John F. Kennedy, America’s thirty-fifth president once said, “Ask not what your country can do for you, ask what you can do for your country” (Kennedy). This quotation clearly embodies and supports individuals wanting to do public service for the benefit of their society. In my view, public service is a privilege; everyone should avail this privilege and make their community a better place. In a small way, I have been volunteering in various public service organizations as well as in my community for the past three years.

During that crisis the whole world saw the selfless service rendered by the service provided by the lay public. As the first plane hit the tall tower, people in the lower floor were running down the stairs to save their lives. An average human will normally try to run away from danger of that magnitude. But the public service team from the police department, fire services and emergency medical services were climbing up the stairs of the World Trade Centre to rescue the people who were caught in the fire or burnt by the flame. One should imagine, if public service was not in place, even a few hundreds who were rescued would have perished in the falling debris. Each and every public servant who was in action should have had a family, some friends, and most importantly, a life to live. They would also have wished to love, laugh, work, play and chat with others, but their selfless effort and the true dedication supports the oath they had taken while joining the public service that they would selflessly work towards making their community and their country better at all times. If, for example, transportation is privatized, the first thing the company which has taken the tender will do is to find out ways to run the business profitably. To run it profitably, they might use ways like reducing the head count, increasing the fares, cutting down the low profitable routes etc. If jobs are cut, unemployment issues will arise and governments will be forced to support the unemployed with employment insurance which could be an additional cost to the government. Similarly, if the fares are increased, it will be a major stress for the general public and especially the middle and the lower section of people. If the new company starts working on return on investment by individual routes, there could be developing areas or less populated areas which might suffer drastically due to low revenue routes thereby cut in bus or train routes. Hence it is absolutely important that public services are preserved by all of us. Growing up, my parents and other influential figures around me modelled the importance of community service through their continual volunteer work and dedication to improving the world around them. Whether it be participation in a well-attended project or persistent contribution to a helpful organization, those aforementioned individuals were formative in guiding me towards a path filled with opportunities for having an impact on my community.
I am familiar with service. For me, service has only extended to my peers and my community; however, I hope to serve the nation and all nations in the future.
Plenty of people receive satisfaction from assisting other people. A person who enjoys helping others may also enjoy a career within public service. Careers of public service are jobs carried out for the benefit of the community and others. To a man seeking such a career, the novel For Whom the Bell Tolls by Ernest Hemingway would be inspirational. Within the novel, the American protagonist, Robert Jordan, is tasked with exploding a bridge behind enemy lines to help the Republicans during the Spanish Civil War.
Public service is defined as a service concentrated on the public interest or by governmental employment. In the novels Brave New World and 1984, the end all be all goal was to manipulate and recreate to achieve ultimate perfection. I would have to agree with the term because in both novels most of the people conformed to the propaganda the government was putting out there. Two characters that were manipulated by their governments were Winston Smith, a low-ranking member of the ruling Party in Oceania who alters historical documents to keep stability in the utopian society. John the savage, who came from a different society and was alienated in the utopian society because of his savage roots and teachings.

The Role of Public Service Discipline: In Debra Gray’s book: BTEC National Public Service (uniformed) Book 1: discipline is described as obedience to authority. Discipline is necessary in all of the Public Services as it moulds people’s behaviour. It can do this in many ways such as causing fear of punishment, offering material rewards, or by offering opportunities if promotion. There has been a time in the past when young adults were forced to accomplish public service. During the period of World War II for example, men were enrolled by force into the military. Then in the later years, this enrollment was made voluntary. Some people are still nostalgic to the period when young adults were mandatorily put in the military and want young adults to work for a year in public service not only in the military but all fields of government. On one hand, I believe that public service is beneficial, on the other hand I wonder about the timing and the duration in addition to raising the question of people’s legal rights.

Since the 1980s vast change initiatives has been undertaken in the public sector of the developed countries. The inflexible, hierarchical and bureaucratic form of Public management which was common during the twentieth century is shifting to more flexible, market-oriented form of public management. This dramatic shift alters the role of government and the relationship between government and citizens. Traditional public administration has been questioned in practice, and the acceptance of new public management means the rise of a new model in public sector management (Hughes, 1998).
Despite criticism about its ineffectiveness, bureaucracy is necessary in the society to enforce order and organization in the delivery of services and interactions between the state and citizens, especially considering the national scale of government and its service for a multitude of citizens. The reforms aimed at rectifying the political circumstances that had facilitated the prevalence of financial crises, corruption, and various inefficiencies in the delivery of public services. Introduction of a market-oriented model of public administration focusing on efficiency, public expenditure control (mainly through shrinking the government), and treatment of citizens as clients in the delivery of public service suited the evolving circumstances. Rather than an end in itself, the regime of bureaucratic reforms was a means to ascertain desired quality and standards in public service delivery. It represented a phase in the continuous objective of public administration to achieve and maintain high quality in public service
Public policy can be defined as “What ever governments choose to do or not do” (Dye, 2008, p 2).
