TACTICAL INFRASTRUCTURE RECONNAISSANCE REPORT

MILITARY GUARD SERVICE FACILITY - LODGE HILL

Introduction

1. 173 Clerk of Works (Construction) course was tasked with the production of a Tactical Infrastructure Reconnaissance Report (TIRR) for the Military Guard Service (MGS) so that they can carry out their 24 hours guard of the camp.

Background

2. There is a requirement of infrastructure development in order to coordinate the decision to reside Professional Engineering Wing (PEW) in Lodge Hill Camp (LHC). Meanwhile, infrastructure improvement plan are being developed which will be delivered in number of packages. Subsequently, the first of these package has already been decided and will be the delivery of a MGS facility. It will be located at the alternative entrance gate at the LHC.

Aim

3. The aim of this TIRR is to provide a detailed technical design for the construction of the MGS facility so that the assigned Military Construction Force (MCF) is able to plan, resource and construct the proposed facility within given time.

Reconnaissance Data

4. Location. The project site is located within the perimeter of LHC to the South of the current entrance gate. Site reconnaissance has been carried out prior to the production of this report. The Location Map is at Annex B.

5. Site description. The majority of proposed site is a greenfield however there is an existing guard hut, which is built on concrete slab. The existing French drain is running North to South adjacent to the perimeter fence. The level of ground is gradually sloping towards the South. The Warren building is located at the North West. The Lodge Hill Lane is running parallel to the proposed site.

a. Enabling works. The enabling works are contracted by the ISP. These are as follows:

(1) Demolition of the existing guard hut including the existing concrete slab.

(2) Management of waste form the demolition phase.

b. Construction works. MCF will be assigned for the main construction work. The following construction works are to be carried out by the MCF:

(1) Site clearance and ground preparation up to formation level.

(2) Excavations of foundations and drainage layout.

(3) Installation of below ground services.

(4) Constructions of trench fill foundation.

(5) Construction of external and internal load bearing masonry walls up to Damp Proof Course (DPC) level.

(6) Construction of ground floor slab and car park including vehicle checkpoint.

(7) Construction walls above DPC.

(8) Construction of roof structure and suspended ceiling.
