The Media and Foreign Policy
In the book, The Media and Foreign Policy, Simon Serfaty, Executive Director of the Johns Hopkins Foreign Policy Institute in Washington, D. C., and research professor of American foreign policy at the Paul H. Nitze School of Advanced international Studies, shares his own and fellow authors collected essays on the media's effect on foreign policy and foreign policy decision making of the United States, if there is any. Serfaty has edited several books on foreign relations and foreign policies as well as authored many of his books and essays. His work has been primarily focused on foreign policy and foreign relations since the onset and ending of the "Cold War". In The Media and Foreign Policy, Serfaty brings together a collection of essays that defend the media's current and past role of reporting the United States' foreign policy decisions and relations.
Serfaty carefully choreographs The Media and Foreign Policy, in a way that gives the media an appearance of the boy next door. Serfaty also sequences the articles in such a way that seemingly all aspects of United States' foreign policy and foreign relations are covered in one way or another. The majority of these authors are media personalities, in some way, shape, or form. They range from newspaper reporters, to television news anchors. These essays are also from several different political perspectives, whether it is liberal, conservative, or even non-conformist.
The underlying theme throughout all of the essays is a defense of the media and they manner in which they conduct interviews, articles, and news reports concerning the United States government's foreign policies, and foreign relations. An example of this can be found in Philip L. Geyelin's essay, The Strategic Defense Initiative: The President's Story. Geyelin attacks then president now former, Ronald Reagan for unveiling his Strategic Defense Initiative to the world on national television. Geyelin feels that the press should have informed prior to the announcement so as to bring a better coverage of the story to the American people. But President Reagan felt differently and released the information in his own way and fashion, as most great presidents would have done.
Serfaty attempts to shed some semblance of light on a very peculiar situation, which is the media and its effect, if any, on the United States' foreign policy and relations. Serfaty fails miserably, all he has done is give a printed place for the liars and con men of our society to defend themselves publicly and offer no sort of rebuttal from the opposing point of view.
This investigation evaluates the significance of the role the media played in helping the Allie Forces win World War Two. To be specific, World War Two occurred between the years of 1939 to 1945. A brief synopsis of the developments of media outlets and their importance prior to the war will be investigated. Leaders of all the Allie Forces will be evaluated in this essay. The essay will focus primarily on the rise of media impact on the citizens of the United States, France and the United Kingdom. The Soviet Union will be mentioned but only minor. Two of the sources used in this essay Freedom Forge: How American Business Produced Victory in World War Two by Arthur Herman and World War II in Europe by World Book: Chicago are evaluated and used in this essay.
For an example of the authors use of specific examples while describing what the media decides as news worthy the author writes, “The public rarely hears about the routine ceremonies at state dinners, but when President George Bush threw up all over the Japanese prime minister in 1992, the world’s media jumped on the story” (Edwards, Wattenberg, Lineberry, 2015, p. 398). This is an indication of how the media decides what is newsworthy. This quote demonstrates some of the strengths of the article because, not only does the quote support how the media decides what is news worthy, but it also shows no bias and is a factual, specific example. Another quote that demonstrates the strengths of the article is “Journalists and politicians have a symbiotic relationship, with politicians relying on journalists to get their message out and journalists relying on politicians to keep them in the know”. (p.400). this quote demonstrates the strengths of the article because, it shows how the media gets its news, how politicians gains their influence, and shows no bias. One last quote that emphasizes the strengths of this excerpt is “The media can even have a dramatic effect on how the public evaluates specific events by emphasizing one event over others. In Partisan Journalism, A History of Media Bias in the United States, Jim A. Kuypers steers his audience on a journey from beginning to the end of American journalistic history, putting emphasis on the militaristic ideas of objectivity and partisanship. Kuypers confirm how the American journalistic tradition cultivated as a partisan root and, with only a short time for the objectivity in between, and then go back to those roots in which are today.
Bill Moyer’s PBS series, Buying The War, focuses on journalist’s impact and failure to go up against the Bush administration regarding the sought war in Iraq post 9/11. This documentary portrays how powerful the media was towards the nation, and how useless it was when challenging Bush and his team about whether America should go to war or not with Iraq. We can see how Bush and his administration persuaded the media enough, and to some extent controlled them, in order for them to communicate the message that going to war was the best choice. Patriotism played a vast role because reporters could not go against Bush and reject what he was saying or it would be considered “unpatriotic”. Instead, a fundamental reform of the entire system is needed, together with a wider institutional reform of the very structures the media systems work within, our democracies. This will be a difficult task, due to powerful vested interests benefiting from the status quo, including media, political and economic elites. Reforms will need to be driven by campaigns mobilising public support across the political spectrum, to enable the citizens of the world to have a media system that works to strengthen democratic principles as opposed to undermining them. This task is challenging, but it will become easier once people begin to understand the media’s role in policymaking within our democracies.
The Hidden Relationship Between Government and Media Rather than being a neutral conduit for the communication of information, the U.S. media plays an intricate role in shaping and controlling political opinions. Media is extremely powerful in the sense that without an adequate functioning media, it is virtually impossible for a sophisticated social structure like the U.S. Government to exist. Henceforth, all known sophisticated social structures, have always been dependent upon the media’s ability to socialize. The U.S. government generally exploits the media, often times manipulating the enormous power of the printed word. As Americans we take pride in our liberating government. But, it is essential to ask how much we, the general public, know about our democracy. Because of the representative structure of our government, it is in our best interest to remain as knowledgeable as possible about political affairs so that we can play an active role in our democracy by voting for candidates and issues. The media, which includes print, television, and the internet, is our primary link to political events and issues. (For the purposes of this essay only print and television will be considered.) Therefore, in order to assess the success of our democracy it is necessary to assess the soundness of our media. We are lucky enough to have a media, in theory, free from government influences because of our rights to freedom of press and freedom of speech, but we are still subject to the media’s interpretation and presentation of politics, as is the danger when depending on any source for information. So, we must address how the media informs us; how successful it is at doing so; and how we should respond to it.
