Social security in Australia has a variety of types of payments to help out residents of the country who are in need of assistance. Though Australia has a fairly complicated system, it has expanded since the early 1900s and still remains strong. Although there are many benefits that make a difference, there are some changes that must be made for Australia to improve its social security system.

In this country, social security is seen as a right based on a person’s need rather than something that people financially contribute to over the years to receive back (Herscovitch). When Australia first began its social welfare system, the idea of being different was appealing and it has stood the test of time. Like many social security systems, Australia’s network is very complex. Their support system assists Australians in need through age pension, disability support pension, carer payment, newstart allowance, youth allowance, and family tax benefit. This summary states that the current system is failing to identify individuals at risk early enough to help them avoid being in need of support for a long period of time. There are “currently 20 income support payment types and 55 supplementary payments” (“A New System for Better Employment and Social Outcomes) all of which makes the system very confusing with the different types. The system is complicated with the payments and means testing adding to the complexity; this involves more resources to maintain the testing to check if a person is in need of a payment. Restructuring the social support system will address changes that have occurred in Australia’s economy over the years since it was first established. Changes include increasing skill levels in the work force, an aging population, higher participation among women and older Australians, and increases in part-time and casual workforces (“A New System for Better Employment and Social Outcomes”). One of the solutions for a simpler system is to create five primary payments in which pensions are categorized into fewer sections for the different circumstances the government pays out. Britain is currently undergoing the biggest overhaul of the welfare system since its introduction. The welfare system was first established with the assurance that people less fortunate would be able to have a standard of living that would ensure equality. But the recent amendments brought into place by the current government’s legislations may see the biggest divide between rich and poor since the days of the work houses. How will claimants be affected and who will be affected the most is an issue that will be examined more closely. The current government believes that Britain has become a welfare dependant state and according to BBC news (2013) 2.49 million are currently unemployed; those who are unemployed will also have entitlement to housing benefit and council tax benefit. All claimants will be affected by what will be known as Universal Credits. Universal credits will combine all existing benefits in to one payment; the amount a household can claim in welfare will be capped, this new system could have a catastrophic impact on people’s lives. Furthermore the government does not believe that a person should have full housing benefit if the home in which they reside has extra bedrooms, so introduction of the Bedroom Tax was implemented April 2013. The National Housing Federation website has given a detailed description of who will be affected and the implications it may have on tenants. Australia is a vast land with a diverse environment and communities isolated by great distances. Its peoples have a diversity of culture, educational and economic circumstances, health needs, services, and social structure.
