As the twenty-first century progresses, it has become increasingly apparent just how many challenges the world faces. Prominent among these concerns are environmental issues, in particular, ozone depletion and climate change. While the international community has been exceptionally successful in its struggle to reduce the production and consumption of chlorofluorocarbons (CFCs), the organic compounds that contribute to the ozone issue, its efforts to tackle climate change have yielded considerably fewer advancements. A number of factors that helped the proceedings of the ozone regime, or campaign, are not applicable to the climate change regime. The issue of limiting CFCs was much less politically and economically charged than that of reducing greenhouse gases (GHGs), which cause the greenhouse effect and the consequent warming of the planet. Climate change has been referred to as the ultimate “tragedy of the commons”, an important metaphor in economics that helps explain why this subject is still at the centre of much heated debate and has yet to be resolved in a manner similar to that of the ozone problem. Before analyzing why climate change is possibly the best example of a “tragedy of the commons” situation, it is necessary to begin with an explanation of this concept. In a “tragedy of the commons” circumstance there is a shared resource. This resource is limited, posing a problem to each of those included in the collective ownership as each individual is concerned with furthering their own interests. This interest is primarily to get as much out of the resource as possible. If each member of the group is to act in this self-benefiting manner, the resource will be exhausted to the point where it is no longer sustainable. Alt... ... middle of paper ... ... profit. Increasing government accountability begins at the grassroots level, when the public becomes convinced of the severity of the issue, and the importance of finding solutions. Change happens neither quickly nor smoothly, but fear of a rocky road can no longer prohibit the implementation of any action at all. With no one choosing short-term sacrifice for long-term benefit, the resource will eventually no longer be able to support us. Since the resource, or “commons”, at stake effects the entire planet, the entire population must work as a team to make decisions. There must be high stakes involved for uncooperative states that go against the wishes and, consequently the best interests, of the international community. Collaboration on a global level hinges on convincing world leaders to take the threat seriously and to equally distribute the burdens of change.
A large issue we have that effects multiple different areas of our communities, are tragedy of the commons, which are actions that are rational but lead to irrational outcome. Government needs to take responsilbities to enforce rules for commons so they can diminish tragedy of the commons. Dams are a tragedy of the commons that only recently were come to the realisation of its more negatives effect they have on our world. Dams used to be seen as only positive, for their productful factors such as hydroelectricity and water supply. Stratospheric ozone absorbs 97-99% of ultraviolet radiation. As this protective layer continues to dissentigrate, human health will suffer. One American dies every hour from skin cancer, a direct result of ozone depletion by anthropogenic chemicals, primarily CFCs, which damage the ozone layer. Alternate chemicals are now being used in the place of CFCs that will not damage statospheric ozone, and there is international recognition of the importance of developing these chemicals. The Montreal Protocol is an international treaty which limits the production of ozone depleting substances. Still, human health is at risk from the deletion of ozone, and the risk factor will continue to rise unless people and industries become more aware of the implications connected with everyday use of chemicals which destroy stratospheric ozone.
In “Anarchy is What States Make of It” Alexander Wendt describes two opposing state systems—competitive and cooperative. In competition, “states identify negatively with each other’s security so that ego’s gain is seen as alter’s loss.” In cooperation, “the security of each [state] is perceived as the responsibility of all.” Currently, there are problems such as the spread of nuclear weapons, terrorism, poverty in developing countries, international financial instability, and climate change that confront the entire global community. Ideally states could cooperate in order to solve all of these dilemmas in the next twenty years. Realistically, they will only solve problems with specific and easily stated solutions. Cooperation tends to trip over every possible stumbling block, and simple solutions are necessary in order to clearly define a problem, evaluate the costs and benefits, and allow states to reach a consensus. Simplicity may require fewer actors; some problems would be better off solved within a state or bilaterally.
