Multimedia Super Corridor (MSC) Malaysia is the Malaysian ICT initiative designed to attract world-class technology companies and also leads the local ICT industry. It is also fully supported by the Government of Malaysia. In addition, MSC Malaysia has also led the transformation of the country into the K-economy over the past decade. MSC has developed into a dynamic ICT hub and thriving, hosting more than 900 multinationals, foreign-owned and Malaysian companies that started in 1996. The companies have been cultivated for more focus on multimedia and communications products, solutions, services and research and development. MSC Malaysia's vision is to transform Malaysia into a country-driven knowledge-based society by the new economy. With this commitment, MSC Malaysia is committed and determined to lead this transformation through ICT via the development of socioeconomic development. The MSC flagship applications were launched to boost the MSC Malaysia initiatives and to create a multimedia hub for innovative producers and users of multimedia technology. There are seven MSC flagship applications; electronic government, smart card, smart school, telemedicine, borderless marketing centres, World Wide manufacturing webs, research and development centres. E-Government E-government is the short form of electronic government. E-government also known as digital government or government transformation. In other words, the words of e-government is used to describe the use of technology in the ease of operation of the government. Final application is Lifetime Health Plan the most complex and most comprehensive of the four applications. It's sure to focus and continuous patient care depends on lifelong health record. It also helps to integrate the information in lifelong health records to develop a personal health plan for life for every individual who requires the cooperation and acceptance of many consumers.
There are a variety of health settings that provide patient health services. With the use of health services there has to be some type of health information exchange or system that will enable users to exchange data. Today there are networks that do this. Some of these networks are Community health information network (CHIN), Regional health information network (RHINO), National Health Information Network (NHIN) and Health Information technology for economic and clinical health act (HITECH Act). The purpose of this paper is to identify these networks, discuss the relationship among each other and lastly, explain their relationship to formation of a patient-centered management system and electronic health records (EHRs).

People were not ready to accept it due to higher cost and consumption of time associated in training people and adopting new technology. Telemedicine is the use of technology such as email, mobile devices, and computers to communicate health information (Mayoclinic.com, 2014). Telemedicine has enabled the use of communication technologies by healthcare professionals for the evaluation, diagnose, and the treatment of patients in rural areas (GlobalMed.com, 2014). Telemedicine is used in a variety of health care services like primary care, patients monitoring, health information sharing, health education (America Telemedicine Association, 2013). These services are delivered using various mechanisms such as video conferencing, personal health apps, e-visits (Mayoclinic.com, 2014). These technologies have been proven to increase access, to be cost efficient, to improve quality, and intensify patients’ satisfaction according to the America Telemedicine Association.
Telemedicine is a new comer to the field of medicine and it is the treatment of patients by means of telecommunications technology. Telemedicine is carried out in a variety of ways whether it is by smart phone, wireless tools or other forms of telecommunications. Examples of telemedicine include: 1) transmission of medical images 2) care services at the home of the patient 3) Diagnosis at distance 4) education and training of patients. The diversity of practices in what is known as telemedicine raises many questions and one of those questions, which is extremely important, relate to the safety of the practice and the risks involved.
