A faction is a group with a special purpose, emphasis or interest in something. Examples of some types of faction are the Catholic Church, McDonalds Corporation or the National Rifle Association. It could also be used for political groups, including those who use violence or terror as a method of political action. It can also mean a group within a group that has specific interests. Faction can also refer to dissension from the norm and be relate to inter-party strife within political or social groupings. Given the nature of man, factions are inevitable. As long as men hold different opinions, have different amounts of wealth, and own different amount of property, they will continue to fraternize with people who are most similar to them. Both serious and trivial reasons account for the formation of factions but the most important source of faction is the unequal distribution of property. Men of greater ability and talent tend to possess more property than those of lesser ability, and since the first object of government is to protect and encourage ability, it follows that the rights of property owners must be protected. Property is divided unequally, and, in addition, there are many different kinds of property; men have different interests depending upon the kind of property they own. For example, the interests of landowners differ from those who own businesses. Government must not only protect the conflicting interests of property owners, it must, at the same time, successfully regulate the conflicts that result from those who own, and those who do not own, property.
The Federalist Paper number ten was an essay written by James Madison to support the ratification of the U.S Constitution. Its content deals with factions and how the effects of factions can be minimized. There were two options given; to do away with liberty, or create a society with the same opinion. To eliminate liberty was out of the question. That left the second option, giving every individual the same opinion, which is unrealistic. In the United States political scientist and other scholars have placed third parties into four specific categories with various political functions. First, third parties are sometimes created to address sectional issues. Meaning a geographical area has a political or social issue or issues that are not being satisfied by the two major parties. Sectional Parties are often created and used to express the rights of particular states in America. One of the best examples of a sectional party was the Dixiecrat party of the south. The party was formed in southern states over the issue of Civil Rights and integration in the Unites States. Secondly, historically third parties have been formed to address single issues. In the United States these issues have included things such as slavery, prohibition, agricultural concerns, and other social issues. The Republican Party was originally a single issue third party. The issue the Republican Party was formed around was the expansion of slavery into newly created states and territories. Political parties are linkage institutions between the government and the public. They hold the government responsible for its actions. Minor parties develop ideas that the major parties adopt. In the United States, state governments largely control legal definitions of parties. Parties are organizations that sponsor candidates for political office under the party’s name in an effort to control and shape the outcome of government. Political parties focus on a platform and are accountable to the public and to the laws. They were not addressed in the Constitution but emerges as one way for citizens to mobilize for political action.
The term caucus means a meeting of a specific partys leaders or supporters to select their candidates for certain movements. A specific group in congress would be the right wing group consisting of approximately 36 members that calls themselves "House Freedom Caucus". This groups goal is to move power away from leadership and make it easier for bills to be passed. The party conference is an annual conference that holds the highest decision making power. At each of these conferences they would elect or nominate the party's leaders and bodys of leadership, decide their party's policys, and set the platform agendas.

In Federalist Paper No. 10, Madison writes that “a well-constructed Union” has one especially important task to accomplish. This task is the ability to “break and control the violence of faction.” Through use of the word faction, Madison means, “a number of citizens, whether amounting to a majority or minority of the whole, who are united and actuated by some common impulse of passion, or of interest, adverse to the rights of other citizens, or to the permanent and aggregate interests of the community” (Madison p. 1).
