The case study I read involves three children who were under the Child Protective Plans and in April 2010 a social worker begun to take over their case. This case had been worked on by an assessment team who filed a core assessment prior to the case being handed over to the social worker. There was a two year old, four year old, and a seven year child who the social worker had to advocate for (CSWM, 2014). The main concern that got the Children’s Social Care involved was due to one of the children having facial injuries all within fifteen months. The injuries caught the attention of the Children’s Social Care and the case developed more from there. The social worker begun to work with the family closely and their interactions grew. The social said “I tried to be honest and open at all times and informed the family of the consequences of their actions so they could make informed choices” (CSWM, 2014). The social worker spent time with the children both inside and outside the home, giving them a chance to be heard. The four year old girl needs therapeutic intervention and assessment is being completed so they can locate the best appropriate placement for her. The process is difficult due to her emotional and behavioral needs. The social worker reports “with the girl’s young age I refuse to rule out the possibility of an adoptive placement in which she can be part of a permanent family” (CSWM, 2014). For the two year old, the youngest is on a placement order and is in the family finding stage to find the appropriate adoptive placement. He is happy to be in his foster placement. The mother of the children did not try to engage with the legal process and her legal representatives withdrew themselves from case. She has not had any contact with her children since December 2010. The children were given the right to have contact with one another during the holidays. The children have grown to like the social worker. The children have expressed their feelings on wanting the social worker to visit them and to see their academic achievements at their schools. High Sky Children’s Ranch first opened their doors in 1963, when a woman named Joan Nobles was concerned about girls who had no absolutely no place to go. She was the president of the PTA when she heard a young juvenile probation officer speak about the need for a home for those girls that had no where to go. Services for children in foster care are a teamwork effort of the different parties involved (Downs, Moore and McFadden, 2009). Unfortunately in Antowne’s situation the agency and the court system failed him because although he was removed from his mother, the abuse and neglect continued. For the purpose of this paper the social worker interviewed is Ronnita Waters, MSW, RCSWi; she is currently an operations manager at the Center for Family and Child Enrichment (CFCE). The issue or area where her advocacy skills are practiced is within child welfare. The video was about a interview was with Sue Dowling, who currently works with the Social Service Department in the Arlington Massachusetts area, and is an ongoing assessment social worker. Dowling noted in the interview that there are three phases in the Department of Social Services. The first phase is an intake or investigations. The second phase is the assessment. Ms. Phillips provided a great deal of insight into child welfare practices of Pitt County (W. Phillips, personal communication, October 4th, 2013). I believed the interview was highly beneficial to Heather and I as prospective social workers. Understanding the amount of work that goes into positions such as Ms. Phillips’ will help us prepare for our future roles in the field. Ms. Phillips illustrated that though the helping field may require a great deal from the individual, the practice can be extremely rewarding.

Her son would have to check in before visiting, allowing staff to keep an eye on him in a designated meeting area. Even though the solution seemed fitting, the resident did not wish to be moved. The facility could not violate her decision to stay, but we also could not allow her son to continue to pose a threat. After two days of working with the resident and discussing options, she hesitantly agreed to move to another room. This benefited her in many ways, because it allowed her to stay in contact with her son while retaining a safe environment. Through this situation I learned that the human will can defy rationality, but as a Social Worker I must still strive to safely and efficiently handle these situations in a way that accommodates their rights.
The result of this study including comparisons with other relevant case studies and research has been discussed in great details in the latter section of this report. But if one has to draw a baseline of this result, then it would be that mostly there is a negative effect on the physical and mental health of the children, recently out of foster care. This effect is not only determined by the surrounding factors but also the innate factors of the individual going through the phase. Therefore it can only be generalised to a certain extent. It is important because it focus on the problems that arise when a child‘s situation is not taken seriously and consequently have harsh consequences for both worker and child (Climbié Report, 2002). Observation is something that leads to formation of hypotheses and gives new insights about the child’s world. Child observations assist social workers understand, through assessments, the children’s communication between them and their carer or parents. The aim of the observation is to understand the child and his/her world (Briggs, 1992).
The extremely high rate of medical problems and developmental delays discovered in this young group of children is remarkable when compared to the general population (Silver, et al., 1999). Some children never see a medical specialist because of social worker turnover, change in child’s placement, or the welfare worker did not feel there was an urgency to do so (Silver, et al., 1999). The health care system in the US , is a great barrier to mental health care of children in foster care, although many qualify for Medicaid health insurance, few providers will accept this form of payment, or if they do they are limited on the amount of times they can see the children, to treat their systems(Kerker ,et al.,2006). Child welfare agencies need to examine their policy guidelines to assure these children get routine and health exams, and screening evaluations.
Individual session, Kimberly is a willing participate in session. She is willing to discuss her feelings. She has some difficulty expressing and understanding her feelings at times. She stated that she wanted help with acting too childish at times. She is very childlike, she does exhibit behaviors of a much younger child. Kimberly was teased and bullied in school due to these behaviors as well as poor hygiene. She struggles to interact appropriately with her peers. She can be socially awkward. She is capable of being friendly towards her peers she interacts better with adults.

Early on, permanency was never considered for Ashley. If it was, she would not have been through 19 foster parents.
