There is an ongoing debate over whether or not welfare recipients should be drug tested to receive the benefits. Both sides of the argument have merit. Those who oppose the idea of drug testing say that it is unconstitutional and violates the Fourth Amendment. Furthermore, they claim that this law stereotypes and discriminates against those from low socioeconomic demographics, implying that because they are poor, they must be drug addicts. However, those who support the law note that its intended purpose is to ensure that taxpayer money is not being squandered on people who only plan to abuse this assistance. Only nine states so far have instituted drug testing of candidates for welfare assistance. This drug testing has proven to be prohibitively expensive in many cases. Consequently, some states only test subjects with whom they find suspicion, or who have admitted to past drug use. Though proposed drug testing of welfare applicants initially appears to be a good idea to eliminate potential abusers of the system from receiving assistance, it appears that even more money may be wasted on the testing process, which negates the savings that are the primary objective of the law.
Welfare assistance itself is provided from monies managed by a federally funded program that provides health care, food stamps, child care assistance, unemployment benefits, cash aid, and housing to citizens in need. It is categorized the governmental umbrella of Temporary Assistance for Needy Families (TANF). These people are looking for help to pay for their living expenses such as their property costs, mortgages, and utilities. Welfare was meant to be a short term solution that would provide people with a helping hand that would allow them to take control of their life and once again be productive and able to provide for themselves and their families. At that time many families were forced to rely on government funding in order to pay their utilities, mortgage or rent, provide food and clothing for their families. It seems like the Welfare system treats its recipients with disrespect and shame to discourage them from joining the system. The people who made and run Welfare in the 1990s made Welfare into a blame game and forces recipients to solely blame themselves for their poverty. The moral prescriptions in individually getting rid of poverty according to TANF are the Work Plan/Family Plan. The focuses on work and family are contradictory because of how little time there is to get both goals done and each goal perpetuates the idea that it is the most important part of ending poverty. It seems like Welfare is more about getting people off of Welfare than eradicating poverty. There is a difference in the goals and that is reflected in how the recipients are treated and how Welfare is run.
With more and more people becoming unemployed and applying for the Supplemental Nutrition Assistance Program (SNAP), it is imperative that we understand the benefits as well as problems this causes. Even while researching this topic and talking to some of my family and friends about it, it surprised me the amount of those who do not understand food stamps. Coming from the SNAP website, “Food stamps offer nutritional assistance to millions of eligible low-income individuals and families and provides economic benefits to communities” (United States). This program helps millions of people per year and gives upwards of $75 billion and rising. With the prices of food increasing due to inflation, beneficiaries are receiving around $400 at most per month. Using the Electronic benefit transfer systems (EBT), beneficiaries can buy goods from a grocery store using a credit-card like transaction, which takes the money off of their card. The benefits are received monthly on a specific date and vary in amounts from person to person. One family may receive $300 per month because they have three kids and need the extra money, while another may receive $100 or less depending on financial status. The application process includes completing and filing an application form, being interviewed, and verifying facts crucial to determining eligibility. In the past, these applications did not require a drug screening to get benefits, but more and more states are adopting this. There are many drawbacks to SNAP as well such as taking money from working people’s paychecks every week and people abusing the system. Talking about a very opinionated subject, we must remove bias and answer whether or not the Food Stamp system should be limited.

There has been many cases of fraud that people have lied about housing and unemployment. This leads to questionable debate whether recipients should be drug tested or not. In North Carolina a law has been passes for all of the recipients getting assistance must be drug tested. (Parker 1) “For example, according to The Associated Press, Utah saved $350,000 in its first year of drug-screening welfare applicants, though it found only about 12 people who tested positive” (Parker 1). Many states have questioned this new law to be passed or not because it may save the government money in the long run.

The Temporary Assistance for Needy Families (TANF) Program was developed to help needy families become self-sufficient.¹ The TANF program was created by Congress and signed by President Bill Clinton in 1996.² TANF was created by The Personal Responsibility and Work Reconciliation Act (PRWORA) out of the preexisting Aid to Families with Dependent Children (AFDC) program, which itself was created by Congress in 1935 as part of the Social Security Act.² There were some notable differences between the PRWORA and the TANF when it was created, the most noted differences were that the TANF allowed states to use TANF dollars to support child care, for job search support, social services,etc. and there were no requirements on how much could be spent on cash aid directly.² Also, the entitlement aspect of the PRWORA ended and states were not required to serve all eligible families/individuals.²

In my opinion I feel that this time of authority drug test are not effective. ” It would seem that if this policy were to make way that there would not be such a large rate of recidivism” (U.S. Dept. of Justice, 1999). It takes more that sending a person to prison to break them of their habits. The means which are necessary to aid the cause of ending a drug habit are not available with this policy. Under the Bill of rights, the four rights that this policy violates are, The right to be assumed innocent until proven guilty, the right against unreasonable searches and seizures, the right against self-incrimination, and the right to be treated the same as others.
There are many advantages to drug testing welfare recipients. One advantage is that people that are abusing drugs will stop taking advantage of the benefits that are provided to them by our government. If the working taxpayers are required to take a drug test in order to work, then individuals that are receiving aid from our government should be required to do the same. (Miran, 2015.). These individuals will have to decide what is more important to them, food and shelter or drugs? This proposal could also potentially save taxpayers money by eliminating recipients who are abusing drugs and manipulating the system.
