Rehabilitation treatment program to reduce recidivism

If the U.S. Government is seeking assistance from the Saudi Arabian Government, I’d assume our rehabilitation programs would be geared towards radical Islamic terrorists. The Saudi model that they have in place is similar to others and seems to have a focus on deradicalization in the prison systems (Maras, 2013).
The main issue or obstacle that I foresee would be the success of the program versus the cost and effort to implement it. That is to say, is it worth all the associated costs and resources that would be required to combat a situation with a realistic, yet low risk of actually happening. Additionally, I believe it would be difficult to identify potential candidates for the program prior to them actually carrying out the intended terrorist act. Once this

Another issue I’d be concerned with would be the overall success of the Saudi based program. In 2010, a report listed that at least 11 graduates of the Saudi system returned to terrorism, with one of them becoming a commander for the Al-Qaeda network (2010). These are all issues that I could foresee with the intended efforts to create such a system. As far as how to overcome these issues, I’d have to start with a viable way to identify a would-be terrorist which seems to be extremely difficult. I suppose this could be done with screening questions in the prison system along with surveillance among the population. Equally important would be providing information to the public as to what indicators to look for in hopes of identifying would-be terrorists that they may find themselves in the company of. As far as prison goes, my
focus would be on that of the Federal Prison system as this is where most individuals prosecuted for terrorist related crimes would be incarcerated. A recent report showed that the Federal Bureau of Investigation [FBI] is currently investigating in excess of 900 ISIS-linked radicalization cases in all 50 states (2016). All this information along with the fact that you cannot imprison terrorists forever, in some cases may potentially show a need for such a program. However, I fear that the efforts would in no way yield the desired effect. When envisioning a prison, one often conceptualizes a grisly scene of hardened rapists and murderers wandering aimlessly down the darkened halls of Alcatraz, as opposed to a pleasant facility catering to the needs of troubled souls. Prisons have long been a source of punishment for inmates in America and the debate continues as to whether or not an overhaul of the US prison system should occur. Such an overhaul would readjust the focuses of prison to rehabilitation and incarceration of inmates instead of the current focuses of punishment and incarceration. Altering the goal of the entire state and federal prison system for the purpose of rehabilitation is an unrealistic objective, however. Rehabilitation should not be the main purpose of prison because there are outlying factors that negatively affect the success of rehabilitation programs and such programs would be too costly for prisons currently struggling to accommodate additional inmate needs.

The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
What if somehow we could handle the problem of terrorism by creating a new level category? We could use the principal of legal epoche to create a better fitting definition to allow for justice to take its course. This is the position that I have on the issue because I believe the range and scope of terrorism is so vast that it can’t be classified as simply war or simply crime. My proposal is based on the idea that all terrorism is not created equal. For crimes involving larger terrorist organizations such as Al-Qaida have the right to due process. All terror suspect, no matter what size of crime committed must go before a military commission to challenge their status as an enemy combatant, if they have been given this status. All alleged terrorists have the right to representation. It is important in a common law system to not place things in a procrustean bed. I feel that creating a more neutral ground on the issue of terrorism is the best way to go. One of Al-Qaida’s listed goals that set gave a sense of alarm to me was they plan to provoke the United States and the West into invading a Muslim country by provoking them with a massive attack. If this is one of their alleged goals are we not falling right to the whim of this terrorist group?
