Teacher Certification Requirements History
The first training facility for teachers dates back to 1785. Many others came about between 1785 and the early 1800’s. It was not until the mid 1830’s that these teacher preparation schools became state subsidized. In the year 1839 the first state normal school was established, two others would follow the next year. Also, during the 1830’s and 1840’s, there was a movement to replace tuition schools with common schools. This created two different types of schools: rural, one room school houses, and city schools (Angus).
Teacher certification became a requirement in the latter half of the nineteenth century. The process of certifying teachers began primitively. Prospective teachers were required to take oral examinations conducted by local officials, usually the principal. The purpose of these examinations was mainly to ensure that the prospective teacher was more highly educated than the oldest student attending the school was. Due to the shortage of teachers, the proctor of these exams made sure that almost everyone qualified. Urban boards of education had the liberty to dictate the difficulty of the entrance exams depending upon the current demand for teachers (Angus). An account from Martha Russel’s journal in 1868 regarding these examinations reads “I feel wretched this evening and a good deal relieved as the teachers examinations came off today and I came through alive, as you see. Did better than I expected…there were six in the class” (Macneal). This goes to show that all of the examinations were not as simple where teachers were in less of a demand.
In 1897 teacher certification was granted to those who graduated from college without taking any further exams in twenty-eight of the states. Due to the fact that one did not have to have their degree in education to teach, only about a dozen out of the 400 colleges and universities offered teaching degrees. During this time 114 colleges and universities only offered specific courses for teachers. At the close of the nineteenth century the state supported teacher schools, or as they were more commonly called, normal schools became popular ways for teachers to be certified.
In conclusion, it is for sure that the competitive party systems give a plenty of advantages in case of the improvements in the political, economic and civic welfares. But the modern party competition is not based solely on the ideology competition in many states, particularly in those developed countries with the long-standing democracies (USA, UK, most European countries). The facts in support of this argument are next: the changing proportion of mass-cadre parties, globalization, the increasing role of mass media, the domination of the middle class. Today, students attend school in large brick buildings with several classrooms and many highly trained and specially licensed teachers, learning a wide variety of subjects. They are required by law to attend from kindergarten to twelfth grade, riding on school buses, walking short distances, or taking a parent’s car back and forth every day. Compared to those of today, schools in the 1800s were vastly different in many ways. Politics is today commonly associated with ‘party politics’ where each party represents a certain group of people in Parliament and considers issues through a specific lens. Britain has three main political parties; first, the Conservative Party on the right, which advocates the encouragement of private property, the preservation of a strong military, and the conservation of traditional cultural values. Second, the Labour Party on the left which is closely affiliated to trade unions, promotes nationalization, a welfare state and a Keynesian approach to economics; and the third, Liberal Democrats at the centre who put an emphasis on individual liberty, equality, a mixed economy, a developed welfare state and a reformed democratised system of government. Their main roles are both on the long term and on the short term. The long-term goals of a political party include public engagement where parties ignite the public’s interest and incite them to participate in debates in a sustained manner. A political party’s short-term role would be the mobilisation of the population, which looks at how people vote in one instance, in a referendum or an election for example. However, if one looks more closely at how effective political parties are in terms of their roles in society, we can notice a gap between what they aim to achieve and the observable outcome. This suggests that there have been changes in the way political parties operate, which could lead to the decline of the parties. Throughout high school and during my undergraduate studies, education was never a top priority for me. Only during the past two years, in the "real world", have I realized the importance of education. I look back at those years and wish I had done more and realized all the potential I had in my hands and not wasted so much time. During my undergraduate career my social activities consumed my life. My friends were not motivated to do well in school so I followed their lead. My grades were low, and I did not even care. After I graduated in 1997 with a Psychology B.A. and lost touch with my old friends and old ways, I have realized that I should have spent more time doing some soul searching and thinking what it was that I wanted to do with my life. I liked Psychology but what I really wanted to do was work with children more closely. I had spent my junior and senior years involved in internships at Head Start and at a High School in a Program for teenaged mothers. I loved my work there. At Head Start I was a Teacher Aid for the pre-school, teaching the children to read, numbers etc. And at the High School I counseled the teenaged mothers, took care of their kids while they went to school and after the school day I tutored them with their homework. After being out of school for a while, I started to miss that. The feeling that I was teaching something those kids, the feeling that I was making a difference. I was determined to find a job in education, with my background in Psychology, how hard could it be? I found work at a residential school for runaways and abused teenaged females. It was great! I was ready to go, I was going to change the world and change those girls lives. What I didn't realize is that will alone does not make me a teacher and that I needed training, a lot of training. I made a lot of mistakes in that job. I got discouraged and decided to forget about working with children, forget teaching and do something else that paid more. So, I got a job as a Secretary, I did that for about two years. Teaching, working with children was always on my mind.
