The CNN Effect has been described in many positive and negative ways. Former UN Security General Boutros-Ghali described CNN as “the sixteenth member of the Security Council (Gilboa, 2005).” While Colin Powell saw the network’s effect as being that “live television coverage doesn’t change the policy, but it does create the environment in which policy is made (Gilboa, 2005).” These two statements show that the CNN Effect has an impact both domestically and internationally as a major part of the world’s political process. The CNN Effect may be seen as a positive or a negative but despite one’s opinion it has had the varying effects of being part of the agenda setting process and acting as an accelerant. Although the CNN Effect, and the network, are relatively new phenomenon, as they have only been in existence since the 1980’s, this theory has had large effects on government, policy, and the way in which events are perceived and reacted to (Gilboa, 2005).
With the establishment of the Cable News Network, the CNN Effect was able to be created. CNN expanded in the early 1980’s and allowed global news to become a reality as their broadcasting became accessible in many parts of the world (Gilboa, 2005). Expansion was made possible through innovations in communication technology that made 24/7 broadcasting all over the globe a reality (Gilboa, 2005). CNN now has the ability to reach a potential worldwide audience of 1.2 billion people, which was made possible by these technological advances (Gunther, 2001). This expansion laid the groundwork for CNN to have the a far-reaching and very influential impact as the network’s programming targeted a variety of demographics (Government Accountability Office, 2010). ...vate citizens, the fourth estate holds a great deal of power and responsibility in the messages that they deliver and in the issues that they cover. The CNN Effect has the ability to set the agenda and to drive policy initiatives through the choices of what conflicts or actions the media chooses to cover. Because limited resources are available to news networks, their choices in covering certain stories are crucial to the livelihoods of various peoples experiencing crisis around the world. This is the case because the news programming that is delivered allows society to become aware of issues around the globe and ideally gives people the necessary knowledge to make educated conclusions about those issues. The CNN Effect exemplifies the great deal of power held by the media and shows how the media has the ability to influence all members of society in various ways.

Over the centuries, the media has played a significant role in the shaping of societies across the globe. This is especially true of developed nations where media access is readily available to the average citizen. The media has contributed to the creation of ideologies and ideals within a society. The media has such an effect on social life, that a simple as a news story has the power to shake a nation. Because of this, governments around the world have made it their duty to be active in the regulation and control of media access in their countries. The media however, has quickly become dominated by major mega companies who own numerous television, radio and movie companies both nationally and internationally. The aim of these companies is to generate revenue and in order to do this they create and air shows that cater to popular demand. In doing so, they sometimes compromise on the quality of their content. This is where public broadcasters come into perspective.
Media finds its central role in the democratic debate in providing information, analysis, and a diversity of perspectives to the public. In recent years, with what is known as a media revolution, the amount of telecommunication outlets has increased dramatically. Often called “a product of healthy market competition,” the media revolution has theoretically expanded the public’s access to a multitude of facts, opinions, and general information (Miroff, et al. 2015). However, with a
...ation and framing issues in a certain manner; the media may certainly effect the opinion of the American people; thus effecting the lens of which is given to the people and not allowing them to see the true issues that arises within the government. The news media constantly want to create controversy, and create a frenzy; this interludes how the people may elect public officials which in turn help create public policy; and public policy contributes to the United States Democracy.
Both CNN and Fox News influence these immense populations with how each utilize pathos, ethos and logos in the topics discussed during the broadcasted show. For example, Fox News 's audience seems to be primarily conservative, while CNN’s audience seem to be more liberal (Engel). So each network’s stories “focus on the issues that” conservatives or liberals “want to watch and talk about” (James). These topics are used to develop a more conservative or liberal fan base in the respective news networks. As the dominant news network on cable television, Fox News impacts the greatest quantity of citizens, bringing in an audience of over two million for primetime (James). Therefore, Fox News influences the largest percentage of Americans listening to news networks by effectively using these manipulative literary techniques. However, CNN has a younger audience than Fox News (Carter), which contributes to CNN’s audience growing from 350,000 a night, in 2013 (Agee), to 629,000 viewers a night (James). CNN and Fox News compete with each other to influence the greatest amount of people and the public’s opinion of current events. Each network appeals to pathos, logos and ethos differently and similarly to coax the greatest amount of listeners each night.
Through the efforts of globalization, television has grown to be more than just a source for the facts. Presently, television cable channel stations seem to be more interested in capturing viewers interest and ratings than reporting the most significant events of the day. More than likely, without thinking about it, viewers fail to recall that cable network stations are in the business of making money first, then attempting to keep the public “infotained”. In other words, keeping you well informed with quality news broadcasting while simultaneously entertaining you at the same time.
