Introduction Schools with high dropout rates are categorized as underperforming schools. Since a majority of our children, who drop out of school, do so in middle school or the first year of high school and their ages range between 12 and 16 years (Cohen & Smerdon, 2009). It is the inability of many middle school kids to make the transition to high school that contributes to an increase in dropout rates. In order to address under performing schools and the high dropout rates, school reform programs were initiated by federal, local, state governments and many independent organizations. School reform programs were a means to improve student performance in the classroom and show a measured increase in student achievement (Brandlow, 2001) (Erb, 2006) (National Middle School Association, 2003). This Research looks at brief amount of data related to Comprehensive School Reform (CSR) and its effects in a multicultural environment on middle school achievement. The research is intended to assist the reader in determining if CSR effectively contributed more to advance middle school achievement in multicultural and low-income environments than in none multicultural high-income environments. History Any and all attempts to reform our schools require significant funding. Over the years the federal government funded comprehensive reform via various government programs. The 1994 Title 1 reauthorization created the "Title 1 School wide" and that was followed by the 1998 Comprehensive School Reform Demonstration (CSRD) program. The most current and now widely known program is "No Child Left Behind Act" of 2001. The department of education issued guidance in August of 2002 that defined CSR. This is a reading intervention classroom of six 3rd grade students ages 9-10. This intervention group focuses on phonics, fluency, and comprehension. The students were placed in this group based on the results of the DIBELS Oral Reading Fluency assessment. Students in this class lack basic decoding skills.
Thornton Fractional South High School represents a diverse school building in the South Suburbs of Chicago, Illinois. We consist of a traditional 9th through 12th grade building with the exception of busing students to the District 215 Tech Center for vocational classes. We share these resources with our sister school TF North. Although we consistently outperform TFN, we are behind the state averages on both the ACT and the PSAE. On the ACT, we are below the state average on the composite score as well as on all three recorded sub-categories. We were closest to the state average in Science and the furthest in Reading. As for the PSAE test to measure those students meeting and exceeding standards, we are again behind the state average. TFS averaged 40.5% of students tested to meet or exceed standards. Meanwhile, the State of Illinois average was 53%. Currently, we are on the Academic Watch Status year 2. We were unable to meet the Adequate Yearly Progress (AYP) or the Safe Harbor Target Goal for Reading and Mathematics which are the two target areas. Our goal as a school is to reach the AYP and attempt to reach and exceed the state averages on the ACT and PSAE.
That broader conception of school allowed those schools to better support the students and address social issues that prevent students from accessing their full potential. This conceptual shift can only be spurred by a clear vision of “good education”—which then caused an improvement in their community’s education
California is one of the largest states in the country and has one of the biggest state budgets, but in the past several years, its school system has become one of the worst in the nation because of enormous budget cuts in efforts to balance the state’s enormous deficit. The economic downturn at the end of the 2000s resulted in even more cuts to education. It is in environments like this one in which students from poor backgrounds become most vulnerable because of their lack of access to support in their homes as well as other programs outside of schools. Their already financially restricted school districts have no choice but to cut supplementary programs and increase class sizes, among other negative changes to public schools. The lack of financial support from the state level as well as demands for schools to meet certain testing benchmarks by the state results in a system in which the schools are no longer able to focus on students as individuals; they are forced to treat students as numbers rather than on an individual case by case basis.
The gap between the nation’s best and worst public schools continues to grow. Our country is based on freedom and equality for all, yet in practice and in the spectrum of education this is rarely the case. We do not even have to step further than our own city and its public school system, which many media outlets have labeled “dysfunctional” and “in shambles.” At the same time, Montgomery County, located just northwest of the District in suburban Maryland, stands as one of the top school systems in the country. Within each of these systems, there are schools that excel and there are schools that consistently measure below average. Money alone can not erase this gap. While increased spending may help, the real problem is often rooted in the complex issues of social, cultural, and economic differences. When combined with factors involving the school itself and the institution that supports it, we arrive at what has been widely known as the divide between the suburban and urban schools. Can anything actually be done to reverse this apparent trend of inequality or are the outside factors too powerful to change?
One part of the HSTW framework is a set of 10 Key Practices that each participating site implements by developing and carrying out a customized action plan for school improvement (SREB 1999). Kaufman et al. (2000) used existing HSTW data to analyze the impact of 6 clusters representing HSTW's 10 Key Practices. They concluded that achievement gains in science, reading, and math were correlated with the proportion of students meeting HSTW curriculum standards and with the amount of time students spent talking to their guidance counselors and teachers about their school program. They also concluded that the proportion of students perceiving their academic and CTE teachers working together to improve students' math, reading, and writing skills was correlated with achievement gains in those three areas. This Brief provides practical examples of approaches HSTW sites have used to move toward HSTW curriculum standards, provide students with guidance, and allow academic and CTE teachers to work together.

