The Delphi technique is a tool that is used in many areas of study. According to (Nworie, 2011) the Delphi Technique is a research methodology which is used to extract, collect, and determine the opinions of a panel of experts from a given field. This tool is used to seek consensus from the experts and then be able to make predictions or decisions based on the experts’ opinions of the panelists involved in the study. This research methodology is considered to be of importance as it is based on the premise that the collective opinions of efforts panelists are of richer quality than the limited view of an individual. The Delphi Technique was developed by Helmer and Dalkey at Rand Corporation during the early 1950s so as to be able to explore the trends in technology and science.
According to (Stitt-Gohdes & Crews, 2004) the Delphi technique is a structured communication process which is designed to produce a very detailed analysis of the topic and or problem of the discussion from the participating group. Companies and educational institutions are still concerned about the wants and needs of consumers and students. However, in career and technical education as well as in business, research is often times carried out using a quantitative method, by using surveys to seek answer to several different questions. There are occasions where one wishes to get an opinion from experts especially to have a consensus from a group of experts and not just a market analysis. There is rapid change in today’s workplace and it becomes necessary to investigate the future trends and needs in career and technical education. Posner (2004, p. 36) discusses the importance of understanding the situational factors that lead to the development of a particular curriculum. This curriculum has been created as a response to the problem of technology skills and resources being typically isolated as a separate curriculum, rather than being integrated into the broader curricular areas. This leads to curricula that are often devoid of 21st century skills needed by students to ensure future success (Partnership for 21st Century Skills, 2004). The goal of the curriculum, therefore, is to focus on specific technology skills that can be readily integrated into other curricular areas without sacrificing critical objectives within those curricula and, in fact, enhancing the relevance and levels of engagement in those areas.

Mean analysis is an average number of data collection. The analysis is being conducted to identify the the perceptions of professionals in construction industry in adopting Green Building Index. The ratings on the scale will indicate the level of significance of perception. The perceptions of professionals in construction company at Kuantan, Pahang will be ranked based on the value of the mean. In order to get the mean value analysis, the sum of data will divide by the total numbers of value.

From my understanding, the Delphi method can tell if a project is going the way it is supposed to, how the process is going and if not why not. Furthermore, it also tells what are the issues that members don’t know about and what needs to be address. People tend to be more honest and forthcoming when surveys are anonymous and this yield a more meaning ad accurate response. This ultimately goal of the survey is to get more efficient and direct reports.
