The temperate waters of the eastern North Atlantic Ocean gave rise to the storm upon August 31, 1900. Its birthplace is roughly 400 miles west of Africa’s Cape Verde Islands (Longshore).

Most of the destructions from the events of August 29th 2005, when Katrina Hit the City Of New Orleans, were not only caused by the storm itself; but also, by failure of the engineering of the levee system protecting the entire infrastructure of the city. The years of poor decision making and avoidance of the levee system led to one of the most catastrophic events in the history of the United States. Throughout our research, we have identified three key players in charge of the levee system design, construction and maintenance. These three organizations are the Unites States Corps of Engineers, the New Orleans Levee District and the Louisiana Department of Transportation. The consequences of the hurricane showed the organizations negligence in the design, construction and maintenance of the protective walls. Later independent sresearch showed that more than 50 levees and food walls failed during the passage of the hurricane. This failure caused the flooding of most of New Orleans and all of ST. Bernard Parish. The Unites States Corps of Engineers had been in charge of the of the levee system and flood walls construction since the 1936 flood act. According to the law, the Louisiana Department of Transportation is in charge to inspect the overall design and engineering practices implemented in the construction of the system. Once the levee systems were finished, they were handed over to the New Orleans Levee District for regular maintenance and periodically inspections. The uncoordinated actions of these three agencies resulted in the complete failure of a system that was supposed to protect the people of New Orleans. The historical event of Hurricane Katrina, a category three hurricane with winds ranging from 111-130 mph, in August 2005 revealed major structural failures in the levee systems of New Orleans. Though not all structural failures are as catastrophic, the breeched levees led to loss of life, homes, businesses, highways, and left a trail of destruction that is still being repaired today. The result of this failure led to lawsuits, conspiracy theories, and court cases. Hurricane Katrina had a major effect upon our country and those results are still rippling on today. This hurricane displaced virtually the entire population of the city as a result of massive flooding caused by the levees breaking and Lake Pontchartrain emptying its waters into 80% of the city. Soon after the tragedy, statistical observers began predicting who would make a return to the Crescent City. The most widely accepted predictions were that New Orleans would become both wealthier and whiter as a result of “selective migration” (Fussell, Sastry, and Vanlandingham 1). Their predictions were correct. Black residents returned to the city at a much slower rate than white residents did, and that is without even taking the socioeconomic variables into account. The racial disparities were caused mostly because the areas that experienced greater flooding and more damage were areas like the Lower Ninth Ward, an area notorious for its African American lower class population. Did this happen by coincidence? Or were these areas’ homes poorly constructed as a result of socioeconomic factors? Only 30 percent of the low-income neighborhoods’ residents have returned in contrast with the rest of the city, which has had almost a 90 percent return rate (Al Jazeera). Why is that? Every year many natural disasters happen around the world. In New Orleans, and several other states, a devastating hurricane struck. High speed winds and major flooding caused many people to lose their homes and even their lives. Many people have heard of hurricane Katrina, but not everybody knows what caused it and the affect it had on the United States.
Hurricane Katrina brought much chaos to New Orleans in 2005 (Bohm, Haley, 2014). The city became a criminal’s dream and a police officer’s nightmare. Police officers are held to a higher standard, as they should be, because they can take one of the most important things an American possess, which is their freedom. I was not there when the incident took place, so it is hard to say exactly what occurred and why the officers did what they did. However, I can only imagine during such a chaotic time, receiving a radio call that officers were under fire and two officers are down.

With winds traveling over one hundred miles per hour making it a category five on the Saffir- Simpson Hurricane Scale it was said to have cause billions of dollars’ worth of damage. An average category five hurricane has enough energy to power street lamps for more than twenty seven thousand hours (Williams 58). Knowing about Hurricane Katrina, and the devastation of the city in New Orleans would be beneficial. Also, general information on hurricanes can help civilians and people of higher authority better understand and prepare for damage that could once hit their town and community. Because experts know the general information on these storms they can help explain to the public why and how Hurricane Katrina and other hurricanes occur. Hopefully, in the future civilians will know and use this information to their advantage against hurricanes.
