According to Vacca (2004), inmates who participated in vocational programs were less likely to re-offend once they were released from prison. Also, it is shown that inmates that participate in vocational programs tend to decline, in regards to violence within the prison setting. The key to a successful vocational program is not to pressure an offender into completing a program. The desire to change their life needs to be genuinely pursued, and not forced. Offenders who feel forced may not do as well as other submitting offenders. There are a large number of inmates within the correctional setting that does not possess a high school diploma or a GED. Therefore, when it comes to trying to find a job the possibilities are tremendously limited. The subsequent criminal offending may be the result of trying to provide for one’s self. Correctional policy makers should weigh all the options and determine if implementing vocational programs in all correctional facilities, both adult and juvenile, would be beneficial. This research study will address the on-going issues of reducing recidivism, and the need to help ex-offenders succeed in society post incarceration. While literature pertaining to this topic of reducing recidivism is available, such literature tends to be written by elites and/or individuals who have never been incarcerated. Our study will provide first hand authentic answers regarding how to reduce recidivism.
In-prison and post-release vocational training and work programs evaluations have shown that they are considered to be most effective, as they greatly reduce the rate of recidivism. Steady employment and educational services are some of the main factors in delaying or preventing an individual from re-offending in the first three years following release. More reentry programs are using the comprehensive strategy in response to what research and evaluations have found. Comprehensive strategies are applied in the state and local levels of government, mainly relying on community-based groups to coordinate and provide services for those re-entering society. People that do not take advantage of educational and career guidance programs will come out of prison having a hard time. In the article by Simmons both men had stable jobs and that was because they really wanted to change. Criminals only go back to their ways because there is no other option, when they can find a stable legal income there is no reason to further any criminal acts. Many people come out of prison never wanting to go back and I believe those are the people that I will be able to find that do not recidivate. Even though there may be stable income for these people, it may not be the highest paying job or most education heavy career. These people may get by with minimum wage but there is no luxury or lavishness. I also believe that there are many people that do not take any actions and these are the people that you will hear stories about that are not able to find jobs so they go back to doing what they know how. These people will have a high likeliness of being arrested a second time and will be taken out of society once
It is to no surprise that America has a large amount of its people incarcerated for a variety of reasons. One must ask themselves how we can help these individuals get back on track. The answer is America’s most powerful weapon known to man; an education. In recent discussions of prison reform, a controversial issue has been whether diversion programs are more beneficial than not. On the one hand, some argue that diversion programs give convicted criminals a chance to hopefully better themselves and get back into society. On the other hand, however, others argue that these programs are allowing dangerous criminals back into the streets with no guarantee of them changing their behaviors. In sum, then, the issue is whether society and the government should allow these unguaranteed hopes to continue. While some believe that diversion programs may be a good substitute for prison, diversion programs are not an efficient substitute because they release potentially dangerous criminals and felons out onto the streets.
Rehabilitation also involves programs in prisons that have the goal of helping offenders return back to society (Goff, 2014, p.20). Prisons have also put in place programs to assist inmates, “the goal of these release programs are to ease the transition of offenders from the institution into the community while simultaneously promoting stable employment after release” (Cullen & Jonson, 2011, p.309). If a person has been in an institution for a long period of time it is often hard to adjust to life outside, which is why these programs are important in the justice
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.

This paper explores the benefits provided by educational programs in jails and prisons. Included are the reasons inmates need education in order to successfully reenter society once they are released and use the knowledge and skills they have learned to obtain a job in order to support themselves and their families. Also examined in the paper are the financial benefits of incorporating educational programs instead of cutting them, as well as the effect these programs play on the recidivism rate. Lastly is a focus on understanding the importance of education and job training, even though the recipients are criminals.
To support reintegration, correctional workers are to serve as advocates for offenders in dealing with government agencies assisting with employment counseling services, medical treatment, and financial assistance. They argued that corrections focal point should be increasing opportunities for the offenders, to become law abiding citizens and on providing psychological treatment. This model of corrections advocates avoiding imprisonment if possible for the offender and also in favor of probation, therefore offenders can obtain an education and vocational training that would help their adjustment in the community. Prison within the society in America has sharply veered towards the idea of mass incarceration. The Prison Policy Initiative (PPI) is a criminal research group that reports on the quantity of people in the United States that are in the prison system, and in 2014 “PPI reckons the United States has roughly 2.4m people locked up, with most of those (1.36m) in state prisons” (J.F. 1). This number is cause for concern when compared to a study of recidivism released among thirty states in 2005 by the Bureau of Justice Statistics (BJS) According to BJS, “About two-thirds (67.8%) of released prisoners were arrested for a new crime within 3 years, and three quarters (76.6%) were arrested within 5 years” (BJS 1). The concern is that rehabilitation programs in the United States are not effectively working to introduce an inmate into the general population. The reason inmates are typically repeat offenders is because the United States focuses more on punishment than rehabilitation. While rehabilitation methods do exist, they are not the focus within American prison systems, the ones that do exist are more geared toward manual labor and teaching trades. While this an effective means to teach a skill, this style of rehabilitation fails to address the ideas of empathy, accountability, and effective social interaction. The main focus of prisons in the United States is to maintain order in an inherently hostile environment so that inmates may ‘serve their time.’ The focus should be placed on educating inmates instead of strictly punishing those who are incarcerated.
