When the first congress assembled it was noted that the president should be surrounded by individuals who he had complete and utter trust in. Bureaucracy was established due to an increase of popular demand. Today there are thousands of jobs filled by people that were appointed by the president. The people in these agencies and departments implement federal laws and programs as set forth by the sitting President. Though these bureaucrats have jurisdiction over the policies they construct, the congress, president, and judiciary heavily influence the actions of what they do and cannot do. When they take office, many people who actually helped the president come into power. The unwritten rule is that they are usually promised a specific position for using their influence to help the president win. While the people are originally appointed using the spoils system, they must be confirmed by congress which brings into play the merit system. They must go to Congress and be examined to see if they are actually qualified; overriding the old spoil system as well as get confirmed by the Congress. The president can also reorganize how the bureaucracy works only with the approval of Congress. Usually this is done to complete their platform in which they ran on. For example, if a conservative president comes into power they may not want the Environmental Protection Agency to have as much money as they did under previous presidents. With this in mind, the new president can alter how much money is allocated to them in the budget. Executive orders are another big factor because the president can administer rules which change the how parts of the bureaucracy works. Since the beginning of this country many departments and agencies have been created, therefore there are many positions that are required to fill. Funds might be allocated and taken away from certain parts of the budget. When people in the bureaucratic system are taking advantage, or are not following policy as they should, the judiciary has the right to set precedence and establish the differences in court. Many bureaucracies do not want to be sued therefore the judiciary really does have influence over them because if they do not follow a set protocol then they can lose funds after a lengthy court battle. Since there is always going to be lawsuits then it is good to have certain courts that deal with the same issues. These courts influence bureaucratic agencies because if they are taken to court they are dealing with a judge or jury who specialize in the field of interest of the bureaucracy. If the agency or department is noted to do something that is unfair to the public or internally then judges have the power to investigate these efforts. Bureaucracies have to stay on their toes at all times and follow set procedures and not allow leniency to happen or else they can get shut
