The Truth about Crime Prevention
The truth about crime prevention is more complicated –less utopian than some liberals would like, but far more promising than conservatives will admit. Prevention can work and that it can be far less costly, in every sense, than continuing to rely on incarceration as out first defense against violent crimes. Instead of simply insisting that prevention is better than incarceration, then, we need to pinpoint more clearly what kinds of prevention work—and why some programs work and others do not, the most encouraging efforts share important characteristics; there are reasons why they work, whether the ‘target’ population is abusive families, vulnerable teens, or serious juvenile offenders who’ve already broken the law. Likewise, there are reasons why other programs fail, no matter how fashionable or popular they may be. Given what we’ve learned about crime prevention in recent years, four priorities seem especially critical: preventing child abuse and neglect, enhancing children’s intellectual and social development, providing support and guidance to vulnerable adolescents and working intensively with juvenile offenders. These aren’t the preventive strategies that can make a difference, but they are the ones that offer the strongest evidence of effectiveness. And they also fit our growing understanding of the roots delinquency and violent crime.
The first priority is to invest serious resources in the prevention of child abuse and neglect. The evidence is compelling that this is where much of the violent crime that plagues us begins, especially the kinds of violence we fear the most. It is known that most abused children never go on to injure others. But the correlation between later violent crime and childhood abuse is strong and consistent, especially for the most serious kinds of violence. It turned out that being abused or neglected had little effect, if any, on minor forms of delinquency. But for serious delinquency—and violent crime in particular it mattered a great deal. The youths who had been abused were arrested almost twice as often, and reported almost twice as many violent offenses. The ideology is that if we prevent these tragedies, we can reduce violent crime.

...programs. The last priority in crime prevention is to invest time and attention in youths who have already begun a serious delinquent ‘career’. All of the programs we’ve considered up to now were designed to keep young people out of trouble in the first place. But it is also critically important to halt the downward slide of youths who are already in trouble. Hence, keeping troubled youth from becoming ‘chronic’ offenders by addressing, early on, whatever got them into trouble in the first place should be crucial part of any serious preventive strategy against crime.
The above is by no means an exhaustive list. The author have focused on these programs because they not only offer encouraging evidence of success but also provide glimpses into the more complicated question of what it is that makes succeed likely. They reveal some themes that can help can help us design programs that work even better—and avoid wasting resources o ones that probably cannot work at all. It is nowadays often said that either we don’t know how to do this or that it would make little difference to the crime create even if we did. But nowhere does the conservative depart more sharply from reality.
In the fifth chapter of Walker’s book, he discusses the idea that we can reduce crime rates if we “unleash” cops and give them more capabilities, deter future crimes through more severe punishments, and that we should lock up more criminals and for longer terms. The author of 14 books on issues of crime, policing, and policies surrounding those issues, Walker holds the title of Emeritus Professor of Criminal Justice at the University of Nebraska at Omaha where he taught for many years, even though he has not taught there since 2005. Before this, in 1973, he acquired a Ph.D. in American History at Ohio State University which is his highest degree to date. Walker has written and done research on numerous subjects involving the criminal justice system and because of this has keen insight into the world of law and policing.
Morris (2000) argues that we should see youth crimes as a social failure, not as an individual level failure. Next, Morris (2000) classifies prisons as failures. Recidivism rates are consistently higher in prisons than in other alternatives (Morris, 2000). The reason for this is that prisons breed crime. A school for crime is created when a person is removed from society and labeled; they become isolated, angry and hopeless (Morris, 2000).

