Question 4: In a region as relatively prosperous as Western Europe, it can be difficult to deem one nation more successful than another. Collectively, Western Europe probably enjoys a higher level of well-being than any other region. However, upon closely examining the details of the political systems of Western European countries, it is evident that are benefits and drawbacks to every system. First off is Great Britain, an isolated nation known for developing a distinct system of government separate from that of the rest of continental Europe. The humble beginnings of Parliament blossomed into an important part of the British political process. Politically active and well-educated members of the common class formed the House of Commons Bureaucracy is a beloved part of French society and while many French complain about it, it would be difficult for them to continue on without it. This affection for bureaucracy is proven by France’s political system: the semi-presidential model. While this model can be effective at allowing two popular parties to share political power, it can also lead to cohabitation and deadlock. While two parties can run the government together harmoniously, this is rare and hard to do. It would be more effective to separate the executive and legislative branches completely instead of running the risk of forcing the French government into cohabitation (Roskin, While Great Britain’s political system is especially conducive to success, Germany’s goes a step further by not only preventing deadlock, but also allowing a large number of parties to be represented in government. Having a large number of parties prevents the ineffective form of political compromise present in the United States from dampening political optimism. Most Germans are able to vote for what they believe in instead of voting against what they don’t want. Proportional representation is the most shining accomplishment of the German political system (Roskin, 2015, p. 176). This greatly impacts people’s opinions of the government. The three different kinds of political cultures are Moral, Individualistic, and Traditional (Mitchell, Unit 3). A moral outlook on government focuses on the collective’s needs and desires. Government is seen as a positive force. The Individualistic approach views that government should only be where it is explicitly needed and values the role of the individual. The Traditional approach focuses on the government preserving the status quo. For Proportional representation (Mitchell, Unit 4) the seats of the legislative body are determined when, while casting votes, people select the party that they most identify with and the proportion of votes each party receives determines the number of seats that each parties obtains in the legislative body. Germany uses a proportional representation system in the lower house of their legislature (Carroll et al.). In Single Member District Plurality (Mitchell, Unit 4), a nation is divided into districts with the representative of the district determined by the person with the plurality of votes. The European Union (EU) is fundamentally democratic and is evident through its institutions, however, the current democratic electoral structure is of great concern. The EU is a new type of political system, often referred to as a sui generis, implying its uniqueness as there exists and a non comparable political body. The EU can neither regarded as a ‘state’ nor as an ‘international institution’ as it combines supranational as well as intergovernmental characteristics (Hix, 1999, p7). In this regard it has developed its own understandings of what democracy is. It is evident that the development of and spread of democracy is a central concept and foundation to all politics within the EU, and remains focuses on makings its governing institutions “more transparent and democracy”. The recent Eurozone crisis, it’s associated anti-crisis measures and the recent enlargement of EU have however re-invigorated debate about the EUs democratic legitimacy. At the heart of the debate are discussions not about whether the EU is an all-encompassing democratic institution but rather what are ‘democratic deficits’ or the democratic shortcomings that exist within this powerful economic and political union. Underpinning these divisions as Schmitter argues, are different understandings of what democracy is in the modern context and more specifically in the unique context of the EU. This essay will argue that the EU presents a unique type of political system that is fundamentally democratic, however, there are democratic shortcomings within its procedural and institutional structure.
The impracticality of the policy of proportional representation (PR), was one particular internal weakness of the Weimar government which led to its eventual loss of support among the people. The policy was put in place in an attempt to pursue democracy to its utmost, by granting seats to every party in proportion to the percentage of popular vote received. Ideally, this would allow for more interests to be represented, and that no individual could ever gain complete power. Ironically, its theoretical strength was also its Achilles' heel. The implementation of the PR led to the proliferation of small parties, which were oftentimes regional, narrow, or one-issue political parties. Every country differs in their preference of political system to govern their countries. For democratic countries, two possible choices of governing are the presidential system and the parliamentary system. Since both the presidential and the parliamentary systems have their own strengths and weaknesses, many scholars have examined these two forms of government, and debate on which political system is more successful in governance. In this paper, I will first provide a detailed analysis of both the parliamentary and the presidential system. I will also evaluate each system’s strengths and weaknesses, addressing any differences as well as any commonalities. Finally, I will conclude by using historical examples to analyze and support the presidential system, which would be a more desirable system for a democratic government.
The enlargement of the European Union (EU) in 2004 and 2007 has been termed as the largest single expansion of the EU with a total of 12 new member states – bringing the number of members to 27 – and more than 77 million citizens joining the Commission (Murphy 2006, Neueder 2003, Ross 2011). A majority of the new member states in this enlargement are from the eastern part of the continent and were countries that had just emerged from communist economies (EC 2009, Ross 2011), although overall, the enlargement also saw new member states from very different economic, social and political compared to that of the old member states (EC 2009, Ross 2011). This enlargement was also a historical significance in European history, for it saw the reunification of Europe since the Cold War in a world of increasing globalization (EC 2009, Mulle et al. 2013, Ross 2011). For that, overall, this enlargement is considered by many to have been a great success for the EU and its citizens but it is not without its problems and challenges (EC 2009, Mulle et al. 2013, Ross 2011). This essay will thus examine the impact of the 2004/2007 enlargements from two perspectives: firstly, the impact of the enlargements on the EU as a whole, and thereafter, how the enlargements have affected the new member states that were acceded during the 2004/2007 periods. Included in the essay will be the extent of their integration into the EU and how being a part of the Commission has contributed to their development as nation states.
