This supplement is a record of my actions in this investigation.
On September 17, 2015, I was assigned this case to follow up. This case involves Mr. Tavon Marquis Lanier a fourteen year old George Washington School student. I contacted the court services unit and spoke to Priscilla Harp. Ms. Harp reported a prior assault on a family member and a runaway case which resulted in no finding.
On September 18, 2015, I called Ms. Ashaunta Lanier and identified myself and the purpose of my call. Ms. Lanier informed me that she was about to call the police to report Tavon’s return. Ms. Lanier reported that her son had been in The District of Columbia where he was caught committing a robbery. Ms. Lanier reported that a search warrant had been executed and evidence which implicates her son had been recovered. Ms. Lanier authorized me to meet with Tavon at school.
I responded to George Washington School and met with Officer Carl Savoy in his Officer. Officer Savoy had Mr. Lanier to the School Resource Officer’s Office. Tavon Lanier arrived at which time I identified myself and the purpose of my visit (runaway case). I showed Tavon my credential and showed him the RIPP Assessment form I was utilizing as a guide for my questions. Mr. Lanier reviewed the form and Mr.

Lanier had no questions. Mr.
Lanier reported that he was at a girl’s house and did not come home. He reported only being away a day and nothing more. He admitted to being with some friends in D.C., but did not continue into any details as to who they are. Mr. Lanier suffers from asthma, but has no medical issues. Mr. Lanier reported no exploitation or having been a victim of any type. Mr. Lanier is not afraid of being home and expressed his level of safety at 1. Mr. Lanier told me that he speaks to his mom who is both mother and father in their home. He denied any drug or alcohol use and denied any type of gang affiliation. Mr. Lanier admitted to a robbery in the District of Columbia while he was away from
home. Mr. Lanier reported his probation Officer is Anthony McAlister and expressed some remorse about what happened in the district. I asked Mr. Lanier if I could take photos of him which he agreed to take. I called the Information Services Section and spoke to Ms. Hill who was going to remove Mr. Lanier from N.C.I.C. Case closed by arrest.
Hazelwood v. Kuhlmeier of 1987-1988 Background: At Hazel East High School, the school has a sponsored newspaper called “The Spectrum” that is written and edited by the students. In May of 1983, the high school principal, Robert E. Reynolds, received the edited version of the May 13th edition. Upon inspecting the paper, he found two articles that he found “inappropriate.” The two articles contained stories about divorce and teen pregnancy. An article on divorce featured a student who blamed her father’s actions for her parents’ divorce.
Ms. Dollree Mapp and her daughter lived in Cleveland, Ohio. After receiving information that an individual wanted in connection with a recent bombing was hiding in Mapp's house, the Cleveland police knocked on her door and demanded entrance. Mapp called her attorney and subsequently refused to let the police in when they failed to produce a search warrant. After several hours of surveillance and the arrival of more officers, the police again sought entrance to the house. Although Mapp did not allow them to enter, they gained access by forcibly opening at least one door. Once the police were inside the house, Mapp confronted them and demanded to see their warrant. One of the officers held up a piece of paper claiming it was a search warrant. Mapp grabbed the paper but an officer recovered it and handcuffed Mapp ?because she had been belligerent.? Dragging Mapp upstairs, officers proceeded to search not only her room, but also her daughter?s bedroom, the kitchen, dinette, living room, and basement.
I responded to the listed address in reference to a mising person call. Upon arrival, I made contact with Kristin Boutwell over the phone. Boutwell advised that her son's name is Samuel Parker Boutwell. Kristin advised that on this date, his step mother(Jesse Boutwell) took him to school at Charles Henderson High School around 0730 hours. Kristin advised that she hasn’t heard from him and he has not answered anyone phone calls. Kristin advised that she has called Jesse, his father(Mark) and his grandfather(Joe Boutwell) and no one has seen him or heard from him. Kristin did advise that Samuel has a frind named Jacob Spivey that he hangs with who lived somewhere on Deer Field Drive in Troy, Alabama.
When Deborah was only sixteen she became pregnant with her first child by Cheetah and boy she liked when she was younger. Cheetah and Deborah got married and then had their second child. Deborah became very unhappy in the marriage because Cheetah started drinking and doing drugs. He started abusing Deborah. Cheetah pushed Deborah so much she almost killed him if it wasn’t for Bobbette. Deborah’s brothers Sonny and Lawrence were doing well except for Joe. Joe was another case. Joe went to the military, and the family was hoping that would do him good; but he came out worse than when he went in. Joe was threatened and beaten up by a boy named Ivy. Joe was in so much rage he went and stabbed him and killed him. Joe eventually turned himself in to the law, was convicted of second degree murder and sentenced fifteen years in prison.
Crime Scenario: This case is about a missing 9 year old boy who lives with his mother, younger sister, and his mother 's boyfriend. The child has been missing for over 24 hours and the boyfriend seems very protective of the mother and answers most of the questions about the disappearance. The scene is overwrought with the media, neighbors, and volunteers offering to help with the search for the missing boy.
