A shoulder tap crime occurs when a person asks another person to buy them something they are unable to purchase themselves. It generally happens when a minor asks an adult to purchase alcohol for them. This method places an underage person in front of a liquor store and taps the shoulders of adults entering the business asking if they would purchase alcohol for them and also informing them they are underage (Baer, 2010). Strict liability crimes are crimes in which the legislature interest is in promoting public safety and this justifies strict regulation of acts that threaten public safety. These businesses are trained in what to look for in fake identification. They also deal with more people through their daily business than what a host of party would see. Since business see more people and unfamiliar people, unlike a host of a party, they need to be very consistent in asking for identification and making sure the identification is real. In addition, because they serve more people throughout their business day, they have the potential to supply a greater number of minor’s alcohol. This is why it is so important businesses and other establishments that serve alcohol need to be held to a higher standard and not be allowed exceptions to the law. Many adults these days could tell stories from college about all the frat parties they've been to, all their high school house party experiences, and how many times they've been absolutely ¨hammered¨. Nowadays, fake IDs are hardly used because many young adults at the age of 18 find a way to binge drink, which may cause them to become heavier drinkers by the time they are legal to drink. Alcohol is a is a beverage that is known as a drug and it depresses the CNS. Lowering the drinking age will cause this effect to take over young adults, and this is a huge factor in why the drinking age is now 21. After a couple drinks, many people will start to slur their speech, their motor ability slows down, and alcohol also causes blurry vision. There has been an ongoing controversy in the United States on whether the drinking age should be lowered to eighteen like most of the world or if it should stay at twenty-one. Underage drinking has been a major controversial issue for years, yet why is it not under control? Based on the statistical facts, every year almost 700,000 college students are assaulted by other drunk schoolmates, more than 70,000 students between 18 to 24 are victims of sexual assaulted related to alcohol, and nearly 300 alcohol-connected teenager suicides happen in the whole states. In 1934, you had to be 21 years old to purchase and consume any type of alcoholic beverage. In 1974, you could be 18 and purchase any beer product, but the wine and liquor age remained at 21. In 1981, if you were on premises, you could be 18 years old for consumption, but if you were off premises, you had to be 19 for consumption. 2 years after that in 1983, the age was 19 for all beer sales.
