The process where society defines issues and problems is called social construction. As we know, issues can be defined in an infantine amount of ways, therefore they can be spun in the particular direction of a certain point of view or political debate. This relates to how society chooses to to tell the story of the problem. With this, a group can create and spread a story that works in that groups particular interest. Symbols and numbers can also be used in social construction. (Birkland, 2016, p. 222). Recent allegations of sexual harassment in the workplace has been taking headlines. Lauren Sivan, a reporter in Los Angeles and an accuser of Harvey Weinstein stated that now is a tipping point for the industry in sexual harassment and discrimination against women. She mentions that we will look back on these times and know that this is when it all started to change (O'Malley, 2017). The issue of sexual harassment in the workplace is socially constructed in the sense of the stories that back it. According to Birkland (2016) and Stone (2012), story telling is an important part of public policy, being that these stories seek to explain what caused the issue, as well as suggesting a solution to the problem. More specifically, casual stories are most often used, which include a narrative interpretation of normative statements about an issue and a particular solution to the issue. For example, some people may believe an airline crash every year could be considered a social problem, but this does not follow the definition of a social problem because it does not affect a large group of people. If planes began crashing all the time, then one may be able to determine whether or not plane crashes are a social problem by looking at claims of the condition. I choose to include the specific criteria, in the previous paragraph, when utilizing my definition of a social problem because I believe that everyone has a subjective outlook on life and although someone may deem something as a social problem, someone else may not feel the same way. I believe discovering the claim and determining how something emerged, as well as discovering why it spread can help direct the general public when deciding if something is a social problem or not. Although claims are important, I still believe a social problem is also something that affects a large group of people. Similarly, I believe a social problem in the United States follows the same definition and criteria but it may be viewed differently. Social structures are constraints that affect the lives of both the affluent and the indigent members of society. Each society has its own set of social arrangements for example; class, gender and ethnicity are all constraints that each society has to deal with in one way or another. One of the most fundamental of the social structures would be class. Class structure is found in all societies and is the key source of economical inequality. Members of different class groups start their lives with unequal opportunities. This means that when someone is born into a poor household they will undoubtedly remain in the same economical situation they began in. Gender is another important issue when regarding structures. For years women have struggled to be accepted into the workforce and although there have been many improvements on the treatment of female employees there is still a long way to go to reach equal opportunities. Ethnicity has a strong bearing on what we can achieve in life by greatly affecting our place in the labour market. Some problems start in early childhood. According to Spector and Kituse, a social problem cannot develop overnight because there must be a perception that a condition or behavior needs to be addressed for it to be considered a social problem. This component lies at the heart of the social constructionist view of social problems (Rubington & Weinberg, 2010). There are so many negative conditions and bad behaviors that exist in the world. Most of these conditions are sufficiently negative to acquire the status of a social problem; some become considered a social problem only if citizens, policymakers, or other parties call attention to the condition or behavior.

Constructivism is a defined, when referring to the learner, as a "receptive act that involves construction of new meaning by learners within the context of their current knowledge, previous experience, and social environment" (Bloom; Perlmutter & Burrell, 1999). Also, real life experiences and previous knowledge are the stepping stones to a constructivism, learning atmosphere. (Spigner-Littles & Anderson, 1999). Constructivism involves the learner being responsible for learning the material and, not necessarily, the teacher (Ely; Foley; Freeman & Scheel, 1995). When learning occurs, the goals, values, and beliefs of the individuals need to be linked to the new data. Also, in constructivism, the person, who is taking in the knowledge, can somehow filter, amend, and reformat the information that he or she feels is important to the schema (Spigner-Littles & Anderson, 1999). A constructivist learner uses the creative approach to apply their own meaning to a topic using the social and cognitive circumstances around themselves (Bloom; Perlmutter & Burrell, 1999). A short and sweet summary of constructivism is "how one attains, develops, and uses cognitive processes" (Airasian & Walsh, 1997).

Statistics today show that more and more sexual harassment has become an issue due to the large number of cases presented. Mainstream media becomes consumed covering sexual harassment because of the high-profile cases.