The inappropriate or unnecessary use of incarceration is “expensive, ineffective, and inhumane,” and initiates a “cycle of juvenile reoffending” (Bala et. al, 2009). A study conducted by Mann (2014) exemplifies this cycle of youth reoffending. The youth interviewed demonstrated that despite a stay in sentenced custody, the threat of future punishment was not enough to deter from future offences. Cook and Roesch (2012) demonstrate that youth have developmental limitations that can impair their involvement in the justice system; for example, not understanding their sentencing options properly or their competence to stand trial. Therefore, deterrence as a justification for youth incarceration is ineffective, as incarceration proves to be not a strong enough deterrent. Today, half of state prisoners are serving time for nonviolent crimes. Over half of federal prisoners are serving time for drug crimes. Mass incarceration seems to be extremely expensive and a waste of money. It is believed to be a massive failure. Increased punishments and jailing have been declining in effectiveness for more than thirty years. Violent crime rates fell by more than fifty percent between 1991 and 2013, while property crime declined by forty-six percent, according to FBI statistics. Yet between 1990 and 2009, the prison population in the U.S. more than doubled, jumping from 771,243 to over 1.6 million (Nadia Prupis, 2015). While jailing may have at first had a positive result on the crime rate, it has reached a point of being less and less worth all the effort. Income growth and an aging population each had a greater effect on the decline in national crime rates than jailing. Mass incarceration and tough-on-crime policies have had huge social and money-related consequences--from its eighty billion dollars per-year price tag to its many societal costs, including an increased risk of recidivism due to barbarous conditions in prison and a lack of after-release reintegration opportunities. In today’s society, many people commit crimes and illegal behavior is nothing new. Society knows that there are criminals and they have criminal intentions. The question today is not if people are going to commit crimes, it is finding the most effective method to help those criminals reenter society as productive citizens, and preventing new people from becoming criminals. Department of corrections around the nation have implemented a program that identifies the most effective method. The “what works” movement outlines four general principles that are implemented in the rehabilitation of criminals; and, these principles are risk principle, criminogenic need principle, treatment principle, and fidelity principle.
There are better ways to punish criminals and protect society than mass incarceration. The state and local governments should be tough on crime, but “in ways that emphasize personal responsibility, promote rehabilitation and treatment, and allow for the provision of victim restitution where applicable” (Alec, 2014). The government also succeeds in overseeing punishment but fails to “…take into account the needs of offenders, victims, and their communities.” (Morris, 2002: Pg. 1 and 2). Alternatives to incarceration, such as sentencing circles, victim offender mediation, and family conferences, can successfully hold criminals responsible while allowing them a chance to get “back on their feet”. Introduction: Recidivism or, habitual relapses into crime, has time and time again proven to be an issue among delinquents, which thereby increases the overall juvenile prison population. This issue has become more prevalent than what we realize. Unless a unit for measuring a juvenile’s risk of recidivism is enacted and used to determine a system to promote effective prevention, than the juvenile prison population will continue to increase. Our court system should not only focus on punishing the said juvenile but also enforce a program or policy that will allow for prevention of recidivism. So the question remains, how can recidivism in the juvenile prison population be prevented so that it is no longer the central cause for increased juvenile delinquency? Simply put, we must create a means of measuring juvenile’s level of risk and in turn, form an effective rehabilitation program that will decrease their risk level for future recidivism.
