- The basic agencies that is involved and a partner of the Dept. of Health (DOH) in the pursuit for optimum health, or assuring public health are PHILHEALTH and Social Security System (SSS). PHILHEALTH as we all know is an agency which role is to create a health insurance for every government personnel, and even to those who are not. With an amount being paid by an individual monthly or annually depending on the agreement of both parties, which in return will assume them of their health expenditures in the future.
In 1900, Senator Albert Beveridge, a Republican from Indiana, gave a speech in response to “The Philippine Question”. Beveridge was asked by senators and members of the House of Representatives to give a speech on the Philippines. At this time, the United States was in discussion of what the future steps would be after the Spanish-American War, which resulted in a win and subsequent acquisition of the Philippines. Senator Beveridge responded to the idea that the United States should stay in the Philippines for its available resources for the United States, its impact it gives the United States in the Pacific Ocean, and the destiny the United States has in spreading democracy. Prior to the annexation of the Philippines, America had major conflict with Spain in order to free Cuba from their brutal tactics for dominance. Tension continued to rise, until President Mckinley decided to take action and go to war against Spanish forces to enable a more stable government as well as provide protection for the citizens of Cuba. After months of fighting, the Spanish admitted defeat and began discussing peace terms of the Treaty of Paris. In this treaty Cuba was guaranteed independence, also the Spanish were forced to give up Guam and Puerto Rico. They Spanish also complied to selling the Philippines to the U.S for 20 million. However, the Filipinos wanted independence, not just a change in who governed them, this desire led many Philippine citizens to break out, beginning the Philippine- American war, which lasted three years, and caused the death of over two hundred thousand American and Filipino citizens.

A democratic government gives power to the people. Citizens over the age of eighteen are allowed to elect leaders based on their individual opinions through voting rights. The government must acknowledge the interests brought about by citizens in general especially in the health care realm. Proper planning and ultimate goals set to achieve high quality care will require strong partnerships among federal, state, and local governments solely. A combination of all sectors of the government is what American needs to succeed.

By applying the fiscal policy which adjusts spending and tax rates or monetary policy which manage the money supply and control the use of credit, it can slow down or speed up the economy's rate of growth in the process, affecting the level of prices and employment to increase or decrease.
The five principles of HP include building healthy public policy, creating supportive environments, strengthening community action, developing personal skills, and reorienting health services (McMurray & Clendon 2015). The first principle aims to incorporate health into all public policy decisions beyond the health system so that living and working conditions become conducive to health and equity (Germov, Freij & Richmond 2015). According to McMurray & Clendon (2015), multi-sectoral collaboration is required among different sectors, such as education, industry and social welfare, with the reciprocally influential policies that guide the community health. The second principle emphasises the socio-ecological approach to health that promotes sustainable environment and broader social support systems that encourage a safe and satisfying life (Germov, Freij & Richmond 2015; McMurray & Clendon 2015). This principle requires to acknowledge the significance of conserving the physical or social resources that allow people to maintain health (McMurray & Clendon 2015). The Philippines has long been a country with a struggling economy. Ever since World War II, they have struggled to have a steady government and labor system. Independence did not bring any social changes to the country. The hacienda system still persists in the country, where large estates are farmed by sharecroppers. More the half the population are peasants and 20 percent of the population owns 60 percent of the land. Although the sharecropper is supposed to receive half of the harvest, most of the peasant's actual income goes to paying off debts to the landowner. Poverty and conflict strained the industrial growth of the country with many Presidents trying to fix the problems, but failing to do so. Factors that have faced the country are there is almost 9 percent unemployment, and the country suffers from the consequences of a balance of trade deficit. With the resources that the Philippines have, they are capable of pulling themselves out of the economical hole they are in and being up to par with their successful neighboring countries.
