Report on Winner-Take-All
"Winner-take-all” is a term used to describe single member district and at large election systems that award seats to the highest vote getters without ensuring fair representation for minority groups. In the United States, these are typically single-member district schemes or at-large, block-voting systems. Under winner-take-all rules, a slim majority of voters can control 100% of seats, leaving everyone else effectively without representation.
There's something else troubling about the way we elect presidents--something beyond the personal attacks, the derelict voters and the influence of big money.
It is the fact that so many of those who do vote don't have their votes counted.
Florida is a good example of what I'm talking about--not because that state turned out to make the decisive difference in this week's election, but because more than 2 million voters--nearly as many as will go to the winning candidate--had no say in the outcome. All of Florida's 25 electoral votes will go to the other guy.
That's the unavoidable consequence of the winner-take-all system that prevails in all the states. At the end, of course, any contest for a single office is a winner-take-all affair. But why should it be that way in the states? Why should more than a million-and-a-half California supporters of George W. Bush see all 54 of the state's electoral votes go to Al Gore? In short, what is wrong with apportioning each state's electoral votes in accordance with the way the state's electorate voted? A better question, no doubt, is why not ditch the electoral college system altogether and go to direct elections?
Politicians as different as Franklin D. Roosevelt and Richard Nixon backed a constitutional amendment to have all the states go to a proportional system. Obviously, nothing came of the proposals. It's probably because the political party that would be favored in a winner-take-all state is usually the party that runs the state. The party with the power to change the system has no incentive for doing so. It is not the sole fact that votes get wasted that bothers me. There is much more to it. Bush hardly campaigned at all in New York--and for the same reason that Gore neglected Idaho, Wyoming and Alaska: His opponent had the states locked up, along with 100 percent of their electoral votes. Indeed, Bush was criticized by some GOP strategists for wasting time and resources campaigning in California.
This has has always been a big thing for the United States, has it’s people are bringing in a new person who would eventually lead their country into a good path. When it comes to actually doing the rough work like voting for a new President, that would be an entirely different story. In a chart from Document G, there are 4 past elections listed that compares the popular votes to the electoral votes. In the 2000 election, George W. Bush won by 271 electoral votes, while Gore won by 266 electoral votes. This may seem reasonable for Bush to be the president, but when it comes to the popular vote, although, Gore had highest amount of popular votes than Bush did. So why did Bush win instead? This is one of the main reasons why the Electoral College should be abolished. If the Electoral College stays then the people will not be able to choose the right person for the right job. It pushes the two-party system and disregards states. Majority of the presidential campaigning is between the major parties in American: Republican and Democrats. So campaigning is spent on swaying the people to cast their votes for either candidate. Presidential campaigns have clear tendency to concentrated their resources on state both candidates have certainty pull while ignoring the states that favors one candidate or the other. With the winner-take-all system, a candidate that already is well ahead in a particular state doesn’t spend any more time trying to campaign in the state nor either does the losing candidate try to win over the state. So, candidates will tend not to bother with states where they are either ahead or behind. For example, Massachusetts’ residents said that during the 2000 general election, they rarely saw campaign advertising from either major-party candidate (Gregg, 2003). By fact that Massachusetts was counted to be in favor of Gore. And by contrast, residents of Illinois complained about having been overwhelmed by presidential campaign ads. Illinois was swamped with campaign ads because according to the polls, it was characterized as a “battleground state (Gregg, 2003). Another example is the 1960 election between Senator John Kennedy and Vice President Ricard Nixon. The United States of America is a democracy country that is characterized by the equality of rights and privileges. The Electoral College is considered undemocratic because it gives a higher percentage of the voting power to states with low population. Thus, the popular vote should be counted and not the electoral votes. In Document D of the Electoral College DBQ, there’s a chart that shows the comparison of population and electoral votes in 2010. In the chart, it has the twelve states that are less populated plus DC with the total population of 12,500,722 and total electoral vote of 44. In addition, Illinois has the total population of 12,830,632 and the total electoral vote of 20. This shows that Illinois would have less electoral vote than the 12 states plus DC which has 44. It is unfair to the larger states and it shows the unequal electoral votes to the states. The Electoral College allows a candidate to win the presidency without winning the majority of popular votes. Additionally, the unequal representation created by the number of electors each state has leads to a differential worth depending upon a voter’s state of residency. Moreover, the winner-take-all rule of the results in votes which are essentially rendered worthless if they are contrary the state majority. Finally, the system places much of the focus and power to effect elections in the hands of so called swing states that are not historically aligned with only one party. Instead of a direct democracy, the United States has what is called a representative democracy, which means that when you vote, you are voting for a representative who in turn will vote for the president. This system may seem fair but it gives more power to people in a less populated states than those who live a highly populated state. If the 538 total votes in the Electoral College were divided evenly, then there would be one vote for every 574,000 people. However, the rules of the Electoral College say that each state gets at least three votes, regardless of population. Then the rest of the votes are given out based on population. This happens because the Electoral College gives the votes to the state rather than the people. California has about 37,000,000 people and has fifty-five compared to the 560,000 people in Wyoming, which gets represented by three votes. So Wyoming gets one electoral vote or one for every 187,000 people. However California gets 55 electoral votes, or one for every 677,000 people. This means Wyomingites have three and a half times the power of Californians in the Electoral