When the Party of “1984” wanted to establish an idea, they did so, as they had the power to use propaganda to influence all people of lower rank. In the same way, media of today contains propaganda because of how it is delivered and accessed. Media has very little boundaries, which allows it to have very opinionated influential ideas without very much work. The media works to exploit people as they can use their power to establish their ideas. When the media is able to sway people to their side of an argument, the media’s hope is that those people will begin to influence others and sway or reaffirm their opinion. Any time a retweet, like, or share occurs on subjective information, the possibility that the information is believed and retained by more people increases. Researchers from Stanford University described the “power struggle” for influence between modern media by coining a term. They said “The Dune affect is a term we coined--after the movie Dune--which explains that those who control and have access to media have access to and potential control of public opinion (Manzaria)”. Rather than being a neutral conduit for the communication of information, the U.S. media plays an intricate role in shaping and controlling political opinions. Media is extremely powerful in the sense that without an adequate functioning media, it is virtually impossible for a sophisticated social structure like the U.S. Government to exist. Henceforth, all known sophisticated social structure, have always dependent upon the media’s ability to socialize. The U.S. government generally will exploit the media, often times manipulating the enormous power of the printed word. Ultimately empowering the U.S. government, strengthening it with the ability to determine and control the popular perception of reality. One way in which government achieves this objective, is by its ability to misuse the media’s ability to set the agenda. Contrary to popular belief, media is in fact an enormous hegemony. In fact, separate independent news organizations relatively do not exist. Rather than creating an independent structured agenda of there own, generally lesser smaller news organizations adapt to a prepared agenda, previously constructed by a higher medium. Based upon this information alone, it is quite apparent that media functions in adherence to the characteristics of a hierarchy. This simply means that media is structured in a way that it operates functioning from top to bottom. This is also identical to the hierarchical nature of the human body, in that from the commands of the brain transferred through the central nervous system, the body responds accordingly. In order for the U.S. government to control and determine the public’s popular perception of reality, the government must shape and oversee the information that the media reports to the existing populous. This particular process of democracy is known and referred to by political scientists as cognitive socialization. However, many of us, who do not adhere to the cushioning of political correctness, refer to it as the propaganda machine. Numerous political scientists consider cognitive socialization to be the most effective form of political socialization. According to theory, cognitive socialization is doctored up information, which is strategically fragmented in such a manipulative manner, that the probability of its rationalization is highly predictable. The manipulative properties of cognitive socialization are so diabolical and Machiavellian in nature, that I consider it to be the ultimate perversion of the democratic process. In all seriousness, numerous intellectuals, and gentleman held in good stature agree, that cognitive socialization is the product of an evil genius.
Media has had an ever increasing role in society for almost a century now; from the introduction of the radio to modern day technologies such as smartphones and tablets that can deliver news—both visually and audibly—instantaneously. The audience is no longer limited to accessing the latest information by being in an area where the signal can be reached, for the worldwide web has made it possible for anyone in the universe to access material from all corners of the earth with nothing more than an internet connection, or merely being in a location that has a television screen. Being a part of mainstream society currently leaves one exposed to all forms of media—even without wanting to come across it—that can be processed and shared to a wide audience in a matter of seconds; whether accurate, incorrect or misleading. Language is already a streamlined interpretation of an occurrence, and with modern day media technologies; the truth is left vulnerable to manipulation that can be transmitted to a global audience.

Initially, the focus was on the way media affect the public’s view of which issues are important. Later the theory broadened to encompass five distinct aspects of public life: basic and attribute agenda-setting effects, the psychology of these processes, and the consequences of these effects for opinions and behavior. The globalization of media has broken down the communication barriers between countries and is now more readily available and accessible than ever before. This paper examines how the media plays an active role in influencing our opinion on global politics in regards to the Arab Spring and the new revolution making its way through the Middle East and North Africa. It will also examine the theories of the CNN effect and the Manufacturing consent and how these define the relationship between governments and the news media. The United States involvement with the Hollywood industry raises concerns about this relationship and emphasizes the importance to recognize the role of the media in global politics.
Thirty years ago, if I told you that the primary means of communicating and disseminating information would be a series of interconnected computer networks you would of thought I was watching Star Trek or reading a science fiction novel. In 2010, the future of mass media is upon us today; the Internet. The Internet is and will only grow in the future as the primary means of delivering news, information and entertainment to the vast majority of Americans. Mass media as we know it today will take new shape and form in the next few years with the convergence and migration of three legacy mediums (Television, Radio, Newspaper) into one that is based on the Internet and will replace these mediums forever changing the face of journalism, media and politics. In this paper I will attempt to explain the transition of print media to one of the internet, how the shift to an internet based media environment will impact journalism and mass media, and how this migration will benefit society and forever change the dynamic of news and politics.
The media is sometimes called the “Fourth Estate” because of its influence in shaping the course of politics and public opinion. Some people are influenced by what they read or hear and others are not. There is a well-known psychological process called selective attention. Wilson, Dilulio, and Bose define it as “paying attention only to those news stories with which one already agrees.” (290)
In our democratic society, mass media is the driving force of public opinion. Media sources such as Internet, newspaper, news-broadcasts, etc, play significant roles in shaping a person’s understanding and perception about the events occurred in our daily lives. As long as the newspapers, internet, network television, etc, continued to be easily accessible to the public, the media will continue to have an influence in shaping its opinions. Factors such as agenda-setting, framing and priming help shape the public opinions. Agenda-setting is when the media focuses their attention on selected issues on which the public will form opinion on, whereas framing allows the media to select certain aspects about the problem and then make them appear more salient. Similarly, priming works by repeatedly exposing certain issues to public. As the issues get more exposure, the individual will be more likely to recall or retain the information in their minds. This paper will discuss these three factors played out systemically by media and how our opinions are constantly being influence and shape by them.
