In this paper, the ethics of police management is examined in the framework of organizational justice and how management strategy effects police corruption through employee perception and proper employment strategy. Organizational Justice as studied by Muchinksy (2008) and cited by Crow, Lee and Joo (2012) is the concept of how employees perceive their treatment by management. (Crow, Lee, & Joo, 2012) In an article by Wolfe & Piquero (2011), research was focused on the relationship between organizational justice and police corruption. Previous research suggested that organizations perceived by employees as unjust or unfair would have higher instances of employee deviance. Low self-control theory (as cited by Donner & Jennings, 2014) contends that individuals who lack self control are generally impulsive risk takers with non-verbal skills who have short sighted goals. (Gottfredson & Hirschi, 1990) Therefore, many studies in self-control design their measures around impulsive behaviors which are generally manifested in low level crime. (Gottfredson & Hirschi, 1990)
Gottfredson & Hirschi (1990) suggest that low self-control theory is a better predictor of individual-level crime by a police officer rather than by an employee who carries out a complex crime. The self-control theory suggested that people engaged in criminal behaviors as they believed that crime was an advisable way of fulfilling their self-interest, which provided them a sense of pleasure immediately. Everyone has different ability to control their impulses for instant satisfaction, the ability mainly developed before puberty and relatively stable over the life span. The probability for engaging in criminal behaviors was greater in people with low self-control than those with high self-control. Moreover, the self-control theory suggested that the relationship between self-control and the involvement in criminal behaviors was less affected by factors like peer influences or cultural influences (Gottfredson & Hirschi, 1990). Therefore, self-control theory is totally different from differential association theory. According to Gottfredson and Hirschi (1990), the major cause of children with low self-control may be inefficient parenting. Parents should monitor their children, keep the children under surveillance, and actively react to improper behaviors. Some films portray how types of police corruption can have a positive influence on society, while others show the dark side of police corruption. Many law enforcement agents join the criminal justice with the basic idea of “justice for all,” however, most of them do not realize that the nice guy doesn’t always win. Even though there are vast amounts of movies which specifically address police corruption we will use three main movies for our argument today, mostly LA Confidential, however, also Training Day.

Police Corruption is a serious problem affecting nearly every city across the country and world. Curbing police corruption is a tall order; however, improving the recruitment and training process and internal controls can bring this issue to an abrupt stop.
Each position in criminal justice holds power and responsibility, and therefore, it is very important that said people in those positions do not abuse it. Unethical behavior in the criminal justice system takes away trust and respect from authority, and as a consequence, the law is more easily disregarded if the people lack faith in the system. Law enforcement officers violating even the smallest rule could lead to more serious infractions. Having less than ethical persons in our criminal justice system can lead to a weakened society, the ruining of lives, and even add to crime.
Police corruption is a difficult issue cities have to deal with and one of the oldest problems in the police force. Corruption can be defined as the mistreatment of public power for personal benefit or private and the use of excessive force either emotional or physical. In this essay I will explain in detail federal indictments of Los Angeles Country Sheriff officers use of mistreatment of jail inmates and visitors. Another topic I will explain is the transfer of Los Angeles Country Sheriff hired officers with questionable background. Corruption in policing is viewed as the misuse of authority by a police officer acting officially to fulfill his/her personal needs or wants. There are two distinct elements of corruption; 1) misuse of authority, 2) personal attainment. One may ask themselves, if law enforcement officers are working to protect the public, why would they commit corruption like they do? As it is described above, corruption is a big part in the law enforcement sector of society. The entire concept is quite complex although it may seem self explanatory to many people. Learning the many types of corruption and misconduct is only the beginning, then, to understand why the officers commit the conduct for which they do. With all this, it becomes apparent to the certain measures that need to be taken to rid society and police departments of the conduct that is constantly present.
It is often said that power brings corruption, but in reality it is an individual’s lack of character, self-discipline, and integrity that leads to corruption. Law enforcement can bring many temptations on the job, and maintaining an up most level of personal integrity can often times be very difficult. The very nature of the job surrounds officers with all of the bad things that society, produces. Police corruption weakens the public 's confidence in law enforcement officers. It also hinders the effectiveness of law enforcement officers whose job is to serve and protect. I will also define police corruption and discretion and the reasons behind police misconduct.
The first of the four categories, Loyalty, is the ethical dilemma officers face when seeing other fellow officers commit offences during their course of action. These types of action can be as minuscule as officers abusing sick leave, all the way to physical abuse and corruption. At the lower level, abusing sick leave typically occurs when officers want a certain amount of time off, these types of sick leave usually happen on workdays and especially on the days they get denied vacation. On sick leave police officers still get paid, when in reality the offending police officer is not actually ill. Other police officers in the workforce may know of this abusive method, however, they do not want to report these offences to the upper officers as they would then lose their friendship and loyalty to the police officer. The offending group would then exclude them socially and it could escalate to physical violence. On the lower level these type of offences do not seem like they affect society, however, the offending officers here are taking money from the government budget for task enforcement with no noticeable increase in the effectiveness of the police taskforce. Not only is corruption a problem on our own U.S. soil, but police practices of corruption go as far east as Europe and Asia.