For these reasons, global warming stands as one of the most daunting policy issues facing our world today. This is compounded by the debate over the very existence of climate change. While countless sources of empirical evidence testify to the very real presence of climate change the world over, considerable denial of the phenomenon still exists. The argument has been made that evidence about climate change is a gross overstatement, or in some cases, a complete fabrication. Despite the evidence to the contrary, many interest groups with considerable political clout have successfully perpetuated the argument that documented changes in the environment are a product of natural cyclical changes in climate, and are not associated with human activities. However, even the acceptance of this particular brand of reality is no grounds for the disregard of environmental consciousness. Air pollution and greenhouse gases are the reason for the planet as it is today; the reason why we see campaigns flooding the media informing us to ‘switch off’, ‘save the planet’ and ‘turn down the heat’ and the reason why the government is trying to develop a successful scheme, such as the carbon tax scheme, to reduce air pollution caused by major industries. Air pollution and greenhouse gases are the two immediate causes of global warming and climate change. Air pollution occurs when chemicals or particulate matter enter the atmosphere. They can cause damage to living organisms on the planet, as well as destruction to the natural and synthetic environment (Energy Environment.net 2008). Greenhouse gases are gases in the atmosphere that absorb infrared radiation emitted from the earth. They trap infrared radiation in the form of heat, and hence contribute to global warming. Anthropogenic greenhouse gases are a direct result of air pollution. They are the physical gases emitted that cause air pollution. Naturally occurring greenhouse gases also have an influence on the earth’s atmosphere, though it is not as conspicuous as anthropogenic causes. Together, air pollution and greenhouse gases are intensifying climate change and global warming on a world-wide basis.

Today's world is full of problems present on an international scale. Yet, differences amongst states compel them to eschew cooperation. The division between the global North and South is the greatest challenge to global governance. The contrast in economic welfare, political stability, and culture among states creates many dilemmas for the international community. The economic differences between highly developed economies and the rest of the world deters cooperation.
“The Tragedy of the Commons” is probably one of the most recognizable phrases in the environmental and political fields. First coined by the great professor, Garret Hardin, in one of the most prestigious scientific journals, Science, it states that any resource that is readily available for human use and consumption will eventually degrade to the point where it cannot be used anymore. The commons, not specifically defined by Hardin, are believed to be anything free and accessible to any and all humans. An example of a commons would be the ocean. No country or person can claim ownership of the oceanic waters, so it is considered to be a common resource available for use to all.
There needs to be a reduction if not extinction with the increasing amounts of carbon dioxide, methane, chlorofluorocarbons (CFCs), hydrofluorocarbons (HFCs), per-fluorocarbons (PFCs) and nitrous oxide into the atmosphere because it is directly affecting global warming. The combustion of fossil fuels and greenhouse emissions mainly contribute to the increase of these gases. The longer we go without solving this global problem the more conflicts we will have in the future. Although global warming does make the earth warmer there is more to worry about than heating to death. Major concerns revolve around effects on agriculture, water resources, ocean level and coastal regions, and disease. Many scientists and experimenters still disagree with global warming using excuses such as ‘primitive’ climate models, which predict global warming trends, can not accurately simulate the Earth; it is too difficult because there are thousands of variables to consider. With the issue of global warming alternative sources of energy are looked for. “Data indicates that hydrogen is [the] only suitable future fuel.” (Williams, 102). Many scientists agree, but how long will it take for us to get there?
According to the Commission on Global Governance (1995), global governance refers to “the sum of the many ways individuals and institutions, public and private, manage their common affairs. It is the continuing process through which conflict or diverse interests may be accommodated and cooperative action may be taken”. Some main actors involved in the process of global governance include states, international organizations (IOs), regional organizations (ROs) and non-governmental organizations (NGOs). Global governance implements in various issue areas including security, economic deelopment, environmental protection and so on. Different states and organizations have different or even conflicting interests. Yet as globalisation continues and the world becomes more inter-connected than ever before, global governance or cooperation among different actors is increasingly taking a more significant role in the international stage. Some critics view global governance quite negatively as they believe that the current system lacks efficiency and effectiveness. In this paper, however, I shall argue that global governance is carried out more effectively in maintenance of world security and promotion of economic development while less effectively in environmental protection and preservation. Thus, despite limitations of the existing mechanism, global governance is still largely a postive development in world affairs.
