After World War II returning veterans faced a shortage of affordable housing at home. The Housing Act of 1949 was passed in order to remedy the situation. Unfortunately, the act led to unforeseen complications that would exacerbate the urban crisis farther. Affordable high-rise housing built as a result of the act would force people who could afford it to move out into the growing suburbs and the poor devour the structures. As a result of displacement and previous Supreme Court decisions blockbusters would move African Americans into previous white neighborhoods which caused the movement of segregated districts within the cities to change. Spirits in the United States were high after World War II. The triumph over Germany brought with it a sense of accomplishment which made the country feel as if it had the ability to achieve anything and could overcome all odds. Unfortunately for soldiers coming home high spirits did not guard them from the shortage of affordable housing. In 1946, the head of the Office of Price Administration estimated that over 1.4 million houses were needed to house returning veterans and home front workers. Even at the highest rate of construction it would take twelve years to house everyone properly and affordably. The Federal Government realized the problems the cities were facing and decided that it would be best for local governments to mandate the situation along with federal funding. In order for local government to accomplish this task the Housing Act of 1949 was passed. The Housing Act of 1949 expanded the federal role in mortgage insurance and the construction of public housing. The act gave city officials the money to carry out their ambitions of reviving the American city. In the end the only thing that changed were the placement of black and white districts, the growth of suburbs, and empty lots where affordable housing once stood.

Chicago was the best place to live and visit for anyone. Many people traveled from far places to visit and live in Chicago. Long after the World War II many things started reshaping America. One of the most significant was the racial change all over America but specifically in Chicago. Many southern blacks started to move into Chicago. Chicago started to become mostly dominated by blacks and other minorities while whites started to move into the suburbs of Chicago. "Beginning in the 1930s, with the city's black population increasing and whites fleeing to the suburbs, the black vote became a precious commodity to the white politicians seeking to maintain control" (Green, 117). Many of the mayors such as Edward J. Kelly, Martin H. Kennelly, and Richard J. Daley won over the blacks and got their votes for them to become mayor. The black population grew by 77 percent by the 1940. The white population dropped from 102,048 to 10,792 during the years of 1940 to 1960. With all of these people moving into Chicago there had to be more housing. There were many houses built to accommodate all the people. Martin H. Kennelly at one time wanted to tear down slums and have public housing built in the black ghetto. Many of the blacks wanted to escape these ghettos so some of them; if they could they would try to move to the white communities. When the blacks would try to move into the white communities they were met with mobs. There were many hurdles that blacks had to overcome not only in Chicago but all over America. The blacks of Chicago had to fight for a place to live and to find a mayor that would help them for who they are, not their color.
Furthermore, the consolidations of ghettos in the inner city, as well as the rise of suburbs, are just two of the characteristics and problems that consequently arose for U.S. cities following the culmination of the Second World War. Ghettos in the inner cities were not as successful as they were envisioned to be, because in practice they suffered from overcrowdings, poverty, racial tensions, and violence and drugs. Additionally, public housing projects (created to solve problems with poverty and vagrants caused by the rapid growth of cities) ultimately also suffered from the same fate. As for the emergence of suburbs, they also proved not to be quite as successful as envisioned either, because in practice they created segregated cities and communities.
The downgrading of African Americans to certain neighborhoods continues today. The phrase of a not interested neighborhood followed by a shift in the urban community and disturbance of the minority has made it hard for African Americans to launch themselves, have fairness, and try to break out into a housing neighborhood. If they have a reason to relocate, Caucasians who support open housing laws, but become uncomfortable and relocate if they are contact with a rise of the African American population in their own neighborhood most likely, settle the neighborhoods they have transfer. This motion creates a tremendously increase of an African American neighborhood, and then shift in the urban community begins an alternative. All of these slight prejudiced procedures leave a metropolitan African American population with few options. This time in the post World War II era, many African Americans had began to become a more urbanized center of population, around 1970. (Inmotionaame, pg. 1) The regular population included about 70 percent of just the natural population to live in more urbanized cities. (Inmotionaame, pg. 1) Soon African Americans dominated, having 80 percent of their community to live and take the same benefits in more urbanized centers of the Unites States. Instead of helping, the public housing programs further concentrated the African-American community and “those who remained in the ghetto tended to become more distant” (Anderson), having access to an adequate education, resources required to obtain jobs, and also lacking protection under the law as violence grew daily amongst its inhabitants. There were not many options in housing available for black Americans, so they were forced to buy houses “on contract”. With this type of contract, the owner of the house would buy it a lower market price, and then sell the house to black families usually double the price that it was bought for. The family would then make costly monthly payments until they paid off the house, but would have to pay for maintenance and upkeep of the house as well. If the family could not make a payment then they would be kicked out of the house, and lose all of the money that was put into it, and another family would take their place and the cycle would continue. Beginning in the 1960s, middle and upper class populations began moving out of the suburbs and back into urban areas. At first, this revitalization of urban areas was 'treated as a 'back to the city' movement of suburbanites, but recent research has shown it to be a much more complicated phenomenon' (Schwirian 96). This phenomenon was coined 'gentrification' by researcher Ruth Glass in 1964 to describe the residential movement of middle-class people into low-income areas of London (Zukin 131). More specifically, gentrification is the renovation of previously poor urban dwellings, typically into condominiums, aimed at upper and middle class professionals. Since the 1960s, gentrification has appeared in large cities such as Washington D.C., San Francisco, and New York. This trend among typically young, white, upper-middle class working professionals back into the city has caused much controversy (Schwirian 96). The arguments for and against gentrification will be examined in this paper.
From slavery to Jim Crow, the impact of racial discrimination has had a long lasting influence on the lives of African Americans. While inequality is by no means a new concept within the United States, the after effects have continued to have an unmatched impact on the racial disparities in society. Specifically, in the housing market, as residential segregation persists along racial and ethnic lines. I read a couple of articles in nj.com recently. In one, a Rutgers-Camden professor of Public Policy published a study that found that more poor people were being concentrated in small to mid-size cities today compared to ten years ago. OK, the economy collapsed and the housing market tanked: poor people always lived in crappy neighborhoods with other poor people, and rich people live in upscale 'hoods with their fellow 1%ers. But the professor feels that isn't fair, and advocates moving the less fortunate into the suburbs in order to ease the hardship on the cities that are being disparately impacted. This isn't new, the New Jersey Supreme Court mandated that the suburbs provide their fair share of low-income housing in the Mount Laural Decision handed down in 1975, and the federal government got in on it in 1977 with their Community Reinvestment Act which was designed to "encourage" banks to lend money to people they would normally kick out the door because they didn't think they would get paid back, or maybe because of their lack of cultural sensitivity.
The solutions to residential segregation could be classified according to the basis which include place, people and indirect approaches (Bouston, 2013). The main aim of policies based on place is to improve the amenities and housing stocks in black dominated neighborhoods as a means of encouraging the white to settle in these areas or alternatively creation of affordable options for housing in the whites’ neighborhood to encourage the white settling in such places. However the challenges to this approach is that research conducted showed that the white households still had a negative mentality towards the black neighborhoods and no matter the improvement to these neighborhoods, they still won’t move. Another challenge with the policy is that improvements to neighborhoods will consequently lead to rise in house prices making it unaffordable even to those currently living
