The Department of Rehabilitation and Correction (DRC) has traditionally operated under a function organization structure within state government that clearly separated services provided into two primary categories: prisons and parole services with both categories reporting to the agency Director. An organization structure based on functions provides a clear direction for job requirements, allows the opportunity for staff to become experts in their field of assignment, which increases productivity. Although this structure was successfully utilized by the DRC for many years, unintentionally, it created a separation between levels of management and their subordinates and division and a division between the agency’s prison and parole services.
To remedy this division the DRC changed its structure to a regionalized organization type. The supporting goal for this transition is to blur the lines within the functional structure and decentralize functions throughout the agency. Decentralizing will empower organization leaders, increase lines of communication at all levels, and build bridges within and between prison and parole services. The decentralized structure will make staff more available in the field to see, hear and feel what is taking place within their regions, allowing them to create relationships with community partners and offenders. All of these changes are to support and further the DRC’s mission of “reducing recidivism among those we touch” (Ohio Department of Rehabilitation and Correction). Therefore, this elimination will reduce the overall operational costs and prevent duplication or overlapping of job functions. First, the position of the Chief of the jails and courts, appears to be a position that is an assistant chief to the Chief and Director of Jails position (WCSD,2009). Secondly, the Commander of the jail and support services consists of the courts, hospitals, and transportation units. Consequently, the Chief Jails/Courts position can be eliminated and not impact the efficiency and effectiveness of the jail’s overall operations. WCSD is an example of a formal organizational structure with decision-making made mostly at the executive level of management (See Figure 3-WCSD-Revised Master Chart).
Understanding the organization of prisons and how the are can is a very complex mechanism. In “Stateville: The penitentiary in Mass Society”, Jacobs seeks to understand the organization in the Stateville prison system, one of the world’s toughest prisons. Giving the history of the prison does this and how things ran under different wardens, and how things were coupled throughout different organizations. When looking at these things Jacobs also points out issues in the prison and how they happened under what type of organization. By doing this, Stateville is easily relatable to understand leadership and authority.
Correctional program writing nowadays is at a level of efficiency that surpasses earlier outlooks. In territories all over the United States, there are several curriculums that use research-based curriculums to teach, instruct, and inspire inmates. Disappeared are the days of hit-or-miss execution of curriculums that seemed good, but over and over again just occupied time for the inmates. The previous evolution happened for several reasons (Corrections Today, 2010). The largest wake-up demands was the claim composed around thirty years ago. The statement made was not anything works in corrections systems, mainly rehabilitation. The Criminal Justice System and its agencies encounter challenges while trying to perform their daily activities. The system deals with laws involving criminal behaviour. It dwells on three major agencies: the police, courts, and the corrections. Each agency has its own specific and important roles to contribute to society. During the mid 1900s, many changes came about for the system of corrections in America. Once a new idea goes sour, a new one replaces it. Prisons shifted their focus from the punishment of offenders to the rehabilitation of offenders, then to the reentry into society, and back to incarceration. As times and the needs of the criminal justice system changed, new prison models were organized in hopes of lowering the crime rates in America. The three major models of prisons that were developed were the medical, model, the community model, and the crime control model.