Juvenile crime in the United States is ballooning out of control along with adult crimes, and politicians and law enforcement officials don’t seem to be able to do anything about it. Despite tougher sentencing laws, longer probation terms, and all other efforts of lawmakers, the crime and recidivism rates in our country can’t be reduced. The failure of these recent measures along with new research and studies by county juvenile delinquency programs point to the only real cure to the U.S.’s crime problem: prevention programs. The rising crime rates in the United States are of much worry to most of the U.S.’s citizens, and seems to be gaining a sense of urgency. Crime ranks highest in nationwide polls as Americans’ biggest concern (Daltry 22). For good reason- twice as many people have been victims of crimes in the 1990s as in the 1970s (Betts 36). Four times as many people under the age of eighteen were arrested for homicide with a handgun in 1993 than in 1983 (Schiraldi 11A). These problems don’t have a quick fix solution, or even an answer that everyone can agree on. A study by the Campaign for an Effective Crime Policy has found no deterrent effects of the “Three Strikes and You’re Out” law recently put into effect by politicians (Feinsilber 1A). It has been agreed however that there is not much hope of rehabilitating criminals once started on a life of crime. Criminologist David Kuzmeski sums up this feeling by saying, “If society wants to protect itself from violent criminals, the best way it can do it is lock them up until they are over thirty years of age.... There has always been alarm and despair over escalating juvenile crime. In the 1950s there were reports about the mushrooming problems with youthful gangs in the big cities. In the 1960s we began to hear about a surge of juvenile crime in areas that had been regarded as virtually crime free. In the suburbs as well as the inner cities, youngsters were dropping out of school, using drugs and committing crimes. In the 1970s and 1980s, juvenile court dockets became increasingly jammed with criminal cases. According to the Department of Justice, the percentage increases in arrests from 1985 to 1994 have been greater for juveniles than for adults. During 1994 alone, 2.7 million juveniles were arrested. During the latter part of this century, juvenile courts that customarily provided social services in order to rehabilitate rather than punish lawbreakers were faced with an onslaught of children who were not simply wayward youths, but hardened repeat offenders. The 1980s witnessed an increasingly desperate outcry for courts to take more extreme measures to contain juvenile crime, which is assuming ever more serious forms.
Child abuse is a social problem in America that has many contributed factors. Factors that contribute to child abuse and neglect includes poverty, divorce, substance use, lack of education, stress due to unemployment, mental health issues, teenage parent, and a history of child abuse in the family. It took decades for physicians to conclude that parents have been violently assaulting their children. Child abuse, child labor, juvenile delinquency, and similar social questions historically were ethical and moral problems, not strictly medical ones. (Helfer, Kempe, & Krugman, 1997). In 1962, the Journal of American Medical Association published “The Battered-Child Syndrome.” The article transformed society’s views and dates the rediscovery of child abuse as a social problem. Following this article, the U.S. Children’s Bureau adopted the first laws mandating physicians to report any suspicions of abuse and neglect to the police or child welfare. By 1974, some 60,000 cases were reported. In 1980, the number exceeded one million (Myers J. E., 2004).
Approaches to crime prevention have emerged over time and are demonstrated in different solutions, practices, and policies executed by law enforcement, courts, corrections, family, and community. Some of the dominant approaches to crime prevention currently used by law enforcement, courts, corrections, family, and community are: situational crime prevention, crime prevention through social development, crime prevention through environmental design, community crime prevention, reduction of recidivism, and policing. In this essay, I will compare and contrast the dominant approaches used for crime prevention and analyze which approaches are most effective. I will identify and apply at least four approaches used in law enforcement, legislation, courts, corrections, family, and community within the crime prevention programs.
“Domestic violence is a violent confrontation between family or household members involving physical harm, sexual assault, or fear of physical harm” (Stewart & Croudep, 1998-2012). In most places, domestic violence is looked at as one of the higher priorities when trying to stop crime. Domestic violence cases are thought to be influenced by the use of alcohol, drugs, stress or anger, but in reality, they are just learned behaviors by the batterer. These habits can be stopped as long as one seeks help (Stewart & Croudep, 1998-2012). For instance, a child is brought up in a household that is constantly involved in criminal acts.
Juvenile delinquency is one of the major social issues in the United States today. Juvenile delinquency, also known as juvenile offending, is when “a violation of the law committed by a juvenile and not punishable by death or life imprisonment” (Merriam-webster.com). Although we have one justice system in America, the juvenile system differs from the adult juvenile system. Most juvenile delinquents range from as low as the age of seven to the age of seventeen. Once the delinquent or anyone turns the age of eighteen, they are considered an adult. Therefore, they are tried as an adult, in the justice system. There are many different reasons why a child would commit crime, such as mental and physical factors, home conditions, neighborhood environment and school conditions. In addition, there are a variety of effects that juvenile justice systems can either bad effects or good effects. Finally there are many different solutions that can reduce juvenile delinquency. As a result, juvenile delinquency is a major issue and the likeliness of it can be reduced. In order to reduce juvenile delinquency there has to be an understanding of the causes and the effects.