It is apparent to everyone living in the United States, that we are the most diverse country in the world. Everywhere we go we encounter people of different backgrounds. However, it is also apparent that one race in particular is seen more than others. One of the fastest growing races in the United States in today’s day and age is the Hispanic one. Research has shown that Hispanics are among the fastest growing cultures in our country. This is obvious to just about everyone in the United States. As a Hispanic woman living in the U.S., it has come to my attention that along with being the fastest growing culture, we are also the culture with some of the highest high school dropout rates. This has become a major problem in our country and more predominately in states such as: California, Texas, Arizona, New Mexico, and Utah. It is crucial now more than ever that as the Hispanic population increases in the United States; we educate the children growing up in our country. However, as stated before, it is apparent that Hispanics have had the greatest numbers of high school dropouts. While not many people think of it to be so, the dropout rates among young Hispanic adults is one of the biggest problems our community faces. If there is nothing done about this problem, our entire country will suffer in many ways. Therefor, we must come up with some solutions to lower these dropout rates before it is too late. A few solutions that have surfaced are; programs in schools to prevent dropouts, educating parents about what an education will do for their children, and making a change in what is being taught in schools.
This program is generally focused to gather statistics on grade school inequalities that effect the entirety of the state. Researchers have suggested that school funding levels and student success rates are largely unrelated. The ability of schools to educate their children is affected solely by the teacher’s ability to teach. Yet for a number of years there has been a steady debate centered around the essentially counter-intuitive idea that the relationship between school resource levels and student performance is the only connection to California’s academic gap/ 1971, the California Supreme Court ruled this system of granted unequal funds to millions of children unconstitutional, promising California’s the state would standardize finances across all school districts. To do this California created Proposition 13 in 1978. This proposition reduced the local property tax revenues available to schools, and the state had to provide even more financial support to maintain similar funding levels across districts. Though it leveled the playing field for the middle class, this tactic created no growth in academic equality. Even when low-income schools manage to find adequate funding, the money doesn’t solve all the school’s problems. Most importantly, money cannot influence student, parent, teacher, and administrator perceptions of class and race. Nor can money improve test scores and make education relevant and practical in the lives of minority students. School funding is systemically unequal, partially because the majority of school funding comes from the school district’s local property taxes, positioning the poorest communities at the bottom rung of the education playing field. A student’s socioeconomic status often defines her success in a classroom for a number of reasons.
For decades now, there have been educational problems in the inner city schools in the United States. The schools inability to teach some students relates to the poor conditions in the public schools. Some of the conditions are the lack of funds that give students with the proper supplies, inexperienced teachers, inadequate resources, low testing scores and the crime-infested neighborhoods. These conditions have been an issue for centuries, but there is nothing being done about it. Yet, state and local governments focus on other priorities, including schools with better academics. It is fair to say that some schools need more attention than other does. However, when schools have no academic problems then the attention should be focused elsewhere, particularly in the inner city schools.
Public schools across the nation are being labeled as low performing schools at a very fast rate. Low performing schools (LPS) are schools that do not meet the required standards that state officials set each year for all schools. These standards may include a certain graduation rate, certain goals for standardize testing, and a limited number of behavior referrals. The majority of public schools do not meet these standards. They often struggle with high dropout rates, low standardize test scores, low graduation rates, and disciplinary problems. These problems can truly hinder the future of these schools and the students attending them, so they are placed on the academically unacceptable list; low performing schools list. Although those problems standout they are forming from smaller problems within the schools. Many of the schools on the low performing list lack in the quality and quantity of teachers and books. This causes students not to meet the expected standards on standardize tests. Low test scores can lead to high dropout rates and low graduation rates. Another small problem they face is overcrowded classrooms which bring along the huge number of discipline problems. It can add to the low test scores because teachers are often interrupted with discipline problems while trying to teach large classes. Students who have trouble grasping the concepts that the teacher is teaching and who are constantly involved in disciplinary cases often dropout of LPS. When public schools lose students the state officials cutback on the schools’ finances that they receive to fund the school.
Education is an integral part of society, school helps children learn social norms as well as teach them how to be successful adults. The school systems in United States, however are failing their students. In the world as a whole, the United States is quickly falling behind other countries in important math and reading scores. The United States ranked thirtieth in math on a global scale and twentieth in literacy. This is even more true in more urban, lower socio-economic areas in the United States. These schools have lower test scores and high dropout rates. In Trenton Central High School West, there was an 83% proficiency in literacy and only 49% of the students were proficient in math. Many of these students come from minority backgrounds and are often from low income families. There are many issues surrounding these urban schools. There is a severe lack of proper funding in these districts, and much of the money they do receive is sanctioned for non-crucial things. Schools also need a certain level of individualization with their students, and in many urban classes, this simply does not happen. While there are many factors affecting the low performance of urban schools, the lack of proper funding and distribution of funds, the cultural divide between teachers and students in urban districts, along with the lack of individualization in urban classrooms are crucial reasons to explain the poor performance in these districts. Through a process of teacher lead budget committees and further teacher education, urban schools can be transformed and be better equipped to prepare their students for the global stage.
Proper school funding is one of the keys to having a successful school. Americans believe that funding is the biggest problem in public schools. School improvements revolve around funding. There needs to be funding not only in the successful schools but also the schools that aren’t doing as well. In documentary, Waiting for Superman, it talks about how smaller class sizes will help students. Funding is what will help the smaller class sizes. State funding mechanisms are subject to intense political and economic scrutiny (Leonard). Studies have shown that funding is inversely related to accreditation levels (Leonard). School funding needs to be increased, but there must be accountability as well.
The program works with more than 100 schools in seven states. The program is geared toward students from low-income families. The statistics for children’s literacy in the United States are astonishing. “In 2011, just thirty-four percent of the nation’s fourth graders in public school could read proficiently” (National Center for Education Statistics, 2011). The program itself has had exponential success.
