Defining Technological Literacy
Given the current state of technology, a researcher should have little difficulty in finding relevant definitions that embody a spirited understanding of underlying technical and societal interactions that craft a view of the technically literate person. As an exercise, extracting the common elements from various experts’ definitions of technological literacy should result in a generalized perspective that would provide a foundation supporting further literacy definitions for aspects of technology such as computers or genetics. However, this is easier than it sounds. As Gagel (1997) confirms, “defining technological literacy has proven to be an unexpectedly complex and difficult task”.
The difficulty in defining technological literacy is exposed by a number of factors. One factor relates to understanding perspective and determining whether the term is best defined by putting the emphasis on “technology” or “literacy” or whether the subject is best approached laterally. Indeed, Gagel describes the technological literacy from a technology perspective as opposed to defining literacy and then establishing parameters supporting technological literacy. Perhaps this approach contributed to the author’s difficulty in defining the term. As technology is so diverse and crosses many boundaries, perhaps the definition of technological literacy should do likewise, and not be restricted to either a “technology” or “literacy” perspective.
Another factor contributing to the difficulty in defining technological literacy involves the improperly weighting of computer influence on the term’s definition. In a speech given by former President, Bill Clinton, this misunderstanding is propagated further. He states, “Today, technological literacy – computer skills and the ability to use computers and other technology to improve learning, productivity and performance – is a new basic that our students must master. “ (Clinton, n.d.) Clearly, this mindset is remiss and precludes the contribution of myriad other technologies affecting our daily lives. According to Harrison, “Computer literacy is but a subset of technological literacy, but if this mindset is not encouraged, then the richness of technological literacy will not be passed on to next generations. As technologists, we have the daunting task of reversing this rapidly flowing river.” (Harrison, 2000)
So, the question is how to define “technological literacy” without being trapped in too narrow a perspective and without utilizing a specific technology to add meaning to the term. It is important that society controls technology for it to serve us purposefully in our daily lives and lifestyle in general. For us to control technology, an understanding and knowledge is required to allow us to make informative decisions on how it will affect our lives.

While admitting the power of technology, he also points out the adverse effects of excessive use of technology in the education system. He states, “Computers make our worst educational nightmare come true” (279). According to him, improper or overuse of computers hinders learning ability. He reports that over the past few years, computers have been assumed to be a necessity in America’s classrooms and introduced to children from elementary levels. However, technology can be addictive, and students may overuse it, leading to a drop in educational standards.
We live in a time where technology is at the center of our society. We use technology on a daily basis, for the simplest tasks, or to aid us in our jobs, and don’t give a second thought to whether these tools are actually helping us. Writers such as Kevin Kelly and Clive Thompson argue that the use of technology actually helps us humans; whiles writers such as Nicholas Carr argue that technology affects people’s abilities to learn information negatively.
Dennis Baron discusses the stages of the development of communication and technology. He also discusses the development and evolution of production with literacy technologies and its effects on modern society. Baron describes in the article his ideas about the stages of literacy technologies and how they apply to every new product. The first stage is the invention of the new technology, and then comes the accessibility, function and authenticity. The three types of technology that Baron applies these ideas to are the telephone, computer, and pencil.
The topic of technology and our society has become a very controversial subject today. Many people believe that technology is an essential component of our modern world, helping us to improve communication from farther distances as well as giving us easy access to important information. What is technology? A definition of technology literacy might well begin with a definition of technology. Technology consists of all the modifications humans have made in the natural environment for their own purposes (Dugger 2001)—inventions, innovations, and changes intended to meet our wants and needs, to live longer, more productive lives. Such a broad definition of technology includes a broad spectrum of artifacts, ranging from the age-old (flint tools, wheels, levers) to the high-tech (computers, multimedia, biotechnologies). In short, if humans thought of it and made it, it’s technology.
Literacy, what is it? When this question was asked, my immediate thought was being able to read and write, duh. But as I sat back in my chair and tried to come up with something to say to the class, I realized literacy is not truly defined by that short definition provided when looked up in the dictionary. Literacy has been an important part every civilization, enabling the recording and sharing of history, thoughts, and ideas. It has a place in every aspect of society. From cooking, to science, to religion, literacy knows no bounds. Although literacy is often thought of as the ability to read and write in an academic setting, to me literacy is more beneficial when used outside of an educational context. Literacy in its most significant form is being able to decipher emotions and feelings, finding productive solutions to the problems, and sharing with others.
I myself was guilty of the common misconception of what technology refers to. I too, believed that technology only refers to devices with a plug. It wasn’t till recently after class and after reading Chapter 2 in STEM Lesson Essentials that I realized that technology expresses a profound multitude of products, processes and systems. While the students evolve and become STEM literate they need to be able to comprehend and determine technologies and their use in the world, and then reach out and fix or find away to make it even better then it already is. The role of the curriculum area ‘Technology and Society’ in schools is one I believe holds significant value for us as teachers, but even more so the pupils who will be immersed in technology in the near future. Over the years technology has significantly developed and has become more widespread, even in my short time of 21 years. Our world has changed hugely in a way where encounters with a wide range of technologies, has become part of our daily life experience at work or leisure. From the radio alarm that wakes us in the morning, to the house alarm that keeps us safe at night, technology is now even abundant at home. Some of the food we even eat is as a result of modern technology. We need to gain experience with these types of technologies and build a body of knowledge so that when we encounter them, we know how to use them efficiently and safely. The role of Technology and Society is aimed to “equip students to face these encounters with confidence that comes from learning about, through and with a range of technologies” (NCCA, 2007). In this essay, I will speak about how Technology and Society equips us with the necessary knowledge and experience for challenges I believe our society faces. I will also consider the capacity of T&S to respond to the New Junior Cycle Framework which is coming down the pipeline very quickly and will be in place in the very near future.
