The Failure of Integration
After four decades of school integration America has given up, and the question is: "Why?". I believe the answer is because absolutely nothing worked!
Bussing was a hassle, most magnet schools were set up for false reasons, and everything was very costly. With everything they tried there were still no significant changes in the test scores of the minority students. So now here we are in the late 21st century and it can all be summed up with what Chris Hansen of the American Civil Liberties Union in New York City believes the courts are saying, "We still agree with the goal of school desegregation, but it's too hard, and we're tired of it, and we give up."
It all started with Brown v. Board of Education saying "Separate educational facilities are inherently unequal." There began a plan to desegregate public schools across America. The first plan was bussing when Swann
v. Charlotte-Mecklenburg Board of Education stated that federal courts could order bussing to desegregate schools. However in most cases bussing became much more of a hassle than a helper. There were many revolts from parents making situations even more horrible. Most students wanted to go to their neighborhood schools and not be bussed for long trips to attend a 'better' school. America’s public school system started off very rough, but through the dedication of many hard-working Americans, it was starting to shape into a system that allowed all children, regardless of race, gender, religion, or nation of origin, to have an education.
Money will not solve or make this problem go away, no matter how many social workers are hired. Schools will succeed despite their financial circumstances if they have the basic components of motivated students, parent support, caring teachings, and strong central leadership. While this is the typical model of a suburban school system, Wilson High School proves that it can work anywhere. When ones thinks of urban public schools, overcrowded classes, underpaid teachers, and a lack of resources often come to mind. The fact is these problems can happen anywhere. While the environment at Kennedy could never be compared to the worst DC high school, the assumptions made against these schools are the same. By erasing these notions and confronting the problems one by one, we will be one step closer to reaching equal education for all.
For some students it is difficult to get a good education. These students live in a poor community and are required to go to schools that have a low graduation rate. These schools have a certain reputation such that other students refer to it as the “ghetto school”, “where the pregnant girls go”, and the “dropout factory”. This
America’s school system and student population remains segregated, by race and class. The inequalities that exist in schools today result from more than just poorly managed schools; they reflect the racial and socioeconomic inequities of society as a whole. Most of the problems of schools boil down to either racism in and outside the school or financial disparity between wealthy and poor school districts. Because schools receive funding through local property taxes, low-income communities start at an economic disadvantage. Less funding means fewer resources, lower quality instruction and curricula, and little to no community involvement. Even when low-income schools manage to find adequate funding, the money doesn’t solve all the school’s problems. Most important, money cannot influence student, parent, teacher, and administrator perceptions of class and race. Nor can money improve test scores and make education relevant and practical in the lives of minority students.
One major affliction of the American public education system is money, or the lack thereof, and the impact funding inequality has on educational quality. Benjamin Barber, in his article “America Skips School,” says the federal government only funds about 5% of public education (121). Public school funding comes primarily from local property taxes, meaning suburban schools can have up to twice as much money to spend on education than those in urban areas (Barber 122). Increasing federal financial aid in public schools could solve the problem of funding inequality by providing lower income schools with more available resources without taking money from other schools or increasing local taxes. Increasing funds would allow schools to provide better facilities and repair “leaky, broken-down habitats” often found in impoverished school districts. High school and college dropout rates are at an all time high. Secondary school students are told throughout high school that if they don’t go to college then they will never be successful. Going to college doesn’t always make a difference because many career choices such as teachers and lawyers are highly contested and result in either no job or low salary. Low pay deters teacher’s motivation and they tend to work part time jobs to supplement their income. Public schools standards are comparable to a kangaroo court’s procedure; private schools are known for better teachers, environment, and test grades. The major problems in the public school system include the lack of funding, lack of resources, and lack of standards.
[The school where I teach is the only high school within a city school district that is located within the confines of a larger metropolitan area. The school receives Title 1 funding, with 56 % of the students being eligible for free or reduced lunches. This high school offers a variety of degree programs and coursework, such as, advanced placement coursework and exams, international baccalaureate and culinary arts certification, technical and college prep diplomas, one of the largest Air Force ROTC programs in the area, and alternative programs through which students have the ability to earn credit for the courses that they had previously failed. This school is very diverse, of the 2,291 students 46.0% are African American, 30.0% are Hispanic, 18.0% are White, 3.0% are Multiracial, and 2.0% are Asian. The area surrounding the school is just as diverse as the students that attend the school. A majority of the homes within this school district are single-family homes and can range from small-scale mansions to unmaintained older homes. There are also a large number of apartment complexes and condos in the area as well. Obtaining a good education is probably one of the most sought out dreams in America. Although education is free for all American citizens, there are several obstacles that impact the population from receiving equal education benefits. Two groups that experience a difference when receiving an education are the rich and the poor. Inequality among different social classes in America can make it extremely difficult for the poor to receive the similar education equality as the wealthy. These inequalities can lower the chance of individuals living in poverty stricken communities from receiving a reasonable education. Education can be impacted by location, wealth, and state funding. Each factor plays an important part in the education citizens across America receive.

Getting the community involved not only provides additional support to students, but it also helps address the social problems that negatively impact the community. Additionally, federal and state agencies must step in to provide funding for high-poverty schools so they can provide additional resources to enhance student achievement. If high-poverty schools could provide students with a wider variety of co-curricular activities, an extended school day, extended school year, and social services such as social workers, psychologists, and dental care, students would be more engaged with their school, and community members would develop a greater appreciation for their school district (Ballantine & Spade, 2015, pp. 103-108).
In the United States, millions upon millions of children attend public schooling. These millions of children come from every background; African American, Caucasian, Asian, Latin, etc. All of these ethnicities go to our public schools. Not only are children categorized into different ethnic groups, but also economic groups. Children from low, middle, and high-income families all attend public schooling. Because of all these societal groups going to school together, public schooling can truly be characterized as an engine for multicultural education. However, due to barriers within society (e.g. racial discrimination and economic barriers and stereotypes), some students are not being taught in a multicultural environment. Due to this problem and the importance that most of society places upon multicultural education, school busing takes place. Busing is a very important and controversial method that is practiced to improve multicultural education to those who have had very little, if any, experience with it. Busing is also an engine used to end segregation within our schools. Equality was the reason for the start of busing in the first place. We will discuss the definition of busing and whom it affects. We will discuss the important events that occurred before and after the landmark court case of Brown Vs. The Board of Education, which touched upon the issue of equality. Lastly, we will discuss the pros and cons of school busing.
