Following maternal imprisonment, if children don’t have a trusted caregiver they enter the Child welfare system and go into Foster care homes. Black children of incarcerated parent are becoming overrepresented in the child welfare system, and by 2012 they represented 30 percent of the nation’s foster care population (Robert, 2012). Roberts describes the Foster care system as a significant means to support black children however, it comes with the high prize that requires “poor mothers to relinquish custody of their children in exchange for the state support needed to care for them” (2012). This paper will contain research done about foster care, including a brief history and progressing along to the system today. This research interested me because it is a professional career option after graduation. I found both positives and negatives about the foster care system that children and foster parents go through on a daily basis. As the paper progresses I will be explaining these positives and negatives in more detail. Throughout the paper I will be referencing different scholarly sources that explain foster care in different ways. Overall, this paper will show different aspects that the general public may never know about foster care.
There is nearly 400,000 children in out-of-home care in the United States right now (Children’s Right). Just about every day children are being shipped in and out of foster homes and group homes. Most people want the best for children in foster care and decide to take care of them until their parents can possibly recover. The foster care system can have both a negative or positive effect on children, foster parents, and biological parents because of the gaps in the system. Foster cannot not be avoided but the some aspects of the foster care system can be avoided if the missing gaps were filled.
Many potential adopted parents have experienced heartbreak, anguish and other problems that can be associated with adoption. There is an imbalance in the Nations foster care system and the system needs to be strengthening and the quality of services improved.

In todays’ society many Americans never think about our foster care system. Foster care is when a child is temporarily placed with another family. This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about. A few of the earliest documentation of foster care can be found in the Old Testament. The Christian church put children into homes with widowers and then paid them using collection from the church congregation. The system that the church had in place was actually successful, and was continued to be used until English Poor Law eventually regulated family foster care in the U.S.
According to statistics since the early 1970’s there has been a 500% increase in the number of people being incarcerated with an average total of 2.2 million people behind bars. The increase in rate of people being incarcerated has also brought about an increasingly disproportionate racial composition. The jails and prisons have a high rate of African Americans incarcerated with an average of 900,000 out of the 2.2 million incarcerateed being African American. According to the Bureau of Justice Statistics 1 in 6 African American males has been incarcerated at some point in time as of the year 2001. In theory if this trend continues it is estimated that about 1 in 3 black males being born can be expected to spend time in prison and some point in his life. About one child in 50 in the United States currently has an incarcerated parent, but ensuing attachment disruptions for children depend substantially on the parent’s gender (Bretherton, 2011, p. 18). When fathers are imprisoned (by far the most common occurrence), 88% of the children continue to be cared for by their mothers (Bretherton, 2011, p. 18). It is unfortunate that in our society some children grow up without the opportunity of having a loving family to raise them. More unimaginable is children growing up with parents or family members that are abusive. Children raised in abusive environments that are reported to social services and removed from their home are placed into foster care. Foster care is defined supervised care for delinquent or neglected children usually in an institution or substitute home set up by the government. Some advocates claim that the government child care system is adequate, but others like David Van Biema of Time Magazine state that, “foster care is intended to protect children from neglect and abuse at the hands of parents and other family members, yet all too often it becomes an equally cruel form of neglect and abuse by the state (Biema).” There is substantial research that looks deeper into the foster care system. It reveals that abuse in foster care is a big enough problem that it needs to be addressed, but what changes can or should be made?
