He did this by promoting change throughout the corrupt society New York was living in during the 1990s. For example, when Giuliani was first elected Mayor of New York City in the year of 1993. There were at least a million of New York citizens who were on welfare. Also, crime rate and drug activities were high as well as taxes and unemployment begin increasing out of proportion. However, Giuliani transformed the city around by assisting followers and their problems. Giuliani can be described as a transactional leader because he intended to punish those who showed no loyalty to the government by purging them out of the office.
His expectations had certain behavioral requirements which some folks did not carry. So his transactional decision was to get rid of those nonperforming individuals. Also, he did not like certain activities which his followers portrayed. So he “launched campaigns against jaywalkers, street vendors, noisy car alarms, and a crusade against publicity funded art that offended his moral sensibilities.” This transactional approach, set stability amongst New York and its organizational level. Clearly, Rudolph Giuliani seek to maintain stability within New York through economic and social exchanges that achieve specific goals for both himself and his
followers. 3. In what ways can Rudolph Giuliani be described as a servant leader? Lastly, Rudolph Giuliani can be described as a servant leader from his act of selflessness when he went out and ran through those smoke filled basements rescuing survivors of the September 11 disaster. This act of courageousness served best to the need of others. As his followers suffered, Giuliani made sure he took the initiative as a leader to lead those survivors north. As stated in the case “a distraught African American women approached, and the mayor touched her face, telling her it’s going to be ok.” Showing empathy to that women and letting her know everything was going to be okay, shows Giuliani act of being a servant leader. Also, all throughout the case there is multiple situations where Giuliani can be described as a servant leader. Through different attributes such as providing service to others over self-interest and earning the trust of others. Overall any effective leader should exhibit both transactional and transformational leadership skills in appropriate situations. However, it takes a true leader to become a servant to his or her followers. Clearly, Giuliani leadership performance of producing change within New York during his time as mayor will always be remembered.
The fourth chapter of City Politics by Dennis R. Judd & Todd Swanstrom covers the rise of "Reform Politics" with many local governments during the first half of the 1900s as a way to combat the entrenched political machines that took control of many large city governments in the late 1800s and early 1900s. Over the course of the chapter, Judd & Swanstrom quickly cover the history of the "reform movement" with different examples of how the reform movement affected city politics in different areas.
He told the public that the whole city was on a state of alert which he said, should give people a sense of security. Second, he advised the people to stay calm. The mayor declared people that does not need to be out should stay home. And after a period of time, the mayor encouraged people to resume their work and not be knocked down by terrorist groups invasions. During the whole time, Giuliani was able to take leadership by keeping the city informed and calm.
Roosevelt led the reform committee that brought Tammany to its knees – by the 1960s, the once glorious machine had been destroyed. The urban political machine was a force that provided stability and growth for the “out-of-control” urban population. Cities grew at uncontrollable rates and organizations like Tammany Hall instituted public improvements and created millions of jobs because of the torrential flow of immigrants into Ellis Island. It can even be argued that Tammany and other political machines made the transition easier for these immigrants, without whom the cities would not have been able to prosper to the extent that they did. The political machine created a type of politics that was purely practical in nature, and although it allowed for an immoral amount of corruption, the contributions it made to growth, stability, and production cannot be understated.

He easily won reelection to office in five successive campaigns from 1959 to 1975, and during his mayoralty Chicago was the scene of an unprecedented building boom, improvement in city services, and urban renewal programs. Daley ran Chicago when federal government was pouring billions into highways, public transit, housing for poor. He used it to advantage, mounting massive urban renewal...

New Yorkers are stereotypically known as a crass and rude group, devoid of compassion. Having visited other places in the world I can frankly attest that I have never experienced apathy so widely spread throughout a populace as I have felt living in New York. The "New York attitude" isn't unique to lower class individuals who are down on their luck; it transcends class, gender, and race. It's evident in the Wall Street white collar, the ghetto rogue, the chubby mothers of three-and me. It's a compelling force. I've been trained, conditioned like one of Dr. Pavlov's dogs, to behave this way; to bark on demand, to push as I'm being shoved, to hate when hated.
