In any institution, there is always a need to initiate new policies and forego others with reference with noted changes once the policies are at play. As noted in the correctional facility, there is an apparent lapse in their policies thus the rise in the current state of affairs. To avert the occurrence of the same in future thus calls for a need to review their existing policies so as to determine the needed changes.
The first policy that needs to be looked into for revision is with relation to inmates with present or previous mental conditions. Despite the fact that there could be a deemed stigma in isolating such cases, for the sake of their safety as well as the entire facility there is need to institute new policies to keep such people under different conditions with the rest of the inmates. This should however be policed in such a manner as to elucidate any notions of discrimination.

People unfortunate enough to be inflicted with the burden of having a severe mental illness experience dramatic changes in their behavior and go through psychotic episodes severe enough to the point where they are a burden to not only themselves but also to people in their society. Mental institutions are equipped to provide specialized treatment and rehabilitative services to severely mentally ill patients, with the help of these institutions the mentally ill are able to get the care needed for them to control their illness and be rehabilitated to the point where they can become a functional part of our society. Deinstitutionalization has led to the closing down and reduction of mental institutions, which means the thousands of patients who relied on these mental institutions have now been thrown out into society on their own without any support system to help them treat their mental illness. Years after the beginning of deinstitutionalization and after observing the numerous effects of deinstitutionalization it has become very obvious as to why our nation needs to be re-institutionalized.
Indeed, that correctional counselors and custodial staff need to work together in collaboration to improve on the treatment and management of offenders. For example, they should work together so as to eliminate impediments arising from the conflicting assertions on the advocacy for the treatment and rehabilitation and maintenance of order and security so that the offenders are able to cooperate in correctional treatment without any fear that treatment induced statements may incriminate him/her. This shows some of the devastating effects the practice of administrative segregation has on inmates’ mental and physical well-being. Often, it is the mentally ill that are unfairly subject to this practice. “Mentally ill inmates may find themselves inappropriately placed in administrative segregation because of a lack of other suitable placements, protective custody reasons, or disruptive behavior related to their mental illness.” (O 'Keefe 125). Instead of providing safety to inmates and staff as the prison system claims administrative segregation is for, its main objective is social isolation. Which is one of the harmful elements of AS that makes it torture. Additionally, an annual report from the Canadian Government’s Office of the Correctional Investigator’s states, “close to one-third of reported self-injury incidents occurred in (federal prisons) segregation units”. Therefore, one can infer that the negative effects of AS are contradictory to providing safety to inmates. UN Special Rapporteur on Torture Juan Mendéz proposed administrative segregation should be banned as the “isolation of inmates amounted to cruel, inhuman or degrading treatment or punishment or – in more severe cases – to torture.” The ramifications of administrative segregation amount to what is defined as torture by lawyer and human rights Juan Mendéz. During the early half of the 19th century, there were two new models of prisons being built in the United States. Along with the new styles of prisons being constructed, two new styles of correctional systems were developed, the Pennsylvania system, and the Auburn, New York system (Mays & Winfree, 2009). Although the designs of the actual prisons were dramatically different, both systems shared similar ideals, with regards to how inmates should spend their days. Ultimately, the Auburn system prevailed as the more popular system of corrections in the United States, with some of the system’s correctional philosophies being used well into the 20th century (Mays & Winfree, 2009). Before discussing the actual philosophies, which were used to manage the inmates in each system, we should first look at the difference in the design of the prisons used in each system.
Thousands of people statewide are in prisons, all for different reasons. However, the amount of mental illness within prisons seems to go unaddressed and ignored throughout the country. This is a serious problem, and the therapy/rehabilitation that prison systems have do not always help those who are mentally ill. Prison involvement itself can contribute to increased suicide (Hills, Holly). One ‘therapy’ that has increased throughout the years has been the use of solitary confinement, which has many negative effects on the inmates. When an inmate has a current mental illness, prior to entering into the prison, and it goes undiagnosed and untreated, the illness can just be worsened and aggravated.

The United States has the highest incarceration rate in the world and of that over sixty percent of jail inmates reported having a mental health issue and 316,000 of them are severely mentally ill (Raphael & Stoll, 2013). Correctional facilities in the United States have become the primary mental health institutions today (Adams & Ferrandino, 2008). This imprisonment of the mentally ill in the United States has increased the incarceration rate and has left those individuals medically untreated and emotionally unstable while in jail and after being released. Better housing facilities, medical treatment and psychiatric counseling can be helpful in alleviating their illness as well as upon their release. This paper will explore the increasing incarceration rate of the mentally ill in the jails and prisons of the United States, the lack of medical services available to the mentally ill, the roles of the police, the correctional officers and the community and the revolving door phenomenon (Soderstrom, 2007). It will also review some of the existing and present policies that have been ineffective and present new policies that can be effective with the proper resources and training. The main objective of this paper is to illustrate that the criminalization of the mentally ill has become a public health problem and that our policy should focus more on rehabilitation rather than punishment.
The jobs of correctional officer are some times overlooked. Correctional officers are playing a huge role in society because they need to perform important tasks. A correctional officer’s job is not easy and can become very stressful at times. Correctional officers are required to enforce and keep order, supervise inmates, help counsel offenders, search inmate cells for contraband, and also report on inmate actions. Correctional officers need to contain power over the prisoners in order to enforce the rules of the prison, or else the prison will not function correctly. In the book, Conover says, “The essential relationship inside a prison is the one between a guard and an inmate…the guard, it is thought, wields all the power, but in truth the inmate has power too” (Conover, p. 207). Prison was designed to house and isolate criminals away from the society in order for our society and the people within it to function without the fears of the outlaws. The purpose of prison is to deter and prevent people from committing a crime using the ideas of incarceration by taking away freedom and liberty from those individuals committed of crimes. Prisons in America are run either by the federal, states or even private contractors. There are many challenges and issues that our correctional system is facing today due to the nature of prisons being the place to house various types of criminals. In this paper, I will address and identify three major issues that I believe our correctional system is facing today using my own ideas along with the researches from three reputable outside academic sources.
