Veterans preference is a set of complex rules that the federal government put into place for those who are disabled, served in the military amid certain predetermined time periods or in campaigns have preference over others for federal positions in the work force. This has lead to others to believe that the hiring process for federal jobs is unfair and some believe that veterans are receiving too much preference. Veterans had a hard time finding employment after the war. Employers considered a veteran’s service in the Vietnam War as evidence of drug addiction, and refused to hire them. The rejections only made the soldier’s struggles adjusting back to normal life even harder and encouraged their drinking and drug use. These harmful habits were their way of coping with the hate and rejection from society while still helping them forget their experiences in Vietnam. Veterans from the Vietnam War were the victims of an unprepared government.
The Department of Veteran Affairs (DVA) is a public organization that is government provided. The organization funding is produce through taxes. The executive branch of the agency is located in Washington DC and is headed by Secretary of Veteran Affairs. There are Veteran Affairs Offices located in all 50 states, including American Samoa, District of Columbia, Guam, North Marianas Islands, Puerto Rico, and Virgin Islands. It ranks number two in the United States federal department with over 200,000 employees.
I can only stress the importance of this topic so much. I can keep going on about how important it is to do something, but that won’t get us the change we need. We need society, the government, and especially the Department of Veteran affairs to work together. This will be an issue that will be going and going for years to come. But I do believe that there is something that can be done to improve this issue.

The Servicemen’s Readjustment Act of 1944, also known as the GI Bill of Rights (GI Bill), was signed into law on June 22, 1944, by President Franklin D. Roosevelt (United States Department of Veterans Affairs, 2012). It was a pivotal point in history, which has impacted the United States socially, economically and politically. Today, educational benefits are primary tools used to recruit service members. In 2007-2008, about 4 percent of all undergraduates and about 4 percent of all graduate students were veterans or military service members (Radford, 2011). Furthermore, the recent expansions in benefits increase the use of education benefits by veterans will grow almost 5 percent (Simon, Negrusa, & Warner, 2009). To improve the success in higher education, veterans must ensure they keep updated on current educational assistance programs as well as other educational services provided by the Department of Veterans Affairs (VA) and their institutions.

Envision a man that sat on a grimy concrete block, as nightfall began to crystallize before his eyes. His hair, charcoal-grey, was matted and straggly, as if he had ever known the pleasure of a hot shower or comb except when he was in the war. His once shimmering brown eyes were know hollow and cold. His eyes, that were once filled with the upmost blissfulness, now sagged like the bulky bags underneath his eyes, consumed by the loneliness and despair he felt for himself, for his lack of purpose in life. This man did not bare a smile, only crinkles where one used to be. He wore his only faded blue jacket with a tan shirt tucked underneath it. He wore cruddy worn out jeans that barely seized his thin waist and boney legs. His only pair of shoes that were once white, we're now grungy. His finger nails were bitten and dirty. This man, like many other homeless veterans, struggle everyday of their lives.
They are either given five or ten points. To receive 5 points the Veteran must have served during a time of war. To receive ten points the veteran must have what is called a service-connected disability or a Purple Heart. A service connected disability is when you have a injury or illness that came about during his or her time in service. Furthermore, what this preference system does is when you apply for a Government job the Veterans and civilian’s applications go into a system, a virtual stack of resumes if you will. The applicants with these preference points get put to the top of the list. Moreover, the applicants with ten point preference again goes to the top of five point preferrences and the civilians with zero preference. Though, even with these preferences you are not guaranteed a job. I personally applied to dozens of Government positions without even as much of a call back or thanks for applying. Soldiers are required to fill out excessive paperwork just to receive care. “Veterans and soldiers were required to file twenty-two documents to eight different departments in order to receive care” (“Point: Veterans Struggle To Receive Benefits”). It has become a very long and difficult process for our veterans to receive medical attention after returning home.

Are veterans being taken care of medically, mentally, and financially? According to Steve Buyer, a member of the House of Representatives from Indiana's fourth district, "Because all of us believe and understand in the fabric of the common bond of why we call ourselves American is to care for the men and women who wear the uniform; and when they take off the uniform, we care for them when they are veterans." After men or women finish their time serving our country and take off their uniform, they still hold the title of Veteran. They are the brave ones who fought and served for America. The care for the veterans of America is a crucial part of giving back to those who risked their lives for our country.

One of the most serious problems facing all veterans today is the lack of proper healthcare. Soldiers, sailors and airmen are leaving active duty without having proper healthcare to cover their physical or mental injuries. The department responsible for veteran’s healthcare is the Department of Veterans Affairs. (VA) According to The department of Veterans Affairs website, “The United States Department of Veterans Affairs (VA) is a government-run military veteran benefit system with Cabinet-level status. It is responsible for administering programs of veterans’ benefits for veterans, their families, and survivors. The benefits provided include disability compensation, pension, education, home loans, life insurance, vocational rehabilitation, survivors’ benefits, medical benefits and burial benefits. It is administered by the United States Secretary of Veterans Affairs.” The VA, who was formerly called the Veterans Administration, was established 21 July 1930, to consolidate and coordinate government activities affecting war veterans. The VA encompassed the functions of the former U.S. Veterans' Bureau, the Bureau of Pensions of the Interior Department and the National Home for Disabled Volunteer Soldiers. In 1636 the “Pilgrims passed a law which stated that disabled soliders would be supported by the colony.” (VA History) This paved the way for veterans’ benefits and healthcare. It wasn’t until 1811 that the federal government authorized the first medical and domiciliary facilities along with benefits and pensions for the veterans and their families. When the United States entered World War 1 in 1917, Congress created a new system for veterans’ benefits such as disability compensation, insurance, vocational rehabilitation. These benefits were directed by three different agencies in the Federal Government, these branches were the Veterans Bureau, the Bureau of Pensions of the Interior Department, and the National Home for Disabled Volunteer Soldiers.
