Introduction
In 1922, Walter Lippmann suggested the very first idea of agenda-setting in his book “Public Opinion”, and Bernard Cohen (1963) said “The media may not tell us what to think, but they are stunning successful in telling us what to think about”. Those concepts assumed that with the limited ability and innate curiosity of human beings, most people rely on media institutions to gain information outside family, neighborhood and workplace. Thus the media organizations have the priority to choose which information is quality enough to be the most important, which is not, and the information emphasized by the media could salience transfer to the public.
To verify this concept, McCombs and Shaw conducted the first empirical research, which had been published in 1972, since then the basic agenda-setting theory has been established. After the first research published, they retested the reliability and validity of that research, and developed contingent conditions to enhance and limit this theory. Then many researchers became involved in this field, and the detail and extension of agenda-setting theory started. Weaver, Graber and McCombs and Eyal (1976) extended the idea of agendas into politics and election campaign domains. Since 1980s the map of agenda-setting has been becoming complex, continuously. Under the origin theory frame of agenda-setting, analysis of the salience of media agenda to public agenda, the process of agenda-setting, and the affect of three levels agenda-setting detailed this theory. Many people believe that liberal media bias is very relevant in this day in age, but really it is just a myth. Conservatives, also known as republicans, tend to forget that most of the American media is influenced heavily by corporate business owners(Schaller 49). Topics such as issues of war and peace, taxes and spending, and government regulation are heavily favorable to the conservatives. A study done by Media Matter for America shows that over sixty percent of U.S. daily newspapers publish conservative journalists rather than liberal(Schaller 49). On the other hand, it is obvious that some hot topics in the news are liberally skewed.
Policymaking is a political process which is affected by various social and economic factors (Hofferbert, 1974) and media systems play an integral role in shaping the social context in which policies are developed. Through the media, citizens learn how government policies will affect them, and governments gain feedback on their policies and programs. Media systems act as the primary channels between those who might want to influence policy and the policymakers '' controlling the scope of political discourse and regulating the flow of information. Textbook policymaking follows an orderly sequence where problems are identified, solutions devised, policies adopted, implemented, and lastly evaluated (Mazamanian & Sabatier, 1989). In reality, the policy process is more fluid, where policies are formed through the struggle of ideas of various advocacy coalitions (Sabatier, 1991) in what has been described as a policy primeval soup (Kingdon, 1995). The policies, on which the media focuses can, and often does, play an important part in determining the focal issues for policymakers.
One way in which government achieves this objective, is by its ability to misuse the media’s ability to set the agenda. Contrary to popular belief, media is in fact an enormous hegemony. In fact, separate independent news organizations do not exist. Rather than creating an independent structured agenda of their own, generally lesser smaller news organizations adapt to a prepared agenda, previously constructed by a higher medium. Based upon this information alone, it is quite apparent that media functions in adherence to the characteristics of a hierarchy.

Althusser (1971) explains that, as an ideological state apparatus, media doesn’t use pressure as a way to bind society together under one dominant ideology, but instead uses the will of the people to make them accept the dominant ideology. However, media is also used as a way for people to challenge the dominant ideology. Newspapers, for example, will have articles that openly criticise and oppose the dominant ideology for what it is, whilst at the same time providing perspectives and opinions on different ideologies (such as feminism) that society can believe in. Although these alternate ideological perspectives exist, they are usually overlooked and only ever reach small audiences. Ideology can also help us understand the media because of the way in which it distributes ideology.
The current role of mass media in politics has definitely played a significant role in how view and react to certain events and issues of the nation. Newspapers, magazines, television and radio are some of the ways information is passed onto many of the citizens. The World Wide Web is also an information superhighway, but not all of the sources on the Internet are credible. Therefore, I will only focus on the main three types of media: written, viewed, and audible, and how they affect whether or not democracy is being upheld in the land of the free. The media includes several different outlets through which people can receive information on politics, such as radio, television, advertising and mailings. When campaigning, politicians spend large quantities of money on media to reach voters, concentrating on voters who are undecided. Politicians may use television commercials, advertisements or mailings to point out potentially negative qualities in their opponents while extolling their own virtues. The media can also influence politics by deciding what news the public needs to hear. Often, there are more potential news stories available to the media than time or space to devote to them, so the media chooses the stories that are the most important and the most sensational for the public to hear. In our democratic society, mass media is the driving force of public opinion. Media sources such as Internet, newspaper, news-broadcasts, etc, play significant roles in shaping a person’s understanding and perception about the events occurred in our daily lives. As long as the newspapers, internet, network television, etc, continued to be easily accessible to the public, the media will continue to have an influence in shaping its opinions. Factors such as agenda-setting, framing and priming help shape the public opinions. Agenda-setting is when the media focuses their attention on selected issues on which the public will form opinion on, whereas framing allows the media to select certain aspects about the problem and then make them appear more salient. Similarly, priming works by repeatedly exposing certain issues to public. As the issues get more exposure, the individual will be more likely to recall or retain the information in their minds. This paper will discuss these three factors played out systemically by media and how our opinions are constantly being influence and shape by them.
Agenda setting in the media comes into play once again, influencing the viewers on which issues to think about daily. It is vital that environmental communication specialists work with journalists and reporters to frame environmental events in ways that are not biased; encouraging people to think on many levels. As this study conveys, those who not only watch one-sourced news, but also discuss political matters on their own terms with others are more sophisticated, and less likely to be persuaded by the media. Researchers in the field need to continue to conjure ways to keep the public focused on detrimental issues, while keeping them updated on several different mediated outlets, not just their news