On October 31, 2016 the complainant walked into the Fifth District police station and reported that on October 28, 2016, Tavante Robinson hereinafter referred to as the respondent had sent threatening texts to another teacher at the school. One of the text messages read “Don’t think it’s over u wanna be in this to say nm idgaf I got you Ms. tabias Ms. Hayward all yall mfs don’t think its sweet I left my mother ima be waiting for her to step foot out that mfn building ima get yall one by one.” The message was then followed by the defendant sending pictures of several guns and in one of the pictures he was holding a gun with an extended magazine. The respondent then sent another text messages stating “Tell Ms. Ashford to look into finding some new teachers staff period.” The complainant is afraid for her safety and believes that the respondent can carry out the threat. The respondent has mental issues and believes he has access to weapons. The complainant was provided these text messages a day later after the incident occurred.
I placed a call to Thomas, who was frantic, but extremely grateful that his wife was safe. After a period of conversation, Thomas related that his suffers from a psychosis metal condition. Thomas related that he checked himself out of the hospital and was unaware Margaret had taken her day’s medication. Thomas requested that I take Margaret to the local hospital for medical evaluation due to her detreating mental status. I then transported Margaret to Jefferson Hospital Crisis Center where I remained until evaluated by medical staff. Thomas was then notified of the hospital and his Margaret’s status. Thomas was very grateful and related that he was responding immediately this morning. No further police action
Also, he reported his two other children are back with their maternal grandmother. School and police released them to Monica Reeves. Tray Mason DOB 12/5/04 and Tylan Masson DOB 5/8/07. School (Scott Highlands Middle School)
On 08/27/15, Denise came to school visibly upset. During the day, Denise disclosed to her counselor that on 08/22/15 her mother slapped her in the face after they argued about wanting to visit her father. The reporter did not see any visible marks or bruises on Denise’s body but the child told her this isn’t the first time her mother has hit her. Denise told the reporter each day after school, her mother makes her strip naked and she searches her body, room, and back pack. There is an alarm system and motion sensors all over the home and a camera in Denise’s room. The child was adopted by Ms. Flowers at the age of 4 and has been in the home since. Denise basic needs are being met at this time.
REPORTER: The reporter/ grandmother (Shirley) called with concerns for the victim, Erica (24 y/o, Caucasian female). According to the reporter, Erica’s husband (Jonathan) has her hid out somewhere; they do not have a permanent home. The reporter said, 1 year ago, the victim was dating Jonathan and they moved in with three different family members. Jonathon was doing drugs and drinking. Erica is disabled and not capable of making good decisions. The reporter said the couple is currently married, and they have been living from place to place. The family doesn’t know where Erica is. In October of 2015, some friends (unknown) took the victim to the coast in Ocean Springs; she didn’t have a phone or any family there. The victim called the reporter
At around 4:30pm, I went to pick up my son in third grade, but he was not in the classroom. His name appeared in the driveline system, so Miss Smith released him for pickup. She was surprised to see me when I asked her where my son was, and I can't blame her since that was what appeared in the system. I made a request to Miss Pendola to announce not to release my son.
On 4/4/17, Hennepin County Child Protection accepted a report of alleged physical abuse. Domestic violence involves Yasmin Mohamed and Khadija Mohamed by their father Fasel Ali. Per reporter Mr. Ali threatened to kill Ms. Musse and their children Yasmin and Khadija with a knife on 4/3/17. Per reporter, Mr. Ali and Ms. Musse began arguing after school on 4/3/17 about their pending divorce. Per reporter Mr. Ali grabbed a small knife from the block on the kitchen counter. Per reporter Mr. Ali proceeded to threaten to stab and kill Ms. Musse and Yasmin with the knife, as Yasmin was witnessing this argument and knife being grabbed. Per reporter, Yasmin was upset because she thought her father was going to kill her mother. Per reporter, Mr. Ali was arrested for 2nd degree assault and is in the custody.
On 04/23/2018, I, Dillon Dickerson, badge #155, was working as a Patrol Officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 2313 hours dispatch received a call from a concerned friend of a student names Olivia Bradely later identified by Shocker ID A776S542. Dispatch gathered information from the reporting party and then called the squad room. Dispatch advised they were getting a call of a possible suicidal student at Shocker Hall. Dispatch advised the female who we needed to check on was in Shocker Hall room D3090. I informed dispatch via radio I would be heading to Shocker Hall. Dispatch advised the Assistant Residence life Coordinator Jesus Gomez Llanos Tirado would be waiting
Upon arrival, I made contact with the White male complainant/ defendant, later identified as Dudley Linsey Smith. Smith advised me that he was in a verbal argument when his girlfriend, Donna Caskey Harnesk, physically attacked and stabbed him with a screwdriver. However, Smith was unable to show me where he was stabbed, or any other injuries consistent with him being stabbed.
4/17 This worker supervised a parent/child visit between Terrance, Tamyia, Tyren, and Terrance. Terrance was ten minutes late. Terrance talked to the children about his new truck and phone. Terrance took a picture of the children on his new phone. The children drew on the whiteboard for their dad. Terrance talked with Tyren about his behaviors.