Matthew Green, a writer for KQED learning, said we should try elections “decided state by state… it’s a winner-take-all system… the candidate who receives the most popular… votes in each state gets all of the electors from his/her party. The other candidates in the race… get no electors from that state at all,” (Green 4). This is just one example out of the endless amount of alternatives to the electoral college system. In fact, the Constitution contains provisions for direct and indirect election of the different parts of the legislature and the executive, based on overlapping but distinct electorates (Muller 1251). In addition, many people believe that, the Electoral College process of electing the president necessitates replacement with a direct popular vote to honor our democratic form of government in the United States. Moreover, in a democratic form of government, the authority rests with the people rather than in one or a few as in a totalitarian or authoritarian form of government. People believe a direct election supports the 14th Amendment principle of “one person, one vote” (Wagner 577). Therefore, the winner-take-all system inaccurately represents the will of the American citizens since not all candidates garner any electoral votes. On the other hand, a popular vote for the president could lead to many runoffs if neither candidate reaches a majority, creating a bigger opportunity for voter fraud and manipulation of the vote, which would not truly represent the will of the people, states, or country. This is unfair because this suggests that voting power changes with your geography. Election of 1824, 1876, 1888 and 2000 reveals that sometimes a candidate with fewer popular votes can still win a majority of the electoral votes. This is a disadvantage because the state’s popular opinion is being neglected. Another thing to consider is the winner take all system, a system in which the “winner of their statewide popular vote gets all of their allotted votes in the Electoral College System which poses another disadvantage. The winner take all system is also known as the “Congressional District Method”; all states follow this except Maine and Nebraska. Maine and Nebraska tend to divide the votes proportionally. The winner take all system is however inequitable because in a state there is a vast amount of opinions, and this system prevents the minority from being discerned. This system “ does nothing to provide representation to any group making up less than half of the population in a given voting district.” Winner take all is a discriminatory rule as it tends to under represent minority. Winner take all is also a binary system, so if you are a Democrat living in Alabama (which is primarily a Republican state) your opinion is less likely to her
This process of electing a president is unjust and is not based off of the people’s views. In Document D the chart provided illustrates how some of the electoral votes favor some states over others; for example the twelve states listed and the district of Columbia seem to have a bigger say in the presidential election process than the citizens of Illinois. This itself is unfair because Illinois deserves to have an accurate representation of their votes, the same as other states do. This shows that the Electoral College undercuts the principle of one person, one vote, and therefore violates political equality. “It is not a neutral counting device... it favors some citizens over others, depending solely upon the state in which voters cast their votes for president” (Document D). Political equality means all citizens are equal and it also allows citizens to partake in state affairs, including the right to vote and the right to challenge elections. However the Electoral College violates the principle of this for the fact that it weighs some citizens’ votes more heavily than others (video). Generally it makes no sense for the people to vote if they’re not even counted, and either way it violates their rights.
The Electoral College was a compromise between those at the Constitutional Convention who wanted the US president elected by popular vote and those who wanted congress to select the president. They believed that having it where each state would get a certain number of votes based on population would keep a manipulative and charming person out of office. They thought it would prevent bribery and corruption along with secret dealings. I don’t think that this is the case and it one of the reason I feel that the Electoral College should be abolished.
The single-member district election system is the most common and best-known electoral system currently in use in America. It is used to elect the U.S. House Representatives, as well as many state and local legislatures. Under single member district systems, an area is divided into a number of geographically defined voting districts, each represented by a single elected official. Voters can only vote for their district’s representative, with the individual receiving the most votes winning election. This method of electing representatives is better than any alternative solution in various ways. Four compelling reasons to support the single-member district election system include the fact that single-member districts give each voter a single, easily identifiable district member; the way single-member district voting helps protect against overreaching party influence; that single-member districts ensure geographic representation; and finally, that single-member districts are the best way to maximize representatives’ accountability.

More people would participate in elections because they would know that every vote did indeed count.
Although, it is remotely possible in a very close election that there will not be one candidate receiving 270 electoral votes, in which case the House of Representatives chooses the President. In this scenario, each state has merely one vote each to decide the presidency out of the top three contenders for the office. The Senate chooses the vice president out of the top two contenders. Many people feel that this system is outdated, unfair and/or biased; that it should be replaced with the popular voting system. Unfortunately, it is not as simple as stating what “has to be done”....
