Currently the Sinaloa Cartel utilizes guerrilla type tactics. The cartels in general are accustom to fighting again military forces rather than typical law enforcement techniques. Due to their experience in fighting military forces, they are more of a threat to U.S. forces. Part of their tactics against civilian populous is to instill fear. The cartels are very violent and will threaten the local populous with the lives of their family. They are known for their lethal tactics that involve kidnappings, beheadings, hangings, mass shootings, executions, and death threats. Most of the local populous is likely to side with the cartel due to fear for their own and families lives.

It is assessed that the cartel will go to extreme lengths to over-power U.S. forces, and use deadly force. When U.S. forces show a presence in the cartels area of operations, it is also likely that some members will bed-down until the presence has relocated to continue narcotics operations. U.S. forces will need to hold operational information from local law enforcement and government officials in order to be effective with their operations as they will likely be tipped. It is strongly recommended that U.S. forces use HU-MINT assets as well as other intel assets to gain intelligence on Sinaloa operations. Dependent on the length of the mission, it is likely that some cartel members will move to other areas of operations that have little to no law enfor-cement presence to maintain operations.

U.S. forces should target key leaders of the Sinaloa Cartel to gain information on the logistics of the cartel as well as the financial information. If the U.S. forces can gain enough information to seize large amounts of mone-tary assets, as well as take out key leaders, and control routes used for narcotics smuggling to the U.S., it would be detrimental to the cartel.
