They are a special tactic where people go against people who are both innocent, but are ones more innocent than the others. He puts citizens of gotham in situations where they can not fathom how serious the situation really is. The Joker plays a role where he fends for himself and lets everybody else take the fall for him. The enemy himself, The Joker, creates a reputation of uncensored murder. He kills his men and does not care how long he has known him.
