This paper will be exploring the book The Vanguard of the Atlantic World by James Sanders. This book focuses upon the early 1800 to the 1900 and explores the development of South American political system as well expresses some issues that some Latino counties had with Europe and North America. Thus, Sanders focus is on how Latin America political system changes throughout this certain time and how does the surrounding countries have an effect as well on Latin political system. Therefore, the previous statement leads into some insight on what the thesis of the book is. During these times, the Latino community grew stronger and more diverse when different ethnic backgrounds migrated to the United States (predominantly New York City and Florida) such as Dominicans, Colombians, Cubans, and others who followed in those footsteps. The reader learns not only of the radical groups in the United States but the ones outside of it such as the groups in Cuba; Omega 7, Acción Cubana, and the Bloque Revolucionario. These groups were created to override the dictatorship that Castro implemented among the island. Throughout the 1970’s, the vast majority of the population in the United States was made u by the Latino community and soon their numbers made their votes principal towards the Anglo politicians. At the beginning of the Voting Rights Period, the United States saw that the Latino communities were no longer as involved in politics as it saw a decline of organizations. “The Atlantic World was a world Europeans, Africans, and Americans “made together” –together with peoples from without.” Such is the belief of Peter Coclanis, Albert R. Newsome Professor of History and Economics and Associate Provost for International Affairs at the University of North Carolina at Chapel Hill. In his paper: Atlantic World or Atlantic/World? published in the William and Mary Quarterly in 2006, Coclanis argues that the study of Atlantic history is too narrow. He writes in this paper that there is no context in which the Atlantic world can be completely separated from the interactions with the rest of the world. The argument Coclanis believes if one is to study Atlantic history of the early modern period (circa 1500-1800 CE) one needs to focus more on other areas, such as the countries outside the Atlantic or their trading circuits in order to fully understand the history of the Atlantic. This idea that Atlantic historians need to change their focus is contradictory to what Atlantic history is. If Atlantic historians shifted their focus to include countries not connected to the Atlantic, can it still be called Atlantic history or if one was to believe what Coclanis suggests: should historians even focus on the Atlantic world at all?
The first section of “Roots” gives the historical background of the Latino immigration by talking about the earliest connections between the Latin American countries and the United States of America. In “Roots”, Gonzalez was very critical of America’s diplomacy and foreign policy and its tendencies of imperialism earlier on in history. The trans-Atlantic interactions from 1600 to 1763 significantly contributed to maintaining continuity and fostering changes in the labor systems in the British North American colonies. When the colonies were founded, plantations played an important role. The Europeans maintained continuity of labor systems since the demand for labor was high in the colonies. By using African slave labor, they endorsed change to the labor systems.
Time and rules have been transforming countries in many ways; especially, in the 1850’s and the 1920’s, when liberals were firmly in control across Latin American region. Liberalism can be defined as a dominant political philosophy in which almost every Latin American country was affected. A sense of progress over tradition, reason over faith, and free market over government control. Although each country was different, all liberals pursued similar policies. They emphasize on legal equality for all citizens, progress, free trade, anti-slavery, and removing power from church. Liberals declared promising changes for Latin American’s future. But Latin America had a stronger hierarchical society with more labor systems, nothing compare to the United States societies. Liberals weren’t good for Latin America. What I mean by “good” is the creation of a turning point or some type of contribution towards success. I define “good” as beneficial or helpful. The Latin American economy was stagnant between 1820 and 1850 because of independence wars, transportation and the recreation of facilities. I describe this era as, “the era when Latin America when off road”.

Over the course of the history of the United States, specific foreign policies have affected the methods in which the U.S. involves itself around the globe. Specifically, certain policies have affected U.S. involvement in Latin America. It is the intention of this essay to explain the United States foreign policy behind specific doctrines. In order to realize current objectives, this paper will proceed as follows: Part 1 will define the Monroe Doctrine, Sections 2, 3, 4, and 5 will concurrently explicitly explain the Roosevelt Corollary, Good Neighbor Policy, and the Nixon Doctrine, discuss how each policy resulted in U.S. involvement in Latin American countries, describe how it was justified by the U.S. government, respectively, and finally, will bring this paper to a conclusion.
Latin America’s independence kicked of with the independence of Haiti. Before the the independence movement that overtook Latin America, Haiti had gained independence twenty years before the movement. The Spanish Empire had been in decline for a period of time after the rise of the English empire and many failed battles on the Spanish (class notes). The French Revolution and the American Revolution had inspired many of the Latin American countries to fight for independence (Chapter 3). They were inspired by the Enlightenment that washed over Europe. Of the inspired, one man stood out and took the movement by heart.

What can be seen today as public state affairs and policy making—where not public prior to the second half of the eighteenth century—were exclusively private for the crown and altar. In the Spanish colonies, much like in Europe, the social segments behind this emerging public sphere of civil society were initially comprised of a limited circle of cultural elites: noblemen and aristocrats, high bureaucrats, clergymen, professionals, professors, and students. The Age of Revolution brought to Latin America “a major development with long-lasting consequences: the formation of new mechanisms of sociability, intellectual exchange, and debate” (457). This new development intended to replace the authority of tradition, religion, and social hierarchies.

Scholars have debated not only the nature of Iberian colonialism, but also the impact that independence had on the people of Latin America. Historian Jaime E. Rodriguez said that, “The emancipation of [Latin America] did not merely consist of separation from the mother country, as in the case of the United States. It also destroyed a vast and responsive social, political, and economic system that functioned well despite many imperfections.” I believe that when independence emerged in Latin America, it was a positive force. However, as time progressed, it indeed does cause conflict.
