I believe that one of the things that make federalism a complex system is the conflict of authority, which is as the same time one of its weaknesses. Throughout the video, confusion on the local, state and federal level was obvious. Clearly, this confusing is a result of sharing power that leads to overlapping of responsibilities. In other words, some officials were in doubt about who is in charge to step in and manage this natural disaster? Moreover, one thing I noticed on the local, state and federal level is the poor communication. The inability to communicate with other level of government causes many damages to the people of New Orleans and their home land as well. At the end of the video, there was a guy saying “we are going to eat each other”, this is a reference that all the suffer and pain of the failure of all levels of government was paid by the citizen themselves. First, the fact the power is not concentrated considers to be a major strength. Imagine if the federal government is the only one in charge of everything, in such cases like the hurricane Katerina, the disaster can turn into a catastrophe. In addition, because the power is widespread, lower level of officials tried to use what they had to control the incident. Also, because of this strength, the people can be close to their government. They can access people needs and desires at any time. Therefore, they will be more likely to be efficient in responding to these needs such as what happened at some parts of the hurricane Katerina. The complexity of the federalism system is actually one of its strength as well. That is because this complexity allows each level of government to reach its potential and work hard to excuse better
