During the Revolutionary War, the Americans fought over half the war without a federal government. That was recognized, and some of the problems were fixed by 1777 with the Articles of Confederation. Because there was no federal government, the Continental Congress had to take on an enormous amount of responsibilities. They had to create the Continental Army, print money, manage trade and most of all they had to analyze and deal with the national debt. The Continental Congress were completing these tasks and did not have approval from the People or some other power. There were also large states and the small ones, and there was also a proposal for two plans at the convention. Madison, a Princeton graduate, came to the convention and proposed what was called the Virginia Plan. His Virginia Plan wanted to get rid of the Articles of the Confederation, implement a congress with two houses, wanted to establish federal judiciary, wanted congress to elect the first president, and wanted congress to have veto power on the creation of a centralized government. The smaller states objected the Virginia plan and proposed the New Jersey plan which wants the Articles of Confederation to be revised, each equal state representation in the two housing with different rules. The Virginia Plan won out over New Jersey Plan. Roger Sermon after the convention was deadlocked stepped up and informed them that they should grant that each state should have equal representation equal to the population which was called the great compromise. The big problem with that was how were they going to count the voters, do we count women, men, taxpayers, slaves; there was a big decision that still had to be made. Then there were the slave states and the Free states which the Atlantic slave trade was still going on in high demand. The word was spoken about antislavery in the North and their labor supply was threatened. The Southerner 's population wanted the slaves to be included in their count.
