2. Itinerary. Sgt McNulty traveled from Stuttgart, Germany to Istanbul, Turkey via air and traveled from Istanbul Turkey, to Tbilisi, Georgia via connecting flight. Travel days were 19, 20, and 23 November, with the site visit taking place on 21-22 November. SSgt Reynolds received the traveler and escorted him to the Command Post where Sgt McNulty met with Marine standing post and was given room key to access living quarters. The following day Sgt McNulty met with Capt Foster. Cpl Bernal and Capt Foster briefed Sgt McNulty on the ammunition management and accountability procedures. Upon inspection of the ammunition holding area, it was noted there were no NAVMC 10774 cards on the stacks of ammunition. Placards were not posted on the container holding ammunition. All 1348’s, monthly inventories, and expenditure reports were present. There was not an SOP outlining the issue, storage and handling of ammunition, however, a desktop procedure did exist. It was found that the Armorer was also in charge of the ammunition. A single Marine cannot have access to weapons and ammunition as per MCO 8010.14. The security of the ammunition holding area keys are maintained. The security of the area where the ammunition is not manned continently. The container used store the ammunition is secured with a padlock and ball seal. The munition storage area fence is not always locked. The gate to the area, must be locked at all times. It will only be unlocked when personal with the proper access enter and exit the area. Additionally the inventory process was not being conducted properly. Gary Dougherty was paroled from Northeast Correctional Complex on 11/15/2017. Mr. Dougherty has a Tennessee Sentence of Attempted First Degree Murder and is currently under minimum supervision level. Mr. Dougherty was paroled to Steps Halfway House. On 04/16/18, Case Manager Ron Stephens advised me that Mr. Dougherty was discharged from Steps for several rule violations. Mr. Stephens advised that since Mr. Dougherty had been at Steps he has failed three drug screens, offered drugs to another resident, ask residents for clean urine, brought a prostitute in the house, and threatened a resident.

The conviction of guilty offenders when adhering to the guidelines of the NSW criminal trial process is not difficult based on the presumption of innocence. However, due to features of the criminal trial process, established by the adversarial system of trial, cases can often involve copious amounts of time and money, particularly evident in the case of R vs Rogerson and McNamara where factors such as time and money are demonstrated to be in excess. In addition, characteristics of the adversarial system such as plea bargaining has the power to hinder convictions due to the accused having the authority to hire experienced and expensive lawyers to argue their case, hence maintaining their innocence.

According to the article, Prosecutors Doubt Inmate Confession True, by Angela K. Brown, Billy Frank Vickers, condemned inmate, received a lethal injection on Wednesday night January 28, 2004 for a 1993 murder after confessing that he was involved in about a dozen other crimes, including the shootings that placed a cloud of suspicion over Davis for three decades (Brown). Jack Strickland, a former prosecutor in the Davis case, said he had never heard of Vickers and that his claims were a last-ditch attempt to get attention and monkey around with the system. Now the question arises of whether lethal injection was the best option for punishing Billy Frank Vickers, not because he is innocent, but because of the question of whether it is humane to take away someone’s life by inserting chemicals into his or her body that may cause more pain than can ever be imagined. I personally believe that there is no justifiable reason to give someone the death penalty as a form of punishment.
Dereliction of Duty, by McMaster, is a book written to explain the why and the how of the United States becoming involved in the Vietnam War. The author gives military and political reasons for this involvement and how the decisions were made by the nation’s leaders, who led not with honesty and integrity, but through mistrust and deceit. This group, who led this nation into war, involved the President of the United States, his military and civilian advisors, and the Joints Chief of Staff. What happened can be summed up in this statement from McMaster, "The war in Vietnam was not lost in the field, nor was it lost on the front pages of the New York Times or the college campuses. It was lost in Washington, D.C."
In August of 2001 Robert Ray Courtney was arrested in Kansas City, Missouri and charged with diluting drugs used to treat cancer patients. Courtney’s actions not only violated criminal and civil laws but they shattered the ethical code and the oath he took as a licensed pharmacist. His actions left many people wondering why anyone would commit such a horrible act, let alone a trusted pharmacist who was providing medication to patients whose very lives depended on him doing his job.

Sergeant Anthony Turner’s interview with Bob Sanborn on 90.1 KPFT station in Houston was a very insightful one. According to Turner, sometimes this (the TAPS program) is the first time that an at-risk youth have a positive encounter with a police officer. According to Sgt. Turner middle school kids and high school level kids have adverse reaction to the police. It is during the time when high school kids start driving and being pulled over that some of these kids have their first encounter, and through social media and friends, many of them don’t know what to expect. Social media puts out a lot of negativity about officers. TAPS addresses these issues.

We are used to living in a black or white world where a situation is wrong or right, either or, that our understandings are filled with shallow assimilations. The one place we can hope to witness less of this plain resolution is in the courthouse. There is a law that terminates an alleged terrorist from being rushed to a sentence, rather obligates that they go through trial even if they plead guilty; this is just how far the law goes not only to protect us but the principles that makes us.
