod argues that, "what is required is the creation of a truly open society--a society where the life chances of those at the bottom are not radically different from those at the top and where wealth is distributed more equitably" (260). Until structural inequality is eliminated, wealth is more evenly distributed, and discrimination between classes ends, social reproduction will be to well known by society.
Growing up in The United States, people are given this idea of an American Dream. Almost every child is raised to believe they can become and do anything they want to do, if one works hard enough. However, a majority of people believe that there is a separation of class in American society. Gregory Mantsios author of “Class in America-2009” believes that Americans do not exchange thoughts about class division, although most of people are placed in their own set cluster of wealth. Also political officials are trying to get followers by trying to try to appeal to the bulk of the population, or the middle class, in order to get more supporters. An interesting myth that Mantsios makes in his essay is how Americans don’t have equal opportunities.

In his essay “Land of Opportunity” James W. Loewen details the ignorance that most American students have towards class structure. He bemoans the fact that most textbooks completely ignore the issue of class, and when it does it is usually only mentions middle class in order to make the point that America is a “middle class country. This is particularly grievous to Loewen because he believes, “Social class is probably the single most important variable in society. From womb to tomb, it correlates with almost all other social characteristics of people that we can measure.” Loewen simply believes that social class usually determine the paths that a person will take in life. (Loewen 203)
In this paper, Gregory Mantsios compares and contrasts class in America. He uses facts to support his point that things are getting better for the upper class, while things are increasingly getting worse for the middle and lower classes. Throughout the paper, he demonstrates comparing and contrasting by using “myth” versus “reality”.
Year’s ago, mention of this widening gap between the privileged and the struggling was considered “Marxist”, but now the facts are too evident to be blamed on a belief. The richer continue to get richer and the poorer get poorer; due to the fact that, the wealthy pay the labor working majority unfair wages. Ironically, this “supreme” group makes their fortune because of these under paid people. For example, Walmart a low paying corporation owned by the wealthiest family in America. As previously stated, the success of the upper class is at the expense of the lower class and we see this in more ways then one: late fees and rates are collected by the rich, Realestate is bought up by them, and they have control of politics. In Marx’s opinion, the cause of poverty has always been due to the struggle between social classes, with one class keeping its power by suppressing the other classes. He claims the opposing forces of the Industrial Age are the bourgeois and the proletarians. Marx describes the bourgeois as a middle class drunk on power. The bourgeois are the controllers of industrialization, the owners of the factories that abuse their workers and strip all human dignity away from them for pennies. Industry, Marx says, has made the proletariat working class only a tool for increasing the wealth of the bourgeoisie. Because the aim of the bourgeoisie is to increase their trade and wealth, it is necessary to exploit the worker to maximize profit. This, according to Marx, is why the labor of the proletariat continued to steadily increase while the wages of the proletariat continued to steadily decrease.
In Mantsios’ “Class in America” he provides us with four myths about the United States. In one of these myths the idea is brought up that the United States is, at its core, a classless society. It is also states that whether rich or poor, everyone is equal in the eyes of the law. The myth also states that health care and education are provided to everyone regardless of their financial stability. This idea about a classless society is exactly what Mantsios claims it to be, a myth. It is untrue to state that everyone is equal in the eyes of the law, and to believe that whatever differences exist in financial standing are insignificant. There are clear distinctions between different groups of people depending on their economic and social standing.

The morality of social welfare systems, or the morality of crafting laws to aid American citizens in poverty, is a subject that (like myriad ethical issues) is hotly debated to say the least. For example, some opponents of social welfare institutions maintain the view that such programs "increase the reward or reduce the penalties" of poverty; thereby ostensibly making an impoverished state appealing even to people who might initially have been motivated to earn a living by conventional means. In other words, welfare programs (according to opponents) encourage otherwise productive individuals to embrace laziness, for basic human needs would be met by such institutions, eliminating the need to work at all. Those opposed to social welfare plans have also been known to claim that an "unfair burden is placed upon workers who must pay for the system." When one considers the above opposing views, it would then stand to reason that proponents of social welfare programs might maintain that it is the moral responsibility of working citizens to provide assistance and funding for programs such as Aid to Families with Dependent Children, the Food Stamp program, or the like. This supposition is confirmed upon examination of the notion that, when basic human needs such as "food, housing, and medical care" are not met, one is consequently rendered unable to uphold any level of social freedom. Given the above information, one can safely deduce that modern supporters of social welfare organizations are under the impression that such programs provide the impoverished masses with the means by which to obtain the level of general well-being vital to acquiring work in the first place.

Living in the United States most people rely on the government to construct our society to better the people. The gap between rich and poor in our society significantly varies. In America, the government offers special programs to help those who fall below the poverty line. This is well known as welfare. The word welfare comes from a positive definition known as “well-being”, but most Americans would debate that welfare has become a disaster to our society as they increased welfare dependency, illegitimate babies, and family break-ups. In fact I agree with these clams, poverty programs have been abused by many Americans, causing more pressures and strains to American welfare.
Poverty is an issue dealt with throughout the world, but we are not all aware of its conditions. Poverty is a very serious problem around the world. Poverty is defined as the equality of poorness and impoverishment -- (the state of having little or no money and few or no material possessions). A question to ask ourselves is: “Should poverty be defined strictly in terms of monetary income, as opposed to some qualitative formula which takes into consideration styles of life as well as material possessions?” (Sheppard 13) Because there are so many different ways we can express the term poverty, maybe there should be a certain way we can determine poverty worldwide?
