There have been many changes made to the Australian Public Service since Federation and the most dramatic changes were made towards the end of the twentieth century. In the follow paper I discuss briefly the role of the public service in Australia and the part they have to play in public policy, particularly with respect to providing quality advice to government. I examine some of the most significant changes which were introduced into to the public service including the significant changes made to the employment arrangements of the department secretaries. I examine the reasons why the changes were made and the perceived benefits which have been obtained. Althaus, Bridgman and Davis describe the Australian policy cycle as a circle of functions beginning with 'identifying an issue ' through 'policy analysis ', 'policy instruments ', 'consultation ', 'coordination ', 'decision ', 'implementation ' and 'evaluation ' feeding back in to 'identifying an issue ' again (Althaus et al 2013: 37-40). Of all the parts of the policy cycle the APS are least involved with the decision making phase and most involved in the consultation and implementation phases (Althaus et al 2013: 16). In particular it is the role of the head of each of the public service departments to provide advice to the government (the consultation phase) and be responsible for the execution of public policy (the implementation phase). These responsibilities are spelled out in the legislation which governs the APS. An earlier version of the legislation, the Public Service Act 1992 stated it thus: “The Secretary of a Department shall… be responsible for its general working… and shall advise the Minister in all matters relating to the Department ' (Weller and Wanna 1997: 14). The current version of legislation, the Public Service Act 1999, describes the role of a Department Secretary as: “(a) principle official policy advisor to the Agency Minister; (b) manager, ensuring delivery of programs… (c) leader...” (Public Service Act 1999, Part 7 Section 57

The decision for Australia to adopt the Federal system was on the principle of which the State’s governments wanted to keep their power. For this reason there was the separation of powers between the newly formed Commonwealth government and the existing State governments. At a constitutional level, there are rulings in which the powers are separated, these rulings due to disputes have slightly changed since 1901. These changes all fell towards the one government, the Commonwealth (Federal) government. However this was not just a landslide event, the Constitution of Australia set up this imbalance of powers between the Commonwealth and State governments. We will explore this further in the points discussed later in this essay.
As well I will outline reasons why the Australian federal system of government is in its current state and what action can be taken to change it.
The Australian Legal System has a rich and detailed history dating from 1066. Law is made in Parliament. We have four sources of law and three courts with different jurisdictions that interpret the law when giving out justice. Important doctrines act as the corner-stones of our legal system. There is a procedure in the courts for making appeals. Separation of powers exists between officials in the courts, the parliament and the Executive. Everyone in Australia is treated equally under the Rule of Law, no matter their office or status. The Law is always changing as society changes, but it can never be perfect and cannot please everyone.
Modern Bureaucracy in the United States serves to administer, gather information, conduct investigations, regulate, and license. Once set up, a bureaucracy is inherently conservative. The reason the bureaucracy was initiated may not continue to exist as a need in the future. The need or reason may change with a change in the times and the culture needs. A bureaucracy tends to make decisions that protect it and further it’s own existence, possibly apart from the wishes of the populace. It may not consistently reflect what might be optimal in terms of the needs and wants of the people. Local governments employ most of the United States civil servants. The 14 cabinet departments in the U.S. are run day-to-day by career civil servants, which have a great deal of discretionary authority.
In the contrary, governments have the responsibility of ensuring all the citizens access quality health care, more so in public health facilities (Duckett, 2008). Despite the various forms taken by health care systems in the world, they seem to have common goals. These goals include the good health of their populations, equity and equality in health care funding among others. To achieve these goals, the functions to be executed include the generation of more resources, delivery of health services, and good leadership/management. This paper explores the Australian health care system, particularly its challenges, strengths, weaknesses, and the proposed reforms.

The principle of the separation of powers is that, in order to prevent oppressive government, the three powers of government should be held by separate bodies—the Legislature, Executive and Judiciary—which can act as checks and balances on each other. (Locke, 1690) Australia’s system of separation of powers (SOP) is a hybrid of the UK Westminster system of government and the American federal and constitutional features of government. This system of government was chosen because they provide essential philosophical and theoretical bases for which separation is essential and although this system incorporates the best aspects of the UK and US systems, many crossovers have been incorporated as a result. Consequently this shows vulnerability in the Australian federal and state system exposing it to exploitation, and mistreatment.
Public Administration involves the development, implementation and management of policies for the attainment of set goals and objectives that will be to the benefit of the general public. Since Public Administration involves taking decisions that affect the use of public resources there is often the question of how to utilize public resources for maximum public good. The National Association of Public Administration has identified four pillars of public administration: economy, efficiency, effectiveness and social equity. Furthermore, it is important to state that public administration has grown from its traditional role of merely implementing policies adopted by the “political” branches of government to playing very significant role in the formation of public policies. This is definitely more evident in regards to professional expertise bureaucratic officials provide during problem identification, agenda setting, policy formulation, and evaluation that shape the content of public policy today. Public Managers have to participate in the policy making process. Previously, according to scholars, “policy process” was considered “decision making” (Wu, Ramesh, Howlett, & Fritzen, 2010). Under such pretense, public managers considered their role merely with policy implementation. However the recent theories that define public policy, have demarcated public policy as an activity that involves a broad range of activities ranging from defining problems, ensuring the defined problems to make it to agenda, developing alternative solutions of addressing these issues, implementing the results and evaluating the outcomes.
Despite these criticisms, the reforms in public administration have had a widespread impact across this country and around the world. The principles underlying these reforms have enhanced government performance and accountability, public administration has employed various strategies to streamline management and enhance pubic service. It is important to keep in mind that while there may be significant improvement in productivity as a result of technological advances or reform, the most meaningful long-term gains will come about as a result of attention to the humans side of the organization. Successful public administration demands a successful balance between the concerns of the technical side of the agency and paying attention to people.
As citizens of the United States, and as people living under a democracy, the government has certain responsibilities to us. We are guaranteed union, justice, tranquility, defense, welfare, and liberty. These rights are all very important to the well being of our country and the states that exist in it. I feel that there are three that are a little more important than the others.