The study conducted by Eun Koh and Mark Testa compared the differences in characteristics between children who were put into kinship care verses nonkinship foster care from March 1998 to September 2007. The researchers used the states of Illinois Adoption and Foster Care Analysis Reporting Systems (AFCARS) data to complete the study. The two null hypothesis were: “children initially placed in kinship foster care during their first removal episode are no less likely to achieve legal permanence through reunification, adoption, and guardianship than are children initially placed in nonkinship foster care during their first removal episode; children initially placed in kinship foster care during their first removal episode are no more likely to experience placement stability than are children initially placed in nonkinship foster care during their first removal episode” (Koh 2008). Black children are disproportionately represented in the foster care system. In the most recent Statistical Abstract published in 2011 by the U.S. Census Bureau, Black children accounted for 15% of the U.S. child population in 2009. In contrast, Black children were at almost 30% of the total number of children in foster care for the same year according to the Department of Health and Human Services 2009 Foster Care report. In addition, there are not enough Black families available to adopt these children. Interracial adoption advocates often hail it as a good solution to address these problems. Interracial adoption is promoted as a major step towards an integrated, unprejudiced, and colorblind society. However, instead of healing the wounds of racism, interracial adoption often contributes to racist ideologies and practices that devalue family relationships in the Black community (Roberts 50). This type of adoption is a surface only solution that fails to dig deeper and address the underlying reasons for the disproportionate representation of Black children in foster care and the lack of minority adoptive parents. This deeper analysis exposes a system of that is very biased against the Black community in the adoption industry. Even when it is altruistic, interracial adoption is mostly detrimental to the Black community because it aids in the breakdown of Black families and the dismissal of the root causes of the circumstances that lead to large numbers of Black children needing to be adopted in the first place. Furthermore, interracial adoption has not made any significant difference in lowering the numbers of Black children in foster care.
This article describes the similarities and parallelism of the foster system to the prison systems and how they perpetuate and are influenced by each other. It describes how these systems commodify and dehumanize these human beings, especially women who receive long, severe sentences for minor offenses and are thus denied ability to parent their child from behind bars. This, thus, affects the child in the short and long term because these children are taken from their mothers by the state, often put into foster care, in which the state then refuses to take care of these motherless children. This then leads to social workers developing more aggressive and hostile tactics when dealing with these types of cases, because often the children must scavenge the streets in order to survive and become troubled by the social realities they face. The author then begins to discuss how the welfare system becomes heavily involved with these families, along with the stigmatizations government assistance is attached with. . Black men in Jail are having drastic effects upon the black community. The first and arguably most important effect is that it intensifies the problem of single parent households within the black community. When these men are sentenced to prison, they, many times, leave behind a wife/girlfriend and/or children. If they have already have had children, that child must spend multiple years of his/her early life without a primary father figure. In addition, that male's absence is even more prominently felt when the woman has to handle all of the financial responsibilities on her own. This poses even more problems since women are underpaid relative to men in the workforce, childcare costs must be considered, and many of these women do not have the necessary skills to obtain a job, which would pay a living wage, which could support her and the children. Black male incarceration has done much to ensure that black female-headed households are now equal with poverty.
African Americans are incarcerated at nearly six times the rate of whites, it is projected that one in every three African Americans born are expected to go to prison. The consequences for black men have radiated out to their families. By 2000, more than 1 million black children had a father in jail or prison"(Coates pg.2). Men going to prison at such high rates has left many women to fend for themselves.
Parental incarceration can affect many aspects of a child’s life, including emotional and behavioral well-being, family stability and financial circumstances. The growing number of children with an incarcerated parent represents one of the most significant collateral consequences of the record prison population in the U.S. Children who have an incarcerated parent require support from local, state, and federal systems to serve their needs. Kids pay both the apparent and hidden costs while their loved one serves out sentences in jail or prison.
Though foster care was originally established to help children who were orphaned, abandoned, neglected or abused, it has also caused problems for children. Agencies often have difficulty providing adequate, accessible, and appropriate services for the families in their care. (Chipungu and Goodley, pp. 76, 2004) This paper will examine the negative impact of foster care on children as a social problem and how it is viewed and understood. Also this paper would point out the key figures and groups that are affected by problem. This paper would analyze past attempts to better the foster care system and current policies that exist to face this problem. Throughout this paper the goals and objectives of the current polices would be addressed.
